3 CURRENT SOLID WASTE SITUATION IN THE PHILIPPINES Solid waste management remains the most pressing urban environmental challenge in the country. Mostly dominated by the Informal Waste Sector (IWS) informal recycling system
4 SWM LAWS IN THE PHILIPPINES AO 93-Oct 90 19,1993 DAO 98-Oct 19, DAO MC 88-Oct 19, 39a 1993 PD825 Nov 7, 1975 RA 9003 Jul 24, 2000 Presidential administrative order creating a project management office on solid waste management under the presidential task force on waste management. Department administrative order creating a technical guidelines for municipal solid waste disposal. Department administrative order adopting the landfill site identification and screening criteria for municipal solid waste disposal facilities. Amending memorandum circular no. 39-a, dated January 19, By reconstituting the presidential task force on waste management. Otherwise known as the Anti-littering Law of the Philippines, this law stipulates the cleaning by all institutions and establishments as well as the citizens, the surroundings within the country and provides penalties for improper disposal of garbage and other forms of uncleanliness. Republic Act, which contains the most comprehensive policy framework on solid waste management in the Philippines. It clearly stipulates the creation of an ecological solid waste management program, as well as the necessary institutional mechanisms and incentives. It also declares certain solid waste practices prohibited with corresponding penalties.

Public Health and Environmental Protection RA 9003 Art.1 Sec. 2 (a) (General Provisions of RA 9003) to adopt a comprehensive SWM to protect public health and environment 2. Resource value of waste - RA 9003 Art. 1 Sec 2 (b) as a policy of the state to use environmentally-sound methods that maximize the utilization of valuable resources and encourages resource conservation and recovery (of recyclable waste) 3. Responsibility Issues RA 9003 Chap 2 defines the institutional mechanisms, assigning the different roles and responsibilities of government institutions regarding solid waste management. 4. Public awareness Chap 3 Art. 1 Sec. 15 (m) The national solid waste management framework includes information and education campaign strategies ECONOMIC DRIVERS FACILITATING THE BUILD OUT OF NEW WTE PROJECTS High volume of waste - what to do with all the waste, where to dispose. Specific Financing sources from public and private sectors e.g. Fees and penalties related to waste management; private financing initiatives including carbon credits, Tax credits or levy exemption (income tax holiday) etc. Increasing demand for energy there is a huge gap to be filled as off grid market is still big. PPP national and local levels (with established guidelines) to facilitate partnering with LGUs
