4 RES data collection in Germany in general Regulation n 1099/2008 regulates energy statistics on the EU level Energy Statistics Act 2003: regulates data collection in general envisages different surveys along the year Data collection via Statistics Offices (1) Länder Offices (disaggregated level) (2) Federal Office (aggregated level) (3) use for e.g. reporting purposes /publications Renewable Energy Act: Regulates data collection with focus on RE Data collected and processed by Federal Network Agency Annual EEG account Non official data: Due to cut-off limits (e.g. small hydro, biomass etc) or missing inquiries (like f.e. as concerns private households, or the services sector) further non official data sources need to be utilised: Trade unions/organisations (like in the area of heat pumps, solarthermal,) Expert approximations
5 RES data collection in Germany in particular : AGEE-Stat Dispersion of actors as well as missing data has lead to establishment of a special Working Group Established in 2004 in order to generate statistics and compile data on renewable energy, to incorporate them into a comprehensive, up to-datecoordinated system creates a basis for meeting the German government s various national, EU and international reporting obligations and Provides expert information on renewable energy data and development Coordination office since 1st January 2016 lies within the Federal Environment Agency (UBA)
6 Federal Statistics Office (1) Public Supply (066) (2) Industry (067) and (060) (3) Other Suppliers (070) (4) Sevage Gas (073) (5) Geothermal (062) (6) District heat (064) Official data Federal Network Agency (A) EEG Annual Account (B) EEG Annual Statistical Report (C) EEG Plant Register (e.g. PV) Federal Office for Economic Affairs and Export Control Official oil data incl. biofuels Summarized and validated renewable energy data AGEB BDEW BWP BSW ZSW DBFZ Quasi-official Trade associations Research institutes/expert approximations Other sources

9 RES data challenges and solutions Multi-level-governance leads to a dispersion of competences Different aggregation levels different actors Energy Statistics law s focus on fossil fuels, centralised generation as well as on energy sectors and industry Lack of data on private households commercial services decentralised RES electricity generation RES-self-consumption (f.e. PV) biomass for heating purposes Amendment process of Energy Statistics Law (in progress) Extension of group of respondents and of features block heat and power plants use of administrative data possible extension of sub-annual surveys
