Introduction AECOM Canada Limited (AECOM) was retained by Metro Vancouver to conduct a Phase I Environmental Site Assessment (ESA) for one property located within West Vancouver, British Columbia (the Site) within the jurisdiction of the Port of Vancouver. The property does not have a known address; however, the closest identified property is 101 Bridge Road in West Vancouver, British Columbia. A general location map is provided in Figure 1. The objective of the Phase I ESA was to identify areas of actual or potential environmental concern and associated potential contaminants of concern which may have resulted from past or current operations at the Site and/or surrounding properties. 2. Scope of Work The assessment was conducted in accordance with the Canadian Standards Association (CSA) Z Phase I ESA Standard (Reaffirmed 2012). The scope of work for the Phase I ESA included the review of the following documents: Aerial photographs Property use records o Fire insurance maps (where available) o City directories (where available) o Ecolog ERIS search report o BC Site Registry Title search Prior environmental reports Company records Geological and geotechnical reports Regulatory information Site reconnaissance A Phase I ESA does not include sampling or testing of air, soil, groundwater, surface water or building materials. However, in this particular instance, a series of boreholes were advanced in the vicinity of the Site and are discussed in Section 3.6. The assessment of the Site for the potential presence of hazardous building materials was based on the age of a building and its components, if present, and a non-intrusive visual review of the Site. For this Phase I ESA, no enhancements to the CSA standard were made. A Phase I ESA does not constitute a hazardous materials survey or Designated Substances Survey. This assessment did not include a review or audit of operational environmental compliance issues at the Site. 3. Previous Assessments No Phase 1 or Stage 1 ESAs have been previously completed for the Site; however, a limited intrusive site investigation was completed by AECOM at the Site in Various environmental investigations, including Stage 1 and Stage 2 site investigations have been completed at properties and sites in the

PG assessed the entire Reserve, which is made up of a mixture of undeveloped, residential, parkland, commercial and industrial lands uses and is located immediately north of the Site. PG identified the following on-site areas of potential environmental concern (APECs): Historical refuse dumping (multiple locations)* Abandoned vehicles Imported backfill material of unknown origin* Capilano top soil Car wash facility Par-three golf course LGSWWTP Lions Gate Waste Water Treatment Plant Capilano Highway Services yard and gravel pit* Pacific Environmental Centre (PEC)* Potential regulated building materials Potential heating oil storage tanks Migration of contaminants from off-site sources Due to the size of Indian Reserve No.5, not all APECs identified by PG above are considered applicable to this Limited Baseline Study/Phase 1 ESA investigation and report. Items marked with an asterisk ( * ) were considered relevant. The only off-site APEC identified by PG considered relevant to this investigation is the CN railway. 3.2 Pottinger Gaherty Stage 1 and 2 PSI 2013 In 2013, PG conducted a Stage 1 and 2 Preliminary Site Investigation, as well as a hazardous materials assessment for the Lions Gate Waste Water Treatment Plant (LGSWWTP). During the Stage 1 work, PG identified the following on- and off-site APECs for the LGSWWTP: Backfill material of unknown origin

10 Page 3 Biosolids in landscaped areas Fuelling and Waste-oil Transfer Area Diesel UST and distribution lines; waste-oil UST Leakage from settling tanks Sediments of unknown quality Regulated building materials Capilano Highway Services Yard Pacific Environmental Centre (PEC) CN railway Mainroad property Lions Gate Bridge All of these APECs were considered applicable to the Site. Following the Stage 1 work, PG completed a Stage 2 investigation at the LGSWWTP which included advancing 17 boreholes, 10 of which were completed as groundwater monitoring wells, and installing six soil-vapour points. PG collected soil, groundwater, soil-vapour and sediment samples and compared the analyses to the provincial BC Contaminated Sites Regulation (CSR) Stage 9 standards and the federal Canadian Council of Ministers of the Environment (CCME) guidelines. Potential contaminants of concern (PCOCs) that were analyzed for include: petroleum hydrocarbons (PHC); light/heavy extractable petroleum hydrocarbons (LEPH/HEPH); poly aromatic hydrocarbons (PAH); volatile petroleum hydrocarbons (VPH); volatile organic compounds (VOC); metals; phenols; sulphide and PCBs. Soil exceedances for metals (chromium, copper and tin) compared to both CSR and CCME residential standards/guidelines were encountered on the LGSWWTP property, as well as soil exceedances for ph, lead, zinc and hydrocarbons when compared to CCME residential guidelines. Groundwater exceedances for metals cadmium, copper and zinc (compared to CCME residential guidelines) were encountered on the LGSWWTP property, as well as exceedances for phenols when compared to CSR standards. In addition, the hazardous materials assessment showed the presence of asbestos, lead paint and ozonedepleting substances existed in some building materials of the LGSWWTP. 3.3 Golder Site Investigation, NSWRC 2015 AECOM has reviewed soil and groundwater figures prepared by Golder Associates Ltd. (Golder) from a detailed site investigation report (DSI). At the time of writing, this DSI report has not been finalized. The figures show soil samples collected from the southern portion of the LGSWWTP site and groundwater samples collected all over the LGSWWTP site, as well as some groundwater samples collected to the north and east of the LGSWWTP site. Results show that exceedances for metals exist in both the soil (copper, lead and zinc) and groundwater (cadmium, copper and zinc) when compared to both CSR Stage 9 residential standards and CCME residential guidelines. Additionally, hydrocarbon contamination exists above CCME industrial guidelines in the soil and phenol contamination exists in the groundwater above CSR Stage 9 standards, both on the LGSWWTP site. Groundwater monitoring wells east of the LGSWWTP site could potentially have been installed on the Site and analytical results from these wells show metals contamination (cadmium, copper and zinc) above the Federal Drinking Water guideline.

11 Page Golder Conveyance Route Stage 1 Investigation 2015 In 2015, Golder conducted a Stage 1 investigation to assess environmental concerns surrounding the proposed preliminary conveyance route for a new waste water pipeline. The proposed conveyance route starts at the LGSWWTP, and then continues east, roughly following the CN railway before terminating in the District of North Vancouver near the corner of 1 st West and Philip Avenue. Due to the length of the preliminary conveyance route (approx. 2.3km) and the proposed location of the route, not all APECs identified by Golder are relevant to the Site and this report. The relevant APECs identified by Golder include: CN railway corridor Scattered debris and dumping along conveyance route Capilano Highway Services yard Lions Gate Waste Water Treatment Plant Lions Gate Bridge Pacific Environmental Centre (PEC) Fill material of unknown origin Gravel pit and quarry activities 3.5 Golder Conveyance Route Stage 2 Investigation 2015 In 2015, Golder conducted a Stage 2 site investigation in order to assess the APECs outlined in Golder s 2015 Stage 1, described above. Due to the length and area covered by the preliminary conveyance route, not all investigation locations are relevant to the Site or this report. Eight of the boreholes and test pits (four outfitted as groundwater monitoring wells) advanced by Golder were in areas that may be considered relevant to the Site. Within these locations, soil samples contained concentrations of metals (copper) exceeding CCME residential guidelines. Groundwater samples contained concentrations of metals (aluminum, copper, manganese, selenium and zinc) exceeding CCME guidelines. It should be noted that any comparisons in this report to CSR standards were to the Stage 9 standards. 3.6 AECOM Limited Soil and Groundwater Investigation AECOM Canada Limited (AECOM) was retained by Metro Vancouver to conduct a limited soil and groundwater sampling program on the Site. The objective of this sampling program was to assess current soil and groundwater conditions on the Site. The field work was completed between February 20 and March 7, A total of five boreholes were advanced; two on the Site, and the other three north of Site, but east of the LGSWWTP and under the Lions Gate Bridge. It should be noted that borehole locations were determined by Golder for geotechnical purposes and not specifically for an environmental assessment. All five boreholes were outfitted with groundwater monitoring wells. Locations of the boreholes are shown on Figure 2. AECOM collected a total of 17 unique soil samples and five unique groundwater samples. Soil and groundwater samples were analyzed for PHCs, VPHs, LEPH/HEPH, PAHs, VOCs and metals. Results were compared against applicable CSR Stage 10 standards and CCME guidelines and are tabulated in Tables 1 through 6. Soil sample results showed exceedances for metals and PAHs. Metal parameters in soil that exceeded CSR standards (both residential and industrial pathways) or CCME guidelines (both residential and industrial pathways) include chloride, copper, sodium, vanadium and zinc and occurred in every borehole

12 Page 5 location. Metals contamination was generally found throughout all depths of the samples. PAH parameters in soil exceeded only CCME guidelines for residential and industrial pathways and include naphthalene and phenanthrene. PAH contamination was generally found in the shallow (<2m) soils. Groundwater sample results showed exceedances for metals. Metals parameters in groundwater samples that exceeded the CSR Stage 10 standards included boron, cobalt, chloride and sodium. Metals parameters in groundwater samples that exceeded the CCME guidelines included cadmium, copper, manganese and zinc. 4. Historical Information 4.1 Site Description The Site is currently owned by the Port of Vancouver. The Lions Gate Bridge travels directly over the Site, but at ground surface, the Site is vacant. Prior to the completion of the Lions Gate Bridge in 1938, the Site appears to have been undeveloped. Details of the site are summarized in Table A. Table A. In addition, available public environmental databases and records were searched to determine if the Site, adjacent properties, or neighbouring properties are listed. An overview of the information retrieved from the photos is provided in Table C below. There were no further more recent air photos available at the time of our assessment. The construction of the Lions Gate Bridge, along with backfilling and alterations to the shoreline represent APECs for the Site. Activities occurring up-gradient from the Site include the construction and operation of the Lions Gate Waste Water Treatment Plant, commercial developments, port and backfilling activities and possible quarry-related activities on Squamish Nation land, which represent off-site APECs for the Site Historical Land Title A review of the District of West Vancouver GIS Website, the District of West Vancouver zoning map, as well as land parcel figures obtained from the PGL March 2013 report (attached in Appendix H), indicate that the Site is in an area not recognized as a legal land parcel, thus no address, legal description or PID exists for the Site. As such, no formal land title search was conducted. It is AECOM s understanding that this area is Crown land and is administered by the Port of Vancouver Fire Insurance Maps No fire insurance maps exist for the Site City Directories The City Directories were requested through Ecolog ERIS (ERIS) and directories searched include 1964, 1969, 1974, 1979, 1984, 1989, 1994 and No listings were available for Bridge Road, Welch Street or the Lion s Gate Bridge. Based on this facility being immediately adjacent to the Site, this entry represents an area of potential environmental concern (APEC). This listing indicates two entries for the LGSWWTP. The entries suggest environmental risk reports were completed in 2006 and 2013 for this site, but no further details regarding report content was reported. This entry does not represent an APEC. This listing indicates ambient or background air monitoring occurred in 1993 at the LGSWWTP. This entry does not represent an APEC. The regional groundwater flow direction is expected to be to the south towards the Burrard Inlet, which is located approximately 100 metres (m) directly south of the Site. No surface water bodies or ponds were observed on Site. The Burrard Inlet is tidally influenced and it is expected that groundwater levels and flow direction fluctuate. A search of the BC Water Well Resource Atlas yielded no water wells within a 500m radius of the Site. One water well was identified within 1 kilometre (km) of the Site on the property of the Park Royal Shopping Centre, to the northwest of the Site. This well is a monitoring well and is not used for drinking water purposes. Well details are provided in Appendix G. 5. Site Visit and Interviews The Phase I ESA Site visit was conducted by Monica Danon-Schaffer of AECOM on March 6, The Site visit methodology consisted of traversing the Site and walking portions of the surrounding area. The Site and readily visible and publicly accessible portions of adjoining and neighbouring properties were examined for the presence of APECs. The results of the inspection are discussed below. Photographs of the Site and adjacent properties taken during the inspection are included in Appendix B.

20 Page Facility and Process Description There was no facility or active operations at the Site. The Site has not been previously developed, other than the Lions Gate Bridge, which travels overhead. 5.2 Fuel Storage Tanks No above ground storage tanks (ASTs) were present on Site at the time of the Site visit. No evidence of underground storage tanks (USTs) was observed. 5.3 Hazardous Material Storage There were no hazardous materials present on Site at the time of the Site visit. 5.4 Maintenance Activities There was no evidence of maintenance activities occurring at the Site. It is likely that maintenance activities, such as structural repairs, painting or cleaning, may have occurred on the Lions Gate Bridge. These activities may have occurred over top of the Site. 5.5 Sandblasting There was no evidence of sandblasting activities at the Site; however, it is possible that sandblasting or sanding activities may have occurred on the Lions Gate Bridge overhead. 5.6 Oil/water Separators, Storm and Floor Drains, Outfalls There was no oil/water separators or drainage system noted at the Site. 5.7 Air Emissions There were no activities that would generate air emissions present on Site during the time of the Site visit. 5.8 Controlled Substances There were no unidentified or controlled substances present on Site at the time of the Site visit. 5.9 Interviews There was no interview conducted for the site as it is currently vacant Adjacent Land Use At the time of the Site visit, the following properties were observed to be located adjacent to the Site and are summarized in Table L.

North of the railway (approximately 250m north of Site) are commercial enterprises Dalton Trucking (excavating contractor), Curtis Paving (asphalt paving), Capilano Highway Services (road and bridge maintenance), Mainroad Contracting (highway maintenance) and Talaysay Tours (tour operator). These operations all exist on Squamish Nation land, which is currently not zoned. The Lions Gate Bridge, LGSWWTP, the PEC, CN railway and commercial operations (except Talaysay Tours) all represent APECs to the Site. A Site plan including adjacent properties is attached as Figure Summary of Findings 6.1 On-Site Based on the results of previous investigations, the review of historical documentation and the Site inspection, the Site itself represents a source of potential environmental concern. The on-site APECs and associated PCOCs are summarized in Table M below. The on-site APECs are shown on Figure 3.

AECOM recommends the DB perform a Phase II Environmental Site Assessment (i.e. Detailed Site Investigation) or if required by the Port of Vancouver, to further characterize or delineate the known contamination, however, due to the unknown origins of the fill present (APEC 1), it is assumed that metals and PAH contamination is widespread throughout the area. Costing for any additional investigation work can be provided as required.
