10 Hydro development in the WB region Large potential to generate electricity from hydrological resources and contribute to the RES targets. However: Sustainability should be ensured by engaging a wide range of experts and taking into account all possible environmental and social impacts, including the consequences of climate change Top priority should be given to the rehabilitation of old HPPs Existing know-how from past experiences with HPPs in the region should be matched with latest technology 10

11 Regional Hydro Master-Plan 1 st Renewable Coordination Group (March 2016) of the confirmed the support of the Contracting Parties to a study assessing the possibilities of a sustainable Regional Hydro Master Plan 1 st Regional Conference on Regional Hydro Master Plan organized by DG Near and WBIF-IPF (Belgrade, 27 September 2016) confirmed political support of sustainable hydropower development in the WBs and interest from investors The ECS reiterated the importance to properly assess the adverse environmental and social impacts of HPPs, with particular reference to the EIA and SEA Directives 11

13 Legal obligations for Contracting Parties Under the terms of the EnC Treaty there is an obligation for HPPs to have regard to: EIA Directive (Directive 85/337/EEC of 27 June 1985 on the assessment of the effects of certain public and private projects on the environment) Article 4(2) of Directive 79/409/EEC of 2 April 1979 on the conservation of wild birds In the future, CPs shall have regard to: SEA Directive (Directive 2001/42/EC) from January 2018 EIA Directive (2011/92/EU as amended by 2014/52/EU) from January
