2 Project Covenant of Mayors Capacity Building Model for Ukraine and Georgia: Model Solution for Eastern Partnership and Central Asian Countries CoM Grant Project Project Leader Association Energy Efficient Cities s of Ukraine Georgian Project Partners: Energy Efficiency Center Georgia Self-government city of Rustavi (Georgia) Georgia Pilot City: Gori Municipality Project Start: 2011 Project End: 2014 Donor: EU Commission The purpose of the project To support local authorities in Ukraine and Georgia in improving their energy security, reducing greenhouse gases emissions, diminishing dependence on fossil fuels, and improving their citizens quality of life. The Specific objectives: To facilitate the effective participation of municipalities in Ukraine and Georgia in the Covenant of Mayors by the provision of supportive materials and institutionalized technical expertise; To increase the capacity of project cities in Ukraine and Georgia to address their Covenant commitments through the development and implementation of local sustainable energy policy and Sustainable Energy Action Plans (SEAPs). Target groups : selected officials (mayors and deputies), staff and the general public of 5 project cities, staff of the newly established Covenant Supporter in Georgia and the non-profit Covenant Energy Agency in Ukraine, and selected Ukrainian and Georgian energy professionals.
3 Covenant of Mayors Capacity Building Model for Ukraine and Georgia: Model Solution for Eastern Partnership and Central Asian Countries CoM Grant Project Main project activities: Expected results 0 Management and promotion of the project and its results in EaP/CA countries Development of guidelines that will assist municipalities in preparing politically and organizationally for effective participation in the Covenant of Mayors; Selection of methodologies/software tools relevant to guidelines and their adaptation to Ukrainian and Georgian conditions; Competitive selection of Ukrainian and Georgian pilot cities for the project; 1.2.2/1.2.3 Organization (1.2.2) and performance (1.2.3) of a practical and interactive training course for Ukrainian and Georgian Covenant consultants and project cities energy managers based on the guidelines and adapted tools; 1.3 Establishing, strengthening and promoting a Covenant Supporter in Georgia; 1.4 Establishing, strengthening and promoting a Covenant Energy Agency in Ukraine; 2.1 Supporting project cities in establishing an energy management system for their public buildings (including CO2 inventory and a 3-year SEAP prototype); 2.2 Developing and implementing awareness raising campaigns and participation programs focused on gaining public support of local energy policies and SEAPs; 2.3 Implementing small scale energy efficiency/ renewable energy measures for public buildings in project cities; 2.4 Working collaboratively with the project cities to fulfill Covenant obligations; 2.5 Shifting the SEAP of one project city into a practical investment plan; 1.1 Materials developed supporting cities in Ukraine and Georgia (and in the long-term in other EaP/CA countries) in effective participation in the Covenant of Mayors; 1.2 Municipal energy management consultants and energy managers trained; 1.3 A Covenant Supporter in Georgia established and institutionally strengthened; 1.4 A Covenant Energy Agency in Ukraine established and institutionally strengthened; 2.1 Effective municipal energy management system for public buildings established; 2.2 Enhanced general public awareness on climate change issues in project cities; 2.3 Covenant obligations of project cities fulfilled through adaptation of city structures, development of SEAPs (in conjunction with local communities), and submission of SEAPs to the European Commission following city council approvals; 2.4 SEAP of one project city shifted into a practical investment plan; 2.5 Completion of energy efficiency/ renewable energy measures in project cities;
4 Implemented and On-going Activities in 2013 within CoM Grant Project Competitive selection Georgian pilot city for the project; Pilot City - Gori Municipality Signed of trilateral Memorandum of Understanding (EECG, EECU & Gori Municipality) Identify the Project Coordinator of CoM Grant at Gori Municipality Energy Manager at Gori Municipality Project City Rustavi Self-governing City Rustavi Energy Manager was appointed Selection of Georgian Covenant Consultants and practical and interactive training for Ukrainian and Georgia Covenant Consultants and project cities energy managers In April & June, 2013 was organized the training session for Georgian Covenant and Ukrainian Covenant Mayor's consultants and Energy Managers first and second of the four training session
5 Implemented and On-going Activities in 2013 within CoM Grant Project Development of Guidelines that assist municipalities in preparing politically and organizationally for effective participation in the Covenant of Mayors. Guidelines (case Studies, guideline how to become successful member of CoM, guideline on performance of energy days )is aiming to help the signatory cities to fulfillment the obligations taken after signing of Covenant of Mayors Methodologies/software tools relevant to guidelines their adaption to Ukrainian and Georgian conditions; The methodologies and tools will assist signatory cities in building their internal energy management capacity, to prepare energy and CO2 emission inventories, and to set up and implement SEAPs.
6 Establishment and strengthen of a Covenant Supporter in Georgia In January 2013 the National Association of Local Authorities of Georgia (NALAG) became a Covenant Supporter in Georgia Main role of NALAG as a Covenant Supporter Implemented and On-going Activities in 2013 within CoM MODEL Project Promote accession to the Covenant of Mayors and to provide support and coordination of Georgian signatory members through the helping them to organize public events aimed at raising awareness on these issues; Publicly recognize the Covenant of Mayors as a key element of its policy; Cooperation with Georgian signatories members and facilitate exchange of experience between covenant signatories and candidates to the Covenant of Mayors; Defend common interest both in the national and/or European in order to facilitate the accession to the Covenant of Mayors and the implementation of its requirements; Play an intermediary role between the National Association of Local Authorities of Georgia members and the Covenant of Mayors Office, and with the national (or regional) media; Help identify relevant events where the Covenant of Mayors could be promoted; Provide feedback on the implementation by members of the Covenant of Mayors and participate in discussions on the strategic Implementation of the initiative proposed by the Commission; Report to the Covenant of Mayors Office on the actions undertaken by the National Association of local Authorities of Georgia in the framework of the Covenant of Mayors.

11 Future Activities within CoM Grant Projects Demo Projects in Gori Municipality and Self-governing Rustavi City Implementation of EE and/or Renewable Energy Measures is selected Municipal Buildings of Pilot and Project Georgian cities Energy Usage Study of Municipal Buildings Purpose: To conduct a study of energy efficiency of the buildings of public sector (under the authority of municipality) in pilot towns of the project and to develop a comprehensive program of thermo-modernisation of the buildings of public sector to improve their energy efficiency, reduce consumption of energy resources and reduce greenhouse gas emissions of the town in total. Energy usage study must facilitate the implementation of the following important tasks: The data gathered in the Energy usage study and analysis made have to lay the basis of Sustainable Energy Action Plan concerning budget buildings. The Program of thermo-modernisation of the buildings of public sector(under the authority of municipality) to improve their energy efficiency, reduce consumption of energy resources and reduce greenhouse gas emissions of the town in totalhas to be developed.

14 Training on Energy Audit in Rustavi, Georgia, April 2012 Training was implemented in agreement with the city of Rustavi, the town where ESIB is going to implement an integrated pilot project; The objective of this training was to let the participant to perform the energy audit by themselves. The sixteen trainees were mainly coming from the Energy Efficiency Center, the Municipalities of Rustavi and Tbilisi, and 2 private companies. Also, within ESIB project by Mrs. Karine Melkadze has been developed a catalogues of Technical Solution. It will help specialists carry out Energy Audits. Seminars on Energy Saving in Buildings for Georgian Journalists In December 2012 a training seminar for journalists on topic Specifics of Highlighting Energy Policy and Energy Efficiency in Buildings in Mass Media was held for the journalists of Georgia. The seminar was organized by the European Union s project Energy Saving Initiative in the Building Sector in Eastern Europe and Central Asia (ESIB) within the framework of the INOGATE program and the Delegation of the European Union to Georgia. The seminar was attended by 16 representatives of Georgian mass media, representatives of the municipality of Tbilisi and Ministry of Economy as well as by representatives of public organizations. Competition for the best article on Energy Efficiency in Buildings and Award Ceremony for Georgian Journalists 11 September, 2013 wasannounced and awarded the winner Georgian journalists The winners were awarded with relevant certificates and memorable prices by deputy ambassador of EU Delegation to Georgia.
15 Trainings about Energy Savings in Buildings Trainings for the representatives of Georgian HOA & Tbilisi City Hall and Council In September, 2013 the experts of Ukrainian ESIB project visited Tbilisi, Georgia in order to conduct the trainings for the representatives of Georgian HOA and Tbilisi City Hall and Council. The main of the trainings was to introduce the Georgian stakeholders about energy efficiency policy and the financial mechanisms for promotion of energy efficiency measures for residential and municipal buildings. Energy Audit of Multi-apartment Residential Building in Nadzaladevi/Temqa Sub-district Multi-apartment 9-storied one-section residential building built in 1978 consists of two identical units A and B connected to each other by a staircase. By decision of Tbilisi municipality was selected a residential building with identical units where is planning to implement heat insulation in one of the units with the objective of comparing actual results of heat consumption between the heat insulated unit and the unit without heat insulation. It is planned to monitor heat consumption and compare the data with the energy audit data. It is expected that upon receiving monitoring results and assessing actual energy saving, the same measures on heat insulation of unit B envelope will be carried out. Later on, this technical solution will be replicated at one-section residential buildings of Tbilisi, which were constructed based on the analogous design project.

Implementation of district heating and solar HWS system Environmental Benefits Altogether, the total reduction of carbon dioxide emissions for both units of the residential building will be ton/year.
