Improving Wetlands and Managing Stormwater with a Roadway? The Siena College Loop Road Project Presenters: Daniel Farnan, PE, CPESC, CPSWQ Gerard J. Sentz, PE
Learning Objectives Discuss of brief history of MS4 Regulations Discuss effects of enforcement of MS4 Show one (1) example of how a municipality enforced MS4 regulations Discuss a creative roadway project that implemented the MS4 regulations Discuss the application of porous pavement Discuss some best practices in using porous pavement
Background
Town of Colonie and Siena College
Background 1999 Town of Colonie Commissions a Stormwater Study and finds that Siena College is not managing stormwater runoff 2003 Town of Colonie becomes a MS4 MS4 = Municipal Separate Storm Sewer System Required to Monitor Stormwater Runoff Within Town Required to improve sources of Stormwater Runoff 2006 Colonie s Stormwater Management Plan finds Siena College is still not managing stormwater runoff.
Background 2008 Siena College receives funding for the Loop Road Improvements Project from xxxxx 2011 Foit Albert is hired to design the Loop Road Project 2012 Town of Colonie issues approval for Loop Road but. ONLY if Siena College studies their Stormwater issues and begins to improve stormwater management Foit Albert is hired to create a Campus-Wide Stormwater Management Plan Proposes Improvements for Managing Runoff Incorporates the Loop Road as a Method of Stormwater Management Merges Two Different Scopes of Work into One Project
Town of Colonie Watersheds KROMMA CEMETERY ROUTE 9
Two Scopes One Project; The Loop Road Project and Stormwater Imporvements (Phases 1 &2) Note: The Loop Road project: Could only pay for scope necessary for roadway, not to take care of Stormwater issues. Local Municipality would not approve road unless Stormwater issues addressed. Road project could only use NYSDOT processes for design and Pay Items for Construction
Roadway Objectives Design Objectives Stormwater Objectives Complete Inter-campus connection Remove unnecessary campus traffic on NYS Rte 9 Meet NYSDOT Design Requirements Use NYSDOT pay items and approved stormwater management methods Stay within Original Programmed Budget of $1.2 million Limit Sources of Runoff Restore and Enhance adjacent wetlands Improve Water Budget & Sources for Wetlands Attempt removal of Invasive species from wetlands Attenuate more stormwater runoff on Campus Low Volume Road with high percentage of Trucks/Buses
Project Scope of Work Loop Road Project 1000+/- of existing road Reconstruction 1000+/- of new roadway Retaining walls Redundant stormwater sewer Retention Basins Access to Wetlands Stormwater Improvements Phase 1 & 2 Study of Entire Campus Re-routing Stormwater Sewers Wetland restoration Stream Restoration Direct Access to Stream/Wetlands Increasing Attenuation Relocation of Utilities Porous Pavement
The Loop Road Improvement Project (Turchi Road)
2000+/ Feet of Roadway $1.4 Million ($1.2mill + $250,000 additional) Construction 2013
The Stormwater Facilities Improvements (Study Phase 1 & Phase 2)
Stream Restoration Wetland Enhancement Increase Stormwater Storage $450,000 Construction
Permitting
Permits NYSDEC 401 Water Quality Permit NYSDEC Aquatic Herbicide Treatment Army Corps. Of Engineers Nationwide Permits No. 3 - Maintenance No. 12 Utility Line Activities No. 14 Linear Transportation Projects No. 27 Habitat Restoration, Establishment, Enhancements No. 43 Stormwater Management Facilities Town of Colonie Stormwater Permit/Approvals NYSDEC SPDES GP Coverage LDSA Procedures and FHWA Concurrence
How to Incorporate a Road into Wetland Enhancement and Stormwater Improvements Use Porous Pavement Water from Roadway will be treated Runoff is Treated in Porous Pavement Section Peak Flows slowed down Some water is recharged into the ground back into wetland Excess water is removed with underdrains and ponded then outlet to wetlands Retention of Stormwater onsite - not in Storm Sewers to Off-Site
Siena Loop Road Typical Section Porous Pavement #4A stone #2 stone Construction Changes: 18 of #4A stone reduced to 16 2 of #2 stone place on top of #4A Stone
Geotextile NON-WOVEN!!!!!! High Permeability
#2 Stone 6 Depth Standard NYSDOT #2 Crushed Stone Clean/Washed AASHTO No.57 Stone would also work
#4A Stone 16 Depth Standard NYSDOT #4A Crushed Stone Not always readily available No Longer Required in NYSDOT Design
#2 Stone 2 Depth Added for trucks. Wheels would sink into #4A s a.k.a. Choker course
Porous Asphalt Pavement Standard Paving Equipment 10-Ton Roller (Static!!!!) 2-3 Ton Finish Roller
NYSDOT Item Porous Binder Modified Asphalt Treated Permeable Base Special DOT Item USE 475 Items
NYSDOT Item Binder Very Similar to Old Item 45 Sieve Size Designation 2 in. 1 1/2 in. 1 in 3/4 in. 1/2 in 3/8 in No. 4 No. 8 No. 16 No. 200 GRADATION REQUIREMENTS Percentage Passing by Weight TOP BINDER PG Binder = Polymer Modified PG PG Binder Content = 2.5% to 4.5% Mixing Temp Range = F

Important Facts When using NYSDOT Porous Pave Temp off the Truck = degrees DO NOT ROLL UNTIL = Surface Temp is under 200 Degrees 160 to 180 is ideal for first roll Static Roller Only!!!! Based on the Loop Road RICE# Binder Course 140 #/cf - 10 roller passes 139 #/cf Top Course 130 #/cf 6 Roller Passes 127 #/cf Water test : At least 5 Gallons per Min Go over board on inspection Oversight on Methods is Essential

Goals Achieved with Stormwater Improvements Reduced Peak Flows Leaving Campus by 10-30% Added Stage Storage and Attenuation on Campus
Goals Achieved with Stormwater Improvements Improved Access and Awareness to Wetlands Added Functions & Values Used by Educational Facilities More Readily used by Wild Life
Learning Objectives Discuss of brief history of MS4 Regulations Discuss effects of enforcement of MS4 Show one (1) example of how a municipality enforced MS4 regulations Discuss a creative roadway project that implemented the MS4 regulations Discuss the application of porous pavement Discuss some best practices in using porous pavement
Questions??
Question #1 What does MS4 stand for? Municipal Separate Storm Sewer System
Question #2 What Nationwide Permit Cover Linear Projects? Nationwide No. 14
Question #3 What is the ideal temperature for rolling porous pavement? Under 200 degrees; 160 to 180 degrees is preferrable
Question #4 What was one advantage of using porous pavement on this project? Runoff is Treated in Porous Pavement Section Peak Flows slowed down Some water is recharged into the ground back into wetland Excess water is removed with underdrains and ponded then outlet to wetlands Retention of Stormwater onsite - not in Storm Sewers to Off-Site
Question #5 What was one objective of this Stormwater project? Limit Sources of Runoff Restore and Enhance adjacent wetlands Improve Water Budget & Sources for Wetlands Attempt removal of Invasive species from wetlands Attenuate more stormwater runoff on Campus
Question #6 Should Woven Geotextile be used with porous pavement? No
Question #7 Why was #2 stone added at a 2 depth?: So that wheels would not sink into the #4A s
