1 Office of the Commissioner Municipal Corporation Jalandhar TERMS OF REFERENCE These TOR are for the engagement of Consultant for assisting Municipal Corporation Jalandhar in conducting feasibility study, preparation of DPR and selection of consultant for the proposed project of Municipal Corporation Jalandhar (MCJ). 1 The bids are invited from the empanelled consultants with Ministry of Food Processing Industries ( MOFPI), GOI for National Mission on Food Processing of Govt. of India as per the following schedule; 1 Last Date/Time of receipt of Bid 10/02/2015 / hrs 2 Date/Time of opening of Bid 10/02/2015 / hrs 3 Place of opening of Bids O/o The Superintending Engineer (B&R), 2 nd floor, 34 Room, Municipal Corporation, Jalandhar. 2 BACK GROUND: Municipal Corporation Jalandhar intends to undertake building up of a Modern Abattoir in city of Jalandhar. MCJ requires the services of Consultants to conduct a feasibility study, prepare Detailed Project Report (DPR), suggest financial models and assist in seeking grant(details can be seen in scope of work)from MOFPI for this project and subsequent follow up. The detailed Scope of Project is given in Annexure - A & format for submission of financial bid is given in Annexure B attached herewith. 3 SCOPE OF WORK The selected Consultant will assist MCJ for carrying out the tasks identified as below: 1. Detailed study report on the present condition of the existing facilities and possibility of up gradation of the same to a modern abattoir to the extent possible. 2. Conducting Environmental Assessment and preparing Environmental statement for each case 3. Study on the selection of a suitable site for the establishment of the abattoir in each local body according to their requirement.

2 4. Assessment of requirement of Slaughterhouses including willingness of local body and land availability. 5. Study on the number of different species of animals required to be slaughtered, as per the specific needs of the local body. 6. Assessment of the size and facilities of slaughterhouse in terms of the daily throughput of each species of animals slaughtered, availability of land, willingness of Local Bodies and Butchers agreeing to utilise the facilities, economic viability of the project, future expansion possibilities of the project, etc. (Tentative content for the status study on existing Slaughter House / establishment of Slaughter House is given as Appendix III). 7. Prepared DPR should comply with the requirements for wholesome meat production, animal welfare, reduction and recycling of waste to the extent possible and ensure safe disposal of the same. 8. DPR should contain provision for salvaging of slaughterhouse byproduct and economic conversion of the same to various marketable products. 9. DPR should contain details for the following facilities like compound wall, ramp for unloading animals from different types of vehicles, Lairage, isolation pen, facility for stunning, bleeding, blood collection, slaughter hall with overhead rails and electric hoist, wherever necessary, dehiding, evisceration, meat inspection and cleaning, carcass washing, hot water sterilization of knife and other equipments, hide and skin room, gut and tripe room, detained meat room, condemned meat room, byproduct store, steam boiler with pipe lines, chiller, hot water cleaning facility, emergency slaughter hall, fresh meat and carcass dispatch area, etc. 10. DPR should also contain Effluent Treatment Facility, dry rendering plant, Biomethanation plant, aerobic compost unit, manure bay, etc. 11. The DPR should contain Veterinary Office and laboratory, store, toilets, retiring room, wash and change room and other facilities for personnel, exit and entry gates with security cabin, laundry, vehicle washing facility, overhead water tank, electrical, plumbing and mechanical fittings, any other requirements. 12. The DPR should also comply with all statutory and obligatory provisions for hygienic animal slaughter and dressing, ecofriendly waste management, industrial safety, electrical and industrial rules, etc. 13. The DPR should be prepared based on the guideline / format of Ministry of Food Processing Industries, Government of India for submission for getting

3 financial support from them. 14. To conduct feasibility study of the Project and suggest financial models for completing the project as well as running of the project. 15. To prepare DPR on the project of agency. 16 To assist in availing grant from Ministry of Food Processing Industries, GOI 17 To prepare RFP for selection of Agency for commissioning of Project. 18 To prepare scope of work for EPC including provision of latest Technology equipments. 19 To assist MCJ in bid process management. 20 To assist in the follow up action and monitoring of the selected agency for the submission of final deliverable. 21 Installation of civil, mechanical and electrical items. 22 Electrical and plumbing works including water distribution lines and sanitary works, LT & HT cables, DG sets and all other ancillary accessories. 23 Commissioning the Plant 24 Operation and maintenance of the Plant- actualization, documentation and selection of agency, if any 4 SCHEDULE OF PAYMENT AND TIME FRAME: The payment shall be released on pro-rata basis for the project out of quoted total amount on lump sum basis (along with statutory payments) in two phases as mentioned below. In case the phase II activities are not taken up no payment shall be made for the same. The payments in part as mentioned below shall not be made before completion of activity in any circumstances. 4 thereon follow up action for final approval. 5 Sanction of Grant in aid by MOFPI 20% As per procedure Phase II 1 Submission of final RFP Documents (including detailed project components and activities) for selection of Agency/Contractor for Project 10% G+ 2 weeks 2 Holding Pre-bid Conference 10% G+3 weeks 3 Evaluating the bids and selection of Agency/Contractor by MCB 30% G+6 weeks Note : G indicates the date when the case for grant in aid is approved by MOFPI The consultant has to meet the deadlines strictly and shall be paid on completion of tasks/ activity in time. For the delay in any activity beyond one week time, the suitable penalty cut (not exceeding 50%) in regard to that particular component of activity may be imposed. However Commissioner, MC, Jalandhar holds the discretion to determine the amount of penalty as well as the power to waive off in case he finds the reason for delay to be genuine and beyond control of the consultant. 5 SUBMISSION & REQUIREMENTS OF BIDS: 1. The empanelled consultants by MOFPI, Govt. of India are required to submit their financial bids in the format ( Annexure-B) in the form of total professional fee exclusive of service & other applicable taxes duly sealed in an envelope by due date and time in the office of Municipal Corporation, Jalandhar. 2. While submitting the DPR, complete design specification, estimated cost based on Punjab Common Schedule of Rates, should be given for civil structures. For equipments, if norms are not available, specification and tentative cost based on market rate (NS Rates)should be specified. 3. Complete design and specification should be given for waste Water Treatment Unit, dry rendering plant, Biomethanation plant and compost unit. The design should include process flow diagrams, quality of raw and treated effluent, etc. 4. The capital cost as well as operating cost should also be given in the bid. 5. The DPR should accommodate the facilities available at present to the extent possible and possibility should also be explored for utilising the available facility to the maximum extent possible. 6. The Bidder shall remit the EMD amount of Rs 10,000/- in the form of Demand Draft in favour of Corporation Engineer (B&R), Municipal Corporation, Jalandhar payable at Jalandhar. Bids without EMD will be rejected.

5 6 EVALUATION OF BIDS: 1. Bids will be evaluated on the basis of financial cost quoted by the bidders in the attached format (annexure B) and the bidding firm quoting lowest total financial cost will be awarded the work. An agreement shall be signed with MC, Jalandhar by the successful bidder. Before the formal assignment of work, Commissioner, MC, Jalandhar reserves the right to cancel the bid without assigning any reason & re-call the process at any stage. Commissioner

6 MUNICIPAL CORPORATION JALANDHAR Annexure-A Sub: Construction of Modern Abattoir in Municipal Corporation Jalandhar MCJ intends to construct a Modern Slaughterhouse in the city of Jalandhar for this, urgency is felt to conduct a feasibility study and to get developed a modern Slaughter House with all requisite infrastructure and latest technology available. Scope of Work of Project The scope of work will broadly include the following:- 1. Detailed study report on the present condition of the existing facilities and possibility of up gradation of the same to a modern abattoir to the extent possible. 2. Conducting Environmental Assessment and preparing Environmental statement for each case 3.
