8 A Role for Offshore Wind? Hawaiian Electric Company (HECO) reviewed offshore wind as a possible renewable resource option in its 2016 update to its Power Supply Improvement Plan (PSIP) Power Supply Improvement Plan - HECO s 30-year agenda to 100% RPS featuring 5-year action plans an equivalent of the Integrated Resource Plan for Hawaii. In the 2016 update, HECO assert that utilities along with policy makers must anticipate technological change in order to create the conditions for successful development of emerging resource options like offshore wind.
9 HECO s 2016 Conclusion HECO s April 2016 draft PSIP Preferred Plan relied heavily on offshore wind as a resource option for O ahu. Concerns whether offshore wind is commercially available (among other things it has yet to be tested at full scale) While offshore wind will likely be commercialized within the next five to ten years, hurdles remain in Hawaii These include policy issues that must be sorted out by various State and Federal agencies. Bottom line - Do not rely on resources with as yet unproven feasibility (for example, offshore wind, Maui geothermal, westside Hawai i Island geothermal).
10 Proposals for Offshore Wind On June 24, 2016, BOEM published a Call for Information and Nominations (Call) for commercial wind energy leases within the Call area offshore Hawaii BOEM also sought public input on the potential for wind development in the Call Area This includes comments on site conditions, resources, and existing uses of the area that would be relevant to BOEM s wind energy development authorization process.
11 Three (3) Unsolicited Lease Requests BOEM has received a total of three unsolicited wind energy lease requests from two potential developers Two lease requests from AW Hawaii Wind, LLC (AWH), the AWH Oahu Northwest Project and the AWH Oahu South Project; and One lease request from Progression Hawaii Offshore Wind, Inc. (Progression), the Progression South Coast of Oahu Project. Each project proposes offshore floating wind energy facility with a capacity of approximately 400 megawatts (MW) of renewable energy transmitted to Oahu by undersea cables.
12 BOEM/HI Renewable Energy Task Force BOEM established the BOEM/Hawaii Intergovernmental Renewable Energy Task Force in 2012 in concert with Gov. Neil Abercrombie Facilitate effective and efficient review of requests for commercial and research leases and right-of-way grants for power cables on the Federal outer continental shelf (OCS) The OCS begins 3 nautical miles offshore Hawaii. Members of the Task Force include representatives of Federal, state and local government agencies, and offices who regularly engage with members of the Native Hawaiian community.
