3 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 890 and 900 Bank Street Ottawa, Ontario EXECUTIVE SUMMARY Assessment Paterson Group was retained by Canderel Management Inc. to conduct a Phase I Environmental Site Assessment (ESA) of the properties located at 890 and 900 Bank Street, in the City of Ottawa, Ontario. The purpose of this Phase I-Environmental Site Assessment (Phase I-ESA) was to research the past and current use of the site and study area and to identify any environmental concerns with the potential to have impacted the subject property. According to the historical research, the subject site was vacant/residential from 1928 until its commercial redevelopment in the 1950 s. The former on-site retail fuel outlet (890 Bank Street) was redeveloped into the existing automotive service garage in the early 1980 s. The past use of the site as a retail fuel outlet and current use as an automotive service garage represent areas of potential environmental concern to the property. Surrounding property use was predominantly residential and commercial. The only identified historic PCA within the Phase I study area considered to be an APEC, is the former retail fuel outlet located adjacent to the south (912 Bank Street). Following the historical research, a site inspection was conducted of the subject site and Phase I ESA study area. The subject site is currently occupied by two (2) commercial buildings (890 Bank Street and 900 Bank Street). No evidence of USTs was observed at the subject site; however, copper lines running from a levelometer at 900 Bank Street into the concrete floor may lead to a former fuel oil UST. Six (6) aboveground storage tanks for waste oil and motor oil were observed in the existing automotive service garage (890 Bank Street). The only existing off-site PCA identified within the Phase I study area is an unused automotive service garage located at 852 Bank Street, approximately 63m to the north of the subject site. Previous environmental investigations on the subject property have identified a limited area of petroleum hydrocarbon and BTEX contaminated soil in the northeast portion of 890 Bank Street. PHCs, ethylbenzene and xylene were the only parameters found to exceed MOE Table 3 commercial standards. Report: PE April 17, 2014 Page ii

The results of these investigations will be combined into a new standards Phase II ESA report which will provide recommendations regard to the remediation of the property. It is our understanding that the subject property is to be redeveloped. As part of the redevelopment of the property, the existing site buildings will be demolished. Prior to the demolition of the building, a designated substance survey (DSS) will be required to be conducted in accordance with the Occupational Health and Safety Act. 5 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 890 and 900 Bank Street Ottawa, Ontario 1.0 INTRODUCTION At the request of Canderel Management Inc., Paterson Group (Paterson) conducted a Phase I Environmental Site Assessment (Phase I ESA) of the properties located at 890 and 900 Bank Street, in the City of Ottawa, Ontario. The purpose of this Phase I ESA was to research the past and current use of the site and study area and to identify any environmental concerns with the potential to have impacted the subject property. Paterson was engaged to conduct this Phase I ESA by Mr. Ryan Blatt of Canderel Management Inc. Canderel s offices are located at Suite 900, 2000 Peel Street, Montreal, Quebec. Mr. Blatt can be reached by telephone at (514) This report has been prepared specifically and solely for the above noted project which is described herein. It contains all of our findings and results of the environmental conditions at this site. This Phase I-ESA report has been prepared in general accordance with Ontario Regulation 153/04 as amended by O.Reg. 269/11 (Environmental Protection Act), and also complies with the requirements of CSA Z The conclusions presented herein are based on information gathered from a limited historical review and field inspection program. The findings of the Phase I - ESA are based on a review of readily available geological, historical and regulatory information and a cursory review made at the time of the field assessment. The historical research relies on information supplied by others, such as, local, provincial and federal agencies and was limited within the scope-of-work, time and budget of the project herein. Part of Lots 6 and 7, Registered Plan 47389, and Part of Lot 24 in Block 5, Registered Plan 26085, City of Ottawa, Ontario. Property Identification Numbers: and Location: The subject site consists of two commercial buildings located on the west side of Bank Street, between Holmwood and Thornton Avenue. The subject site is shown on Figure 1 - Key Plan following the body of this report. Latitude and Longitude: 45 24' 01" N, 75 41' 14" W. Site Description: Configuration: Site Area: Zoning: Irregular (L-shaped) hectares (approximate). TM Traditional Mainstreet Zone Current Use: 890 and 900 Bank Street are occupied by two (2) single storey commercial buildings (Mister Muffler and The Beer Store) along with associated paved parking areas. 7 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 890 and 900 Bank Street Ottawa, Ontario 3.0 SCOPE OF INVESTIGATION The scope of work for this Phase I Environmental Site Assessment was as follows: Determine the historical activities on the subject site and study area by conducting a review of readily available records, reports, photographs, plans, mapping, databases and regulatory agencies; Investigate the existing conditions present at the subject site and study area by conducting site reconnaissance; Conduct interviews with persons knowledgeable of current and historic operations on the subject property, and if warranted, neighbouring properties; Present the results of our findings in a comprehensive report in general accordance with the requirements of Ontario Regulation 269/11 amending O.Reg. 153/04 made under the Environmental Protection Act and in compliance with the requirements of CSA Z768-01; Provide a preliminary environmental site evaluation based on our findings; Provide preliminary remediation recommendations and further investigative work if contamination is suspected or encountered. 8 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 890 and 900 Bank Street Ottawa, Ontario 4.0 RECORDS REVIEW 4.1 General Phase I-ESA Study Area Determination A radius of approximately 250 m was determined to be appropriate as a Phase I ESA study area for this assignment. Properties outside the 250 m radius are not considered to have impacted the subject land, based on their significant distance from the site. First Developed Use Determination According to the city directories, the address 890 Bank Street was not listed prior to the 1950 s while the address 900 Bank Street was not listed prior to the 1960 s. For the purposes of this report, the first developed use of the site is determined to be residential followed by commercial. The original residential buildings were demolished between 1928 and 1945 before development of the former retail fuel outlet (890 Bank Street) in the 1950 s and existing commercial building in the 1960 s (900 Bank Street). The retail fuel outlet was redeveloped into the existing automotive garage in the 1980 s. Fire Insurance Plans Fire Insurance Plans (FIPs) from 1956 were reviewed for the area of the subject property. The FIPs show a retail fuel outlet with three (3) underground storage tanks (USTs) located at 890 Bank Street while 900 Bank Street is vacant and used as a used car lot. There are two (2) retail fuel outlets identified within the Phase I study area and are located: 63m north of the subject site (852 Bank Street) and adjacent to the south (912 Bank Street). 860 Bank Street, listed as Ottawa Motor Sales and 855 Bank Street, listed as Keith s Repair Shop, are identified as automotive garages/dealers. Two (2) automotive garages are listed at 879 and 895 Bank Street, to the east across Bank Street. Chinese laundry businesses are listed at 827 and 811 Bank Street, located 149m and 202m north respectively. No significant concerns were identified on the remaining neighbouring properties in the 1956 FIPs. FIPs for other years were not available for review. 9 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 890 and 900 Bank Street Ottawa, Ontario City of Ottawa Street Directories City directories at the National Archives were reviewed in approximate 10 year intervals from 1900 to 2010 as part of the Phase I ESA. Based on the directories reviewed, the property addressed 890 Bank Street was initially listed as an automobile garage and service station in the mid 1950's. This property has been listed in the directories as a garage and/or a service station from the 1950's until the most recent directory reviewed (2010) and these are considered Potentially Contaminating Activities (Table 2, O.Reg. 153/04 Item 27, Garages and Maintenance and Repair; Item 28, Gasoline and Associated Products Storage in Fixed Tanks). 890 Bank Street was not listed in the city directories prior to the 1950's. The property addressed 900 Bank Street has been occupied by the current business since the early 1960's (Brewer s Retail and more recently The Beer Store). This property was not listed in the city directories prior to the 1960's. The presence of a former on-site retail fuel outlet and automotive garage on the subject property, as well as the presence of a former retail fuel outlet situated on the adjacent property to the south (912 Bank Street) represent Areas of Potential Environmental Concern (APEC). Based on the available information, neighbouring properties have generally been used for residential and commercial purposes since development. Chain of Title Paterson verified the current land titles for the properties constituting the subject site with Read Abstracts Limited of Ottawa, Ontario. The records review extended back to The lots were owned by various individuals until 1914 when they were transferred to the Holiness Movement Church in Canada. Both lots were sold to Ottawa Motor Sales Limited in 1946 and Bank Street was sold to McColl Frontenac Oil Company Limited in 1950, while 900 Bank Street was sold to Brewers Warehousing Company Limited in Brewers Warehousing subsequently changed names to Brewers Retail Inc. in July Texaco Canada Inc. was the owner of 890 Bank Street between 1961 and 1978, after which it was sold to Hubert Renaud Limited. The subject lands have been owned by the current owner, Canada Inc., since December Report: PE April 17, 2014 Page 5

10 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 890 and 900 Bank Street Ottawa, Ontario Environmental Reports The following reports were reviewed as part of this assessment: Phase I-II - Environmental Site Assessment, Existing Commercial Property, 900 Bank Street, Ottawa, Ontario, prepared by Paterson, dated September The Phase I ESA recommended the completion of a Phase II ESA to assess any potential soil and groundwater impacts from the presence of a former retail fuel outlet adjacent to the south (912 Bank Street) and existing automobile garage adjacent to the north (890 Bank Street). The Phase II ESA consisted of the placement of four (4) boreholes, one (1) of which was equipped with a groundwater monitoring well on 900 Bank Street. Three (3) soil samples were submitted for a combination of PHC and BTEX analysis. No detectable PHC or BTEX concentrations were identified in the soil samples analysed. The test results are in compliance with the MOE Table 3 standards. Groundwater samples were submitted for PHC and VOC analysis. No detectable VOC or PHC concentrations were identified in the groundwater samples analysed. Phase I-II - Environmental Site Assessment, 890 Bank Street, Ottawa, Ontario, prepared by Paterson, dated October The Phase I ESA recommended the completion of a Phase II ESA to assess any potential soil and groundwater impacts from the presence of the former retail fuel outlet and existing on-site automobile garage. The Phase II ESA consisted of the placement of four (4) boreholes, three (3) of which were equipped with groundwater monitoring wells on 890 Bank Street. Three (3) soil samples were submitted for a combination of VOC, PHC and BTEX analysis. Xylene and petroleum hydrocarbon concentrations in some soil samples analysed were in excess of MOE Table 3 commercial standards while ethylbenzene, hexane and toluene concentrations were in excess of MOE Table 3 residential standards. The other detected parameters were below the MOE Table 3 standard. Report: PE April 17, 2014 Page 6

11 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 890 and 900 Bank Street Ottawa, Ontario Groundwater samples were submitted for PHC and VOC analysis. No detectable VOC concentrations were identified in two (2) of the groundwater samples submitted. The chloroform and xylene concentrations detected in one (1) sample were below the MOE Table 3 standard. No detectable concentrations of PHC were identified in the groundwater samples analysed. Supplemental Phase II - Environmental Site Assessment, Existing Commercial Property, 890 Bank Street, Ottawa, Ontario, prepared by Paterson, dated January 2014 (Draft Copy). Three (3) additional boreholes were advanced along the northern property boundary in order to further delineate petroleum hydrocarbon impacted soil and evaluate the condition of the groundwater in this area. Four (4) soil samples were submitted for PHC (F1 to F4) and BTEX analysis. BTEX and PHC concentrations were in excess of MOE Table 3 commercial standards. One (1) sample identified an xylene concentration below the MOE Table 3 residential standard. Two (2) groundwater samples were submitted for VOC and PHC analysis. No detectable PHC concentrations were identified, while the detected VOC parameters were in compliance with the MOE Table 3 standards. Based on the approximate age of the subject structures (890 Bank Street and 900 Bank Street), asbestos containing materials (ACMs) are potentially present in the subject buildings. The potential ACMs include the suspended ceiling tiles, drywall joint compound and the thermal pipe insulation. These materials were noted to be in good condition at the time of the inspection and do not represent an immediate concern. An asbestos survey of the buildings was recommended to be conducted in accordance with Ontario Regulation 278/05, under the Occupational Health and Safety Act, if one has not already been conducted. If the subject site undergoes future re-development, a designated substance survey (DSS) will need to be completed prior to the demolition of the existing on-site structures. Current Plan of Survey A current plan of survey dated October 2013, prepared by Annis, O Sullivan, Vollebekk Limited, was reviewed as part of this assessment. The survey plan shows the subject site in its current configuration. Report: PE April 17, 2014 Page 7

12 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 890 and 900 Bank Street Ottawa, Ontario 4.2 Environmental Source Information Environment Canada A search of the National Pollutant Release Inventory (NPRI) was conducted electronically on March 18, The subject site and adjacent properties were not listed in the NPRI database. No records of pollutant release were listed in the database for properties located within the Phase I Study Area. PCB Inventory A search of national PCB waste storage sites was conducted. No PCB waste storage sites are located within the Phase I study area. Ontario Ministry of Environment (MOE) Instruments A request was submitted to the MOE Freedom of Information office for information with respect to certificates of approval, permits to take water, certificates of property use or any other similar MOE issued instruments for the site. No records were available for the area of the subject site. MOE Coal Gasification Plant Inventory The Ontario Ministry of Environment document titled Municipal Coal Gasification Plant Site Inventory, 1991 was reviewed to reference the locations of former plants with respect to the site. No coal gasification plants were identified within the Phase I study area. MOE Incident Reports A request was submitted to the MOE Freedom of Information office for information with respect to records concerning environmental incidents, orders, offences, spills, discharges of contaminants or inspections maintained by the MOE for the site or adjacent properties. No incident reports were available for the subject site. MOE Waste Management Records A request was submitted to the MOE Freedom of Information office for information with respect to waste management records. No waste management records were available for the subject site. Report: PE April 17, 2014 Page 8

13 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 890 and 900 Bank Street Ottawa, Ontario MOE Submissions A request was submitted to the MOE Freedom of Information office for information with respect to reports related to environmental conditions have been submitted to the MOE. No submissions were available for the subject site. MOE Brownfields Environmental Site Registry A search of the MOE Brownfields Environmental Site Registry was conducted as part of this assessment for the site, neighbouring properties and the general area of the site. No Records of Site Condition (RSCs) were filed for the subject property. One (1) RSC was filed for a property within the Phase I study area. An RSC was filed for 1014 Bank Street, located approximately 245m to the south of the subject site. Given the separation distance, this property is not considered to have had the potential to have impacted the subject site. MOE Waste Disposal Site Inventory The Ontario Ministry of Environment document titled Waste Disposal Site Inventory in Ontario, 1991 was reviewed as part of the historical research. This document includes all recorded active and closed waste disposal sites, industrial manufactured gas plants and coal tar distillation plants in the Province of Ontario. One (1) former landfill site was located approximately 350 m south of the site along the Rideau Canal (Lansdowne Park). Based on the distance of the former landfill from the subject site and it s suspected down gradient location, it is not considered to pose a concern to the subject property. City of Ottawa Landfill Document The document entitled Old Landfill Management Strategy, Phase I Identification of Sites, City of Ottawa, was reviewed. Based on this report, there are no former waste disposal sites within the vicinity of the subject property, with the exception of the Lansdowne Park site noted in the MOE section above. Areas of Natural Significance A search for areas of natural significance and features within the Phase I study area was conducted on the web site of the Ontario Ministry of Natural Resources (MNR) on March 18, The search did not reveal any natural features or areas of natural significance within the Phase I study area. 14 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 890 and 900 Bank Street Ottawa, Ontario Technical Standards and Safety Authority (TSSA) The TSSA, Fuels Safety Branch in Toronto was contacted electronically on March 18, 2014 to inquire about current and former underground storage tanks, spills and incidents for the site and neighbouring properties. The property addressed 852 Bank Street, located 63 metres north of the subject site is recorded as being an expired full-serve gas station. A copy of the TSSA correspondence is included in Appendix 2. City of Ottawa Historical Land Use Inventory A requisition form was sent to the City of Ottawa to request information from the City s Historical Land Use Inventory (HLUI 2005) database for the subject property. At the time of issuance of this report, a response had not been received. A copy of the response will be forwarded to the client, should it contain any pertinent information. Former Industrial Sites The report entitled Mapping and Assessment of Former Industrial Sites, City of Ottawa was also reviewed. The subject site and neighbouring properties within the Phase I study area were not listed in the database of former industrial sites. 4.3 Physical Setting Sources Aerial Photographs Historical air photos from the National Air Photo Library were reviewed in approximate ten (10) year intervals. The review period dates back to the first available air photos for the site. Based on the review, the following observations have been made: 1928 The subject property appears to be occupied by a small shed or outbuilding and residential dwellings at this time. A commercial building is visible to the east across Bank Street, while adjacent properties to the north and south are vacant. Neighbouring properties appear to be used for commercial and residential purposes (Poor Scale) No significant changes appear to have been made to the subject site or neighbouring properties at this time. Additional commercial properties have been developed along Bank Street Commercial buildings appear to have been developed at 890 and 900 Bank Street. The commercial building at 900 Bank Street appears in the same configuration as the existing Beer Store. Adjacent properties to the north and south have undergone commercial development The existing commercial building located at 890 Bank Street (Mister Muffler) is visible at this time. No other significant changes have been made to subject site or surrounding properties No significant changes were made to the subject site or surrounding properties The subject property continues to be used for commercial purposes at this time. No significant changes have been made to the subject site or neighbouring properties at this time with one exception. The neighbouring property to the south no longer appears to be used as a retail fuel outlet (City of Ottawa Website) The subject site and neighbouring properties are depicted as they appear today. Laser copies of selected aerial photographs reviewed are included in Appendix 1. Topographic Maps Topographic maps were obtained from Natural Resources Canada The Atlas of Canada website and from the City of Ottawa website. The topographic maps indicate that the regional topography in the general area of the site slopes gradually downward to the southeast. According to the maps, the nearest water body is the Rideau Canal, located approximately 432 m to the south of the site. An illustration of the referenced topographic map is presented on Figure 2 Topographic Map, appended to this report. Report: PE April 17, 2014 Page 11

16 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 890 and 900 Bank Street Ottawa, Ontario Physiographic Maps A Physiographic Map was reviewed from the Natural Resources Canada The Atlas of Canada website. According to this physiographic map, the site is located in the St. Lawrence Lowlands. According to the mapping description provided: The lowlands are plain-like areas that were all affected by the Pleistocene glaciations and are therefore covered by surficial deposits and other features associated with the ice sheets. The subject site is located in the Central St. Lawrence Lowland, which is generally less than 150 m above sea level. Geological Maps The Geological Survey of Canada website on the Urban Geology of the National Capital Area was consulted as part of this assessment. Based on this information, bedrock in the area of the site consists of Paleozoic shale of the Billings Formation and of interbedded limestone and shale of the Verulam Formation. Overburden soils are shown as erosional terraces, with a drift thickness on the order of 5-10 m. Water Well Records A requisition was made to the MOE to provide water well records for all drilled wells within 350 m of the subject site. The MOE response included seventeen (17) water well records, all of which are monitoring wells associated with the redevelopment of the Lansdowne Park property located 45m to the southeast of the subject site. The well records delineate areas of impacted fill associated with a former landfill (Ur-27) which is outside the Phase I study area. Due to the availability of City water in the area, it is our opinion that there are no drinking water wells within the Phase I study area. A copy of the MOE response is provided in the Appendix 2. Water Bodies and Areas of Natural Significance No creeks, rivers, streams, lakes or any other water body was identified in the Phase I study area. The majority of the study area consists of residential dwellings, apartment buildings and commercial businesses. Past known land use in the study area is residential and commercial. The Rideau Canal is the closest significant water body and is present approximately 427m to the south of the site. No areas of natural significance are known to exist within the Phase I study area. Mr. Watson was not aware of any potential environmental concerns regarding the subject property. Mr. Paul Villeneuve, the current manager of Mister Muffler, was present at the time of the site visit. Mr. Villeneuve was not aware of any potential environmental concerns regarding the subject property. 6.0 SITE RECONNAISSANCE 6.1 General Requirements The site visits were conducted on August 8 and October 2, Personnel from the Environmental Department of Paterson Group conducted the site assessment. In addition to the site, the uses of neighbouring properties within the Phase I study area were also assessed at the time of the site visit. 6.2 Specific Observations at Phase I Property Buildings and Structures The following buildings and structures were observed on the subject properties: 900 Bank Street: Single storey slab on grade style building that is heated with ceiling mounted natural gas fired furnaces. The exterior of the building consists of brick or glass and a flat tar and gravel roof. 890 Bank Street: The subject building is a single storey structure with a partial basement level which is heated with a combination of an oil fired furnace and natural gas fired ceiling mounted heaters. This building is currently occupied by an automotive garage. The exterior of the building consists of brick and/or metal siding and has a flat tar and gravel style roof. The majority of the site not occupied by the commercial building consists of paved asphalt parking with a landscaped area situated on the northern portion of the property. Sheet drainage to on-site catch basins and to the adjacent roadways is the primary method of directing surface water away from the property. There was no sign of suficial contamination on the exterior of the property at the time of the site visit. The majority of 890 Bank Street not occupied by the automotive garage consists of parking areas. The site is relatively flat and roughly at grade with the surrounding streets. There were no signs of surficial contamination on the exterior of the property at the time of our site visit. Interior Assessment A general description of the interior of 900 Bank Street is as follows: Floors consist of a combination of terrazzo and poured concrete. The walls consist of concrete block and drywall. The ceilings consist of suspended ceiling tiles and steel joists. Lighting throughout the building is provided by fluorescent and incandescent fixtures. A general description of the interior of 890 Bank Street is as follows: Floors consist of finished ceramic tile and concrete. The walls consist of drywall, concrete block and poured concrete. 19 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 890 and 900 Bank Street Ottawa, Ontario Storage Tanks A total of six (6) aboveground waste engine oil and new engine oil storage tanks were observed on the interior of the garage building (890 Bank Street). Several 23 L grease containers and smaller containers of cleaning solvents, lubricating oils and anti-freeze were observed on the interior of the building. No underground storage tanks (USTs) were noted at the time of the site visit. Some staining on the concrete below a compressor and the six (6) ASTs was observed. Small containers of general all purpose cleaning products were observed on the interior of the commercial building at 900 Bank Street. No concerns were noted regarding the storage of these products. No underground storage tanks (USTs) or aboveground tanks (ASTs) were noted at the time of the site visit. A levelometer was observed on the interior of the subject building at the time of the assessment. The presence of the levelometer on site indicates that this building was at one time heated with furnace oil. No other information regarding a potential former on site furnace oil storage tank was obtained. Heating/Cooling System The buildings are currently heated by ceiling mounted natural gas fired units. 890 Bank Street has supplemental heating from an oil fired furnace. Drains, Pits and Sumps Three (3) floor drains were present in the garage (890 Bank Street). No concerns were noted regarding these floor drains at the time of the site visit. Unidentified Substances There were no unidentified substances on the interior or exterior of the subject property at the time of this assessment. Sewage Works The buildings are connected to the City of Ottawa sanitary sewer system. Given the urban setting, no private sewage systems are suspected to exist on the subject site or in the Phase I study area. Waste Storage and Disposal Non-hazardous waste is stored in metal bins in the parking areas of 890 and 900 Bank Street. Report: PE April 17, 2014 Page 15

Ozone Depleting Substances (ODSs) Potential sources of ODSs observed on site during the assessment include the refrigerators and fire extinguishers. These appliances should be regularly serviced by a licensed contractor. Potentially Contaminating Activities (PCA) One potentially contaminating activity observed on the subject property at the time of the site visit was the presence of the automotive service garage at 890 Bank Street. This PCA is identified by Item 27, listed in Column A of Table 2 and present in O.Reg. 269/11. Building Material Assessment Possible asbestos-containing materials observed during the site visit include drywall joint compound, thermal pipe insulation and suspended ceiling tiles. These materials were observed to be in good condition at the time of the assessment. Based on the age of the buildings, lead based paint may be present beneath more recent coats of paint. Urea Formaldehyde Foam Insulation (UFFI) was not identified during the site visit; however, the wall cavities were not inspected for insulation type. Some fibreglass insulation was observed during the visit. Neighbouring Properties An inspection of the neighbouring properties was conducted from publicly accessible roadways at the time of the site inspection. Land use adjacent to the subject site was as follows: North - Thornton Avenue, followed by commercial; South - Commercial and residential, followed by Holmwood Avenue; East - Bank Street, followed by commercial; West - Monk Street, followed by residential. There is a property 63m to the north and within the Phase I study area that is currently engaged in potentially contaminating activities, as shown on Drawing PE Surrounding Land Use Plan in the Figures section of this report, following the text. 7.0 REVIEW AND EVALUATION OF INFORMATION 7.1 Land Use History The following tables indicate the current and past uses of the site as well as associated potentially contaminating activities dating back to the first developed use of the site. 23 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 890 and 900 Bank Street Ottawa, Ontario Petroleum Hydrocarbons Fractions 1 through 4 (PHCs F1-F4) this suite of parameters encompasses gasoline (Fraction 1), diesel and fuel oil (Fraction 2), and heavy oils (Fractions 3 and 4). PHC s F1-F4 were selected as CPCs for the Phase I property based on the presence of the automotive garage and former retail fuel outlets located on the subject site as well as adjacent to the south. PHCs may be present in the soil matrix, sorbed to soil particles, as well as in free or dissolved phase in the groundwater system. PHCs are generally considered to be LNAPLs light non-aqueous phase liquids, indicating that when present in sufficient concentrations above the solubility limit, they will partition into a separate phase above the water table, due to their lower density. 7.2 Conceptual Site Model Geological and Hydrogeological Setting The Phase I property is located in an area of silty sand to depths of 6 to ten 10m below existing ground surface. Based on topography, groundwater is interpreted to be moving to the south towards the Rideau Canal. Contaminants of Potential Concern The CPCs identified in this Phase I ESA are listed in Section 7.1 of this report. The mechanisms of contaminant transport within the site soils include physical transportation and leaching. Physical transport is not anticipated to be an issue at the subject site, since soil disturbances and excavation were not noted and the site has been developed in its current configuration for a significant period of time. Leaching is anticipated to be limited by the low permeability of the asphalt pavement and roofs over most of the site. As such, contaminants identified in the soil are considered to have a low potential to migrate to the groundwater below the site. The mechanisms of contaminant transport within the groundwater system include advection, dispersion, and diffusion. Advection and dispersion will be the dominant mechanisms of contaminant transport in soils with higher hydraulic conductivities, such as sands, gravels, silts, and some glacial till soils, whereas diffusion will dominate in soils with lower hydraulic conductivity, such as clays. Groundwater flow and contaminant transport within bedrock will tend to follow preferential fracture flowpaths. Report: PE April 17, 2014 Page 19

24 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 890 and 900 Bank Street Ottawa, Ontario Existing Buildings and Structures The subject site is currently occupied by two (2) commercial buildings as outlined in Section 6.2 of this report. A former in-ground hoist, three (3) trench drains and six (6) ASTs are present within the building addressed 890 Bank Street. The levelometer present in 900 Bank Street indicates the potential former presence of either an AST or UST for fuel oil storage. Water Bodies There are no water bodies on the subject site or within the Phase I study area. The closest water body is the Rideau Canal, located approximately 432 m to the south of the site. Areas of Natural Significance No areas of natural significance were identified on the site or in the Phase I study area. Drinking Water Wells No drinking water wells are located at the subject site or within the Phase I study area. Neighbouring Land Use Neighbouring land use in the Phase I study area is primarily commercial and residential; immediately adjacent properties have been listed as residential or commercial since their first developed use. Former off-site retail fuel outlets were identified within the Phase I study area; the retail fuel outlet adjacent to the south of the subject site is considered to have the potential to have impacted the subject site. Areas of Potential Contaminating Activities and Potential Environmental Concerns As per Section 7.1 of this report, Potential Contaminating Activities, and, as a result, Areas of Potential Environmental Concern identified on the subject site were the operation of a former retail fuel outlet and existing automotive service garage at 890 Bank Street. The former operation of a retail fuel outlet adjacent to the south of the subject site is also considered to be an Area of Potential Environmental Concern. These operations are considered to have the potential to have introduced contamination to the soil and/or groundwater under the subject site. Report: PE April 17, 2014 Page 20

25 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 890 and 900 Bank Street Ottawa, Ontario Assessment of Uncertainty and/or Absence of Information The information available for review as part of the preparation of this Phase I ESA is considered to be sufficient to conclude that there are areas of potential environmental concern on the subject site and within the Phase I study area. The presence of potentially contaminating activities was confirmed by a variety of independent sources, and as such, the conclusions of this report are not affected by uncertainty which may be present with respect to the individual sources. 8.0 CONCLUSIONS Assessment Paterson Group was retained by Canderel Management Inc. to conduct a Phase I Environmental Site Assessment (ESA) of the properties located at 890 and 900 Bank Street, in the City of Ottawa, Ontario. The purpose of this Phase I- Environmental Site Assessment (Phase I-ESA) was to research the past and current use of the site and study area and to identify any environmental concerns with the potential to have impacted the subject property. According to the historical research, the subject site was vacant/residential from 1928 until its commercial redevelopment in the 1950 s. The former on-site retail fuel outlet (890 Bank Street) was redeveloped into the existing automotive service garage in the early 1980 s. The past use of the site as a retail fuel outlet and current use as an automotive service garage represent areas of potential environmental concern to the property. Surrounding property use was predominantly residential and commercial. The only identified historic PCA within the Phase I study area considered to be an APEC, is the former retail fuel outlet located adjacent to the south (912 Bank Street). Following the historical research, a site inspection was conducted of the subject site and Phase I ESA study area. The subject site is currently occupied by two (2) commercial buildings (890 Bank Street and 900 Bank Street). No evidence of USTs was observed at the subject site; however, copper lines running from a levelometer at 900 Bank Street into the concrete floor may lead to a former fuel oil UST. Six (6) aboveground storage tanks for waste oil and motor oil were observed in the existing automotive service garage (890 Bank Street). The only existing off-site PCA identified within the Phase I study area is an unused automotive service garage located at 852 Bank Street, approximately 63m to the north of the subject site. 26 patersongroup Phase I Environmental Site Assessment Ottawa Kingston North Bay 890 and 900 Bank Street Ottawa, Ontario Previous environmental investigations on the subject property have identified a limited area of petroleum hydrocarbon and BTEX contaminated soil in the northeast portion of 890 Bank Street. PHCs, ethylbenzene and xylene were the only parameters found to exceed MOE Table 3 commercial standards. Recommendations Two (2) previous Phase II ESAs have been conducted on the property to assess the identified APECs. The results of these investigations will be combined into a new standards Phase II ESA report which will provide recommendations regard to the remediation of the property. It is our understanding that the subject property is to be redeveloped. As part of the redevelopment of the property, the existing site buildings will be demolished. Prior to the demolition of the building, a designated substance survey (DSS) will be required to be conducted in accordance with the Occupational Health and Safety Act. The findings of the Phase I - ESA are based on a review of readily available geological, historical and regulatory information and a cursory review made at the time of the field assessment. The historical research relies on information supplied by others, such as, local, provincial and federal agencies and was limited within the scope-of-work, time and budget of the project herein. Should any conditions be encountered at the subject site and/or historical information that differ from our findings, we request that we be notified immediately in order to allow for a reassessment.
