1 Terms of Reference Long Term Agreement (LTA) for the Design and Construction of Boreholes and Water supply Reticulation systems 1. Identification Description of the services: To procure the services of qualified contractors to carry out the infrastructure development of the water systems in 28 districts through turnkey contracts for geophysical investigations for borehole siting, designing, borehole drilling, construction, pump testing of boreholes for afridev hand pumps and solar-pump reticulated water systems. Following the completion of this tendering process Long Term Agreements (LTA) will be established with qualified contractors for an initial period of 2 years, with the option to extend for a third year on good performance and mutual agreement. UNICEF staff member responsible to supervise the contract: Chief of WASH 2. Overview of UNICEF volumes of boreholes contracted (indicative) Year WASH Background and objectives Background Safe drinking water, sanitation, and hygiene (WASH) are fundamental to an improved standard of living, including the protection of health and the environment, improved educational outcomes, greater convenience and dignity. UNICEF through the current extended Country program has some funds to support GoM in timely provision of safe water supply spread out from and in the new country program being developed now The key assignment revolves around the Design and Construction of Boreholes and Reticulation systems with focus on the following specification on geophysical investigations, siting, drilling, construction, well development and completion of boreholes; pump testing, installation of hand pump and completion of civil works involved in the construction of apron drainage and other related works. Some boreholes with good yield (above 0.5l/min) may be considered for reticulated systems, this includes installation of submersible solar pump, water treatment component within the system, storage tank elevated on a steel or masonry tower depending on the situation and distribution of safe water with sufficient hydraulic pressure head from the storage tank to the users through bib taps. The basic design

2 population for hand pumps is 250 people and 2,500 people for reticulated solar powered water supply systems. UNICEF plans to work with the Government of Malawi, through the Department of Water Supply in the Ministry of Agriculture, Irrigation and Water Development, (MoAIWD) and in coordination with District councils to improve the coverage of safe water in communities, schools and health centres. This will be achieved through engagement of qualified contractors to carry out the infrastructure development of the water supply systems. In this regard UNICEF will support the respective district councils (DCs) to mobilize communities, train water committees, supervise and certify the construction of water systems. The DCs will be responsible for supervision and certification of the works. Once the water facility is successfully completed, DCs will take over and ensure that the facility is well managed and sustainably used by the beneficiary community and institutional. History of activities From , UNICEF contributed to improving access to water in Malawi, by providing 2,550 water points that serve 640,000 people and introduced the Community-led Total Sanitation Initiative which has successfully triggered the construction and use of latrines for 281,000 people in 1,326 villages. It is envisaged that water and sanitation Sector wide approach (WASWAp) to the water, sanitation and hygiene sector will improve coordination, sector reform, decentralization, and leverage resources for the unserved poor. Source (Malawi CPD, ) It is anticipated that a similar trend will continue from September 2017 September 2020, as UNICEF mobilizes more resources in the coming five years (New Country program ) Major partnerships The country programme will continue its strong partnership with the Government of Malawi, United Nations agencies, development partners, civil society organizations, and district councils. Alliances for advocacy, fund-raising and enhanced programme implementation with private sector and faith-based organizations will be strengthened. UNICEF will continue to support the NGO Coalition on Child Rights to submit an alternative report on the implementation of the Convention on the Rights of the Child. The partnership with Parliament will continue to be strengthened to maintain its oversight function, especially in review of laws. The capacity of the media will be strengthened to ensure that children s issues receive appropriate coverage. (Source: RWP, WASH, ) Stake holder responsibilities: Responsibilities of Government of Malawi: The respective District councils (DCs) will mobilize communities, train water committees, supervise and certify the construction of water systems. The DCs will be responsible for supervision and certification of the works. Once the water facility is successfully completed, DCs will take over and ensure

3 that the facility is well managed and sustainable at community and institutional level. Responsibilities of UNICEF: UNICEF will work with the Government of Malawi, through the Ministry of Agriculture, Water and Irrigation, MoAIWD, to improve the coverage of safe water in communities, schools and Health Centres. This will be achieved through engagement of qualified contractors to carry out the infrastructure development of the water supply systems. In consultation with target District councils, UNICEF, intends to procure the service of competent contractors. In this regard UNICEF will work in close collaboration with District councils. Responsibilities of the Contractor(s): UNICEF, on behalf of the respective DCs, will enter into turnkey contracts with qualified contractors for the design and construction of water supply system. For this the Contractors shall provide all labor, transport, plant, tools, equipment and materials and appurtenances, and shall perform all Works necessary to satisfactorily locate sites for drilling, construct and complete economically viable boreholes. In some instances, where high yielding boreholes are drilled, in communities and institutions, subjective to confirmative pump test results and good water quality results, the contractor will also have to undertake reticulation of these boreholes using solar powered pumps. 4. Scope of Work UNICEF, on behalf of the respective DCs, will enter into turnkey contracts for geophysical investigations for borehole siting, design, borehole drilling, borehole development and construction, pumping test, water quality testing, hand pump or solar pump installation where appropriate, as well as apron and drainage construction. In some instances, where high yielding boreholes are drilled, subjective to confirmative pump test results and good water quality results, the contractor will also have to undertake design and reticulation of these boreholes using solar powered pumps. The scope of works will include tasks under borehole construction and installation of hand pumps, as well as tasks under reticulation of high yielding water points as follows: 1. Task 1: Borehole siting or location, refer to Annex C; using geophysical investigations, the most suitable location for drilling an economically viable borehole will be identified for drilling and construction of a borehole per target community/institution. This activity will be done in consultation with DC/DCTs and beneficiary communities. 2. Task 2: Borehole drilling and construction, refer to Annex C: This activity will include borehole drilling and design, installation of permanent casings and screens, gravel packing, backfilling, sanitary sealing, platform and drainage construction and hand pump installation. 3. Task 3: Pump testing and water quality testing, refer to Annex C Before installation of hand pumps, pump testing and recovery monitoring will be conducted for boreholes with the minimum required water discharge. A water

4 sample will be taken at this stage for analysis in a certified laboratory in order to establish portability of the water. Coupled with successful pump test results, boreholes with acceptable water quality will further be developed and constructed to be installed with hand pumps or reticulated as may be required. 4. Task 4: Reticulation of water systems, refer to Annex C, Option 2: The contractor must clearly include the description of the reticulated water system and its operations including works for the collection, production, treatment, storage and delivery system of potable water. The description of works shall also include a schematic process flow diagram of the water system with process units and equipment identified, as well as points of connection to the distribution system. The scope of work broadly includes engineering (including borehole siting, design, drilling, pump-testing, water quality testing), procurement, construction management and mechanical completion of the required task. This shall include but not limited to, engineering design, design survey layout, scheduling and cost control, procurement services, construction supervision, pump testing supervision, water quality testing, testing materials, quality control, equipment and site inspection, commissioning and expediting. District Council, through the District Water Office will also be responsible for training of water user committees in O&M, including preventative maintenance, undertaking supervision and certification of the work as well as selecting, training and equipping community based technicians with spare parts. The Contractors will be responsible to provide tools with the completed borehole to enable the community to undertaken ongoing maintenance. The community will be equipped in such a way that after handover of the completed water systems, they can sustainably manage them. District Councils are responsible for site identification, pre-assessment, deciding on the design scenario for each unique site following borehole and quality assurance of the completed works. UNICEF will provide financial support to the District and community in mobilization activities including the initial training of user committees and operators in operation and preventative maintenance. The contractors shall successfully drill, construct and install the reticulated water systems as agreed with the respective District Councils and UNICEF, based on the needs and the relative productivity of the aquifer and borehole, refer to Annex A. Thus, the key components of the systems are the pumping of raw water from a dedicated borehole through a treatment system to the storage tank using solar power and onward distribution of the water to the surrounding communities by reticulation. A backup pumping arrangement 1 (Diesel Generator) may be provided for each system, for the days with long hours of rains and foggy weather; during which optimum pumping cannot be achieved. The generator back up will also be used on occasions when there is a breakdown in the solar system for a duration in hours required to fill the tanks at each site. Each contractor will be responsible for successful delivery of the respective sites as a turn-key project, from start to finish, i.e. if the contractor identifies a suitable site for drilling, drills the borehole, carries out pumping test, water quality testing and designs the system, that same contractor will also construct, install and commission the system. 5 borehole and the water needs of the surrounding communities (including schools) but the target HC will be supported, as a minimum. All engineering work shall be performed by experienced personnel, and the contractor shall use the necessary tools to perform the engineering work in a professional manner and in accordance with accepted engineering practices in Malawi and internationally. Contractors shall make sure all technical specifications have been followed/observed to successfully yield the above objective, whilst meeting the minimum design/output requirements as per Annex 1. In Annex 1, UNICEF has provided some specifications and design parameters providing the minimum requirements for the systems, but not drawings/designs, as each location will be context specific. It is not the intention of this document to completely specify all detailed services required during engineering, procurement and construction phases of the project, however any addition services which are not specifically mentioned here, but which are required to make the facility complete in every aspect and in accordance with the intent, technical specification for safe operation and guaranteed performance, shall deemed to be covered under the scope of work. The contractor must clearly include the description of the reticulated water system and its operations including works for the collection, production, treatment, storage and delivery system of potable water. The description of works shall also include a schematic process flow diagram/design of the water system with process units and equipment identified, as well as points of connection to the distribution system. This description shall include the types, number and sizes of all process units and equipment and shall include critical process design parameters. The contractor shall include an evaluation of the water system s long term sustainability, reliability of operation, consistency of quality, remaining service life and short-and- long term upgrading needs. Also the contractor shall include summary projected water production and consumption. Specific documentation required by the contractor: Google Earth layout- kmz file that shows the layout of the solar reticulated water project (for specified sites) Hydraulic Modelling- Hydraulic tool that has been used to calculate all the hydraulics (e.g. EPANET, Water CAD etc.) Project Concept Plan- Summary of the whole project, how it will be done from the start to the end. Bore hole information- Details of the borehole (Yield/Pumping test report) List of diagrams, tables and drawings Drawings of all the structures needed for the project The following drawings and figures are provided in the Annex C Specifications document: Figure 1: Map showing locations for drilling Figure 2: Drawing showing recommended

This will ensure ownership and sustainable use of water points. The objective for the Technical Specifications and Procedures for borehole construction and reticulation of water supply systems is to ensure provision of quality and sustainable water points to communities and institutions, by ensuring that there is a systematic guide to all selected contractors to carry out such works contracted out by UNICEF and closely supervised and certified by the respective District Councils.

7 5. Locations of potential works The services that will be undertaken as part of any subsequent LTA s that are established will take place in the following places: 1. Communities identified for water point construction in the 28 districts of Malawi 2. Schools, Child care, Nutrition and Health Centres in the 28 districts of Malawi. 6. Deliverables and payment schedule LTA s will be established with qualified contractors for the delivery of all works as outlined in this TOR and associated documents. The LTA unit rates will be specified in USD. Unicef will not pay for non-productive boreholes. The LTA does not give any obligation of work by UNICEF to the contractor, but sets out the terms of the relationship. When UNICEF has specific works to be undertaken a separate Institutional Contract will be raised by UNICEF for the specific works. The unit costs will be taken from the LTA and converted from USD to MLK at the prevailing UN exchange rate. More information related to this is provided in the RFP documents. At the time of raising the Institutional contract, UNICEF and the contractor will agree the timeline required to undertake the works. This timeline will be entered into the Institutional Contract. The contractor is committed to complete the works within this mutually agreeable timeframe. Subject to meeting all requirements as set out in the Institutional Contract, the Borehole / reticulated water supply system shall be accepted for payment on presentation of the following reports at schedules shown in the table below. Sample of the formats are provided in the Annex C Specifications document. The Contractor is expected to submit four (4) bound copies of the reports in the table below for each borehole and/or reticulated water system works submitted to the following persons: One copy to the DC or Director of Planning and development (DPD) One copy to the District Water Officer. Two copies to UNICEF (Original with invoices for Finance for payments); and in addition UNICEF will need a soft copy of the report on a CD. TYPE OF REPORT 1. Sketch Map showing the drilling plan. See table 1 DESCRIPTION A table showing the location name, borehole number, and distances in Kms from the last drilling location along with a sketch map showing the above information and sequence in which the drilling will progress-route of movement of the rig. (see Fig 1). FREQUENCY Once, before the starting of drilling operations..

8 TYPE OF REPORT 2. Results of Geophysical surveys 3. Strata log, penetration rate Log and location of main strikes. (see Fig 5) 4. Pumping Test data (see table 4) and recovery test results. ( See table 6) DESCRIPTION A table showing the location by District and TA, borehole number, GPS coordinates, and results of geophysical surveys showing geology type, type of resistivity sounding curve with the thickness of interpreted layers and their thickness, recommended depth to be drilled. (see Fig 1 for sample format) Detailed report on resistivity surveys on each borehole with i)sketch map showing the locations of three sites investigated, ii)data collection sheet for Vertical Electrical Sounding(VES); iii) VES curves with interpretation on a log-log paper showing with thickness and resistivity and recommendations for drilling. ( A sample report will be provided ) An accurate record of strata passed through and the depths at which strata were intercepted; also progressive measured (V-notch) airlifted yields after reaching water.; An accurate record of the penetration rates achieved in minutes for each meter drilled, together with type, size and grade of bit. An accurate record of time spent each day on different phases of drilling, to include rig down time, with causes. A record of depth at which the water zones were struck during the drilling. This information can be combined with strata log and penetration log. A detail report on the pump test, including the data of draw down with time and recover test, specific yield and draw down, recommendations on hand pump installation. FREQUENCY Once after the completion of geophysical survey. Submitted to client before drilling commences. Once - One report for each district. To be submitted along with the invoices for final payment. Recorded daily as drilling progress. Submitted to client with invoices for payment. Certificate of Completion DESCRIPTION An accurate record and a figure showing the details of well construction- position of all casing, slotted casing, sand trap, end cap placed in the borehole, their quantities, hand pump installation- position of cylinder, number of connecting rods and riser pipes. Invoices in same form in which rate schedule were quoted for each borehole and a summary sheet of all invoices. A certificate of Completion &.acceptance of hand pump facility constructed from VHWC in a standard format along with the data table recorded by the communities on depth drilled, amount of casings lowered, Half hourly record of time taken to fill 20 liter bucket during the pump test., depth at which hand pump cylinder installed. FREQUENCY Recorded for each borehole after completing borehole construction. Submitted to client with invoices for payment. Once after completion of all works. Daily. VHWC collect data on standard format during the construction period. Submitted to client with the invoices. Reporting requirements for reticulated water system works TYPE OF REPORT 1. Project sketch layout. 2. Hydraulic Modelling DESCRIPTION This may be in a form of google earth showing all the components of the proposed water system. (i.e. water source, pipe lines, treatment component, storage tanks, water collection points etc. A software used to calculate all the hydraulics i.e. water pressures, pipes head losses, etc. The software can be EPANET, WATERCAD etc. FREQUENCY Once, after the assessment is done Once, after the assessment, during the design

Certificate of Completion DESCRIPTION This is a summary of the whole project starting from the assessment, design, implementation and the operation and maintenance of the proposed water system. This is a comprehensive budget that includes every activity and materials needed for the completion of the water project. This calculates what the community needs to contribute financially to sustain the project. Operational and replacement cost of the project A certificate of Completion & acceptance of a water facility constructed from the contractor and the water ministry FREQUENCY Once, submitted to the client after finishing everything prior to implementation Once, after the design is complete Once, before the implementation and should be shared with the community Once, after the completion of the project 7. Management and oversight Quality assurance including supervision and certification of works will be undertaken by designated officials in district councils through designated official responsible for water supply services.
