10 Program 3 Outline Watershed monitoring program (Detroit River, Little River, Grand Marais Drain/Turkey Creek) Council Resolution 1366/98 directs that Little River, Turkey Creek and Detroit River watersheds be monitored once every 3-5 years. Biomonitoring Program Detroit River Endocrine disruptors are monitored at LRPCP using Medaka. Grand Marais Drain (GMD)/Turkey Creek (TC), Little River (LR) Watershed Trackdown with MOE & EC Storm Water Pond Management

11 Program 3 Outcome Watershed monitoring program (Detroit River, Little River, Grand Marais Drain/Turkey Creek) Biomonitoring indicates LRPCP & LRWRP effluents & storm water overflows are not major sources of chemical contamination in the Detroit River Biomonitoring expanded to include Little River & Grand Marais Drain Watersheds in 2002 No obvious signs of endocrine stress in any of the fish species (medaka) examined City is currently working with MOE & EC in a PCB & heavy metals input trackdown in the GMD/TC & Little River Watersheds

12 Program 4 Outline Business Licence Clearance Program Environmental Quality Division staff inspects service stations, repair garages, laundries, dry cleaners and restaurants to ensure their wastewater disposal system meets the requirements of the City s Environmental Services Department A business license is not issued until the Environmental Quality Division inspects and approves the applicant

13 Program 4 Outcome Business Licence Clearance Program Educate business managers on P2 Planning and Source Control Reduced maintenance on collection system Less oil & grease for treatment plants to remove Cleaner environment

14 Program 5 Outline Emergency response (spills, odour complaints) Environmentally related complaints and calls from City residents and Emergency Services results in Environmental Quality Division staff being dispatched to respond. These calls are typically of an urgent nature and require immediate deployment of staff and resources

15 Program 5 Outcome Emergency response (spills, odour complaints) Ensure proper cleanup of spills. Ensure measures are taken to prevent reoccurrence. Ensure compliance with Sewer Use Bylaw #11446 reporting and follow up requirements. Use of Best Management Practises (BMPs) Pollution Prevention (P2) Maintain database of spills and complaints

16 Program 6 Outline Laboratory Analysis Environmental Quality Laboratory provides sample preparation & analysis for all conventional pollutant parameters including ph, TSS, TS, VS, TP, OP, NH 3, TKN, NO 2 -NO3, COD, BOD 5, alkalinity, phenol, conductivity, Hg and 26 Heavy Metals

17 Program 6 Outcome Laboratory Analysis Low cost, in house analysis Quick turn around time for analysis allows for prompt plant process modifications & Source Control data All Environmental Quality Division staff is trained in all laboratory analysis performed Samples split bimonthly for interlab comparison Organic analysis sent to GLIER

18 Program 7 Outline Flow monitoring Sewer surcharge fees Industrial waste control & overstrength surcharge PCP monitoring Collection system monitoring

19 Program 7 Outcome Flow monitoring Ensures collection system users pay fair user fees Ability to calculate hydraulic loadings & calculate overstrength surcharge fees Check accuracy of treatment plant flow monitoring devices Determine hydraulic loading in collection catchment & sub catchment areas basement flooding control & determining collection system capacity for future development

20 Program 8 Outline Landfill monitoring Monitoring programs for 3 closed landfills in the City Malden Landfill East Riverside Landfill Little River Landfill Issues are: Closure plans, Leachate, Groundwater, Surface runoff, Ambient air, Gas testing, Capping & Contours Sampling and monitoring leachate from active landfills

21 Program 8 Outcome Landfill monitoring Ensures compliance with landfill C of A s Reporting requirements to Essex Windsor Solid Waste Authority are completed Recent consolidation of landfill monitoring and maintenance allows for benefits of economies of scale
