2 ABOUT WILLIAMS Williams is a nearly 110-year-old energy company that has safely and reliably operated in the Northeast for more than 65 years. Williams operates three major interstate pipeline systems, including the 10,000-mile Transco interstate natural gas pipeline system. This massive system delivers approximately 10% of the nation s natural gas, including providing about 1/3 of the natural gas consumed in Pennsylvania, as well as about half of the natural gas consumed in New Jersey and New York City.

3 ABOUT NATIONAL GRID National Grid is the largest distributor of natural gas in the northeastern U.S. The company receives much of its natural gas supply from the Transco pipeline. National Grid provides natural gas service to 1.25 million retail customers in Brooklyn, Queens, and Staten Island, as well as 586,000 retail customers in Long Island and on the Rockaway Peninsula.

4 PROJECT NEED About 60% of New York City s energy is fueled by natural gas. Thanks to domestic natural gas development, and associated infrastructure, New York City is currently experiencing its cleanest air in over 50 years. New York City s appetite for natural gas is increasing as consumers continue to phase out the use of heavy fuel oils. As New York City s demand for natural gas increases, the reliability of the associated energy infrastructure becomes even more critical. The New York Supply Enhancement project will strengthen the reliability of New York s natural gas supply by adding critical natural gas pipeline infrastructure offshore in an area currently served by a single gas supply line.

5 PROJECT OVERVIEW The Northeast Supply Enhancement project will increase Transco pipeline deliveries to National Grid by 400 million cubic feet per day (enough natural gas to serve the daily needs of about 2.3 million homes) for the 2019/2020 winter heating season. Williams is proposing to add about 37 miles of pipeline and new compression to its existing Transco pipeline system. This includes 23 miles of 26-inch pipe in the New York Bay, 3.5 miles of 26-inch pipe in Middlesex County, N.J., 10 miles of 42-inch pipe in Lancaster County, Pa., a new compressor station in Somerset County, N.J. and other existing compressor facility modifications.

7 ECONOMIC IMPACT The project will ensure a reliable supply of economical natural gas, which can save end-users money when compared to fuel oil. In 2015 Williams paid $20.4 million in property taxes to local communities in New Jersey and New York. Infrastructure construction projects, especially of this size and scope, are significant job drivers for skilled laborers and contractors. The project is a $1 billion private investment in the region, providing an opportunity to drive millions of dollars in new wages, revenues and put hundreds of people to work. The one-year long construction phase will result in significant economic activity in the project.

8 REGULATORY STATUS Before Williams can modify or construct any new pipeline facilities, the company must obtain a Certificate of Public Convenience and Necessity from the Federal Energy Regulatory Commission (FERC), in addition to various other permits. The project was pre-filed with FERC on May 9, 2016 (Docket No. PF ). FERC will prepare an environmental evaluation using information included in the Certificate Application. If FERC determines that the project is environmentally acceptable and is satisfied the project is in the public interest it will issue an Order granting a Certificate.
