5 The current situation There are more than 100,000 chemicals and chemical substances being used, manufactured and imported in the Philippines As of December 2006, DENR registered more than 5,000 hazwastes generators which reportedly generated 226 million tons of annually
6 Rapid economic development and industrialization have increased the amounts of chemicals used and hazardous wastes generated in the Philippines

8 To respond to incidents and emergencies the DENR, DILG, different government agencies and industry associations, developed the Philippine Chemical and Hazardous Wastes Emergency Management Program (CHWEMP).

10 Objectives: Philippine CHWEMP Install nationwide a holistic emergency management program Involve all concerned government agencies, private entities, NGOs, and the communities Formulate and implement an emergency management plan (pilot-test in a city or municipality)
11 Philippine CHWEMP Policies and enabling mandates RA 6969 (Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990) PD 1586 (Philippine Environmental Impact Statement System) PD 1566 (Disaster Management) RA 7160 (Local Government Code of 1991) PD 1185 (Fire Code of the Philippines)
12 NDCC CHW National Response Team DENR (Chairman) DILG (Co-Chairman) Emergency Management: OCD, DND, DILG, DSWD Worker Safety: OSHA Public Health: DOH Industry Associations RDCC CHW Regional Response Team and On-Scene Coordinator (Regional Counterpart of the National Response Team) PDCC CHW Provincial Response Team (Provincial Counterpart of the National Response Team Including Facility Owner/Operator) C/MDCC CHW City/Municipal Response Team (City/Municipal Counterpart of the National Response Team Including Facility Owner/Operator)
13 The Bureau of Fire Protection (BFP) of the DILG and Environmental Management Bureau (EMB) of the DENR reached an agreement with the Environmental Practitioners Association (EPA) to spearhead efforts in the private sector to establish Emergency Response Teams (ERTs) for chemical and hazardous waste incidents and emergencies.
14 Establishing these initial ERTs has strengthened capacity and augmented the insufficient resources of government agencies involved in the CHWEMP.
15 Members of the ERTs and technical support group undergo different levels of training depending on their job responsibilities and experience with chemicals and hazardous substances.
