3 EXECUIVE SUMMARY proposes to develop a residential subdivision on land situated at Lot 991 Maryvale Road at Mango Hill. he real property description is Lot 991 on S he local authority is the Moreton Bay Regional Council (MBRC) Pine Rivers District. he purpose of this report is to present an assessment of road noise impacts from the proposed North South Urban Arterial on the proposed development, and to establish the required attenuation measures to control noise intrusion to acceptable levels. he noise assessment has been assessed in accordance with the Department of ransport and Main Roads (DMR) Road raffic Noise Management Code of Practice and the requirements of Council s PSP 6 Policy Road raffic Noise. his report fulfils the requirements of the Department of ransport and Main Roads and Moreton Bay Regional Council. he following conclusions have been drawn: he site is exposed to road traffic noise from the proposed North South Urban Arterial Road. he DMR criterion of 60dBA is achieved at all lowset residences without the need for acoustical barriers. he noise levels at Lots 26 to 29 will however exceed the DMR limit at highset receivers. hese lots will be subject to DMR s Single Storey covenant (ype B). he DMR outdoor recreation area limit is achieved at all future residences he noise levels at Lots 10 to 44 is predicted to be in the range of 55-63dBA. he following property note shall be placed Council s property note system for each lot (Lots 10 to 44): he predicted long term traffic noise levels over this lot generated by future traffic and transport infrastructure in the area will exceed recommended levels. o ensure that noise levels within the dwelling meet the recommended noise levels under Australian Standard AS2107:2000 noise attenuation measures (Category 2 or 3 construction under Australian Standard AS3671:1989) must be incorporated into the building design and construction. Prior to occupation of the new dwelling the land owner is required to provide written evidence to Council s Development Services Department that this requirement has been satisfied. 5 1 INRODUCION proposes to develop a residential subdivision on land situated at Lot 991 Maryvale Road at Mango Hill. he location of the subject site is shown in Figure 1. he real property description is Lot 991 on S he local authority is the Moreton Bay Regional Council (MBRC) Pine Rivers District. he purpose of this report is to present an assessment of road noise impacts from the proposed North South Urban Arterial (NSUA) on the proposed development, and to establish the required attenuation measures to control noise intrusion to acceptable levels. he noise assessment has been assessed in accordance with the Department of ransport and Main Roads (DMR) Road raffic Noise Management Code of Practice and the requirements of Council s PSP 6 Policy Road raffic Noise. 2 SIE AND SURROUNDING AREA he site is located on the northwest side of Maryvale Road. Maryvale Road is a no-through road and ends adjacent to the site. he site is presently vacant. An aerial photograph of the site and surrounding area is presented in Figure 2. here are residences to the northwest and northeast of the site. he Bruce Highway is located approximately 1.1km west of the site. Development plans of the NSUA have been obtained from Council. he proposed road will be a dual carriageway with two lanes in each direction. he traffic speed has been assumed to be 100km/h. 3 PROPOSED DEVELOPMEN he layout of the proposed residential subdivision is illustrated in Figure 3. he existing lot will be divided into 107 residential lots. 6 4 RAFFIC NOISE CRIERIA 4.1 DMR Criteria he DMR criteria for the traffic noise intrusion are based upon noise measurements from existing roads. he external façade noise criteria is 63dBA L 1 2 A10 18hr where the existing L A90 8hr is greater than 40dBA or 60dBA L A10 18hr where the existing L A90 8hr is less than or equal to 40dBA. he outdoor recreational space criteria is 63dBA L A10 18 hr (façade) where the existing L 3 A90 18hr is greater than 45dBA or 60dBA L A10 18hr (facade) where the existing L A90 18hr is less than or equal to 45dBA. In this instance, the NSUA has not yet been constructed. Noise measurements have therefore not been conducted. he stricter 60dBA L A10 18hr (facade) criterion has been adopted for both façade and outdoor recreational limits. In addition, the DMR internal limits shown in able 1 are also applicable. able 1: Summary of DMR internal noise criteria Internal raffic Noise Criteria Design limit in bedrooms (from AS2107 4)5 = 35dBA (L 6 Aeq night ) Design limit in living rooms (from AS2107) = 40dBA (L 7 Aeq day ) DMR have several other requirements as presented below: 1. DMR require assessment of noise emissions from roads under their control only. Noise emissions from Council roads only need to be considered when verifying noise models. 2. DMR require that traffic noise levels be assessed allowing for a minimum 10 years traffic growth. 3. All noise barriers adjacent to State-controlled roads are to conform to the requirements of the DMR Standard Specification MRS Noise Barriers. Where the external DMR criteria cannot be met at all highset or lowset residences, DMR requires a system of covenants be placed on lots that remain noise affected to ensure that any future residence be appropriately insulated against traffic noise intrusion L A10 18hr is the arithmetic average of the 18 hourly measurements of the L A10 level or the noise level exceeded for 10 percent of the time between 6am and midnight on a typical weekday. L A90 8hr is the arithmetic average of the 8 hourly measurements of the L A90 level or the noise level exceeded for 90 percent of the time between 10pm and 6am. L A90 18hr is the arithmetic average of the 18 hourly measurements of the L A90 level or the noise level exceeded for 90 percent of the time between 6am and midnight. AS Acoustics - Recommended Design Sound Levels and Reverberation imes in Building Interiors According to AS , the limits set in the latest edition are 5dBA higher than in the earlier version of the Code. We consider that the higher limits are excessive and recommend use of the lower levels as indicated here. L Aeq night refers to the equivalent or energy-averaged noise level at night, over the loudest hour between 10pm and 6am. L Aeq day refers to the equivalent or energy-averaged noise level during the day and evening, over the loudest hour between 6am and 10pm. 7 4.2 MBRC Criteria raffic noise intrusion onto the site must be controlled to meet the limits of Pine Rivers Planning Scheme Policy PSP6 raffic Noise Attenuation. he objectives of Planning Scheme Policy PSP6 are: o provide information to registered proprietors of residential lots about traffic noise levels. Where noise levels may impact on domestic activities, property notes shall be placed on Council s property note system recommending types of dwelling construction to control the intrusion of noise into the dwelling and the need to maintain the integrity of fences installed for traffic noise reduction o identify residential lots which may be affected by significantly increased future traffic noise or noise levels which may be effectively ameliorated by traffic noise barriers o set out the general method of calculation for predicting traffic noise levels at the facade of dwellings in residential zones o define the format that a raffic Noise Study shall be presented to encourage accurate interpretation by members of the public o identify existing and/or proposed Park which may be affected by significantly increased future traffic noise or noise levels which may be effectively ameliorated by traffic noise barriers o prescribe approved traffic noise amelioration measures required to be undertaken by the developer. he intention of the policy is to reduce traffic noise levels to less than 63dBA L A10 18hr at residential dwellings. Council considers that traffic noise levels less than 55dBA L A10 18hr are generally acceptable and do not warrant any specific attention being paid to the construction of dwellings subjected to noise of this level. For lots subjected to traffic noise levels of 55dBA L A10 18hr or greater, Council requires that property notes be placed on Council s rate system alerting potential purchasers to the adverse impact of traffic noise on the individual properties. For lots subjected to traffic noise levels exceeding 63dBA, the specific property note is: he predicted long term traffic noise levels over this lot generated by future traffic and transport infrastructure in the area will exceed recommended levels. o ensure that noise levels within the dwelling meet the recommended noise levels under Australian Standard AS2107:2000 noise attenuation measures (Category 3 or 4 construction under Australian Standard AS3671:1989) must be incorporated into the building design and construction. Prior to occupation of the new dwelling the land owner is required to provide written evidence to Council s Development Services Department that this requirement has been satisfied. A summary of the traffic noise criteria specified by Council is presented in able 2. able 2: Council traffic noise criteria 63dBA L A10 18hr at 1m from most exposed part of proposed new noise-sensitive place (façade-corrected). his equates to a free-field limit of 60dBA L A10 18hr. 55dBA L A10 18hr or more requires property notes to alert potential purchasers of adverse impacts of traffic noise. his equates to a free-field limit of 52dBA L A10 18hr. 5 RAFFIC NOISE MEHODOLOGY raffic data and composition for 2026 conditions for the NSUA have been obtained from MBRC. hese data are contained in able 3. able 3: raffic data NSUA raffic Volumes AAD Year 2026 Commercial Vehicles Speed Both Directions 32,100 3% 100km/h he ground levels across the proposed allotments are design pad levels from the Preliminary Earthworks Plans by Greenhaven Projects drawing number GH1862/11/EW8 and EW9. Surrounding ground levels have been provided by Definium. Aerial photographs have also been used to determine the placement of surrounding physical features. 9 he SoundPLAN 9 computer program has been used to model traffic noise. his computer program uses the CoRN algorithms which are endorsed by DMR and Council. Future traffic noise exposures have been predicted in the form of noise level contours for traffic conditions predicted for the year FUURE RAFFIC NOISE EXPOSURE Using the SoundPLAN computer model, the future traffic noise exposure across the site has been predicted for both lowset and highset residences. he parameters used in the model to predict this exposure are presented in able 4. able 4: Parameters used in the SoundPLAN model for future traffic volumes Parameters NSUA (Both Directions) 18 hour count 30, 174 Percentage commercial vehicles (%) 3 raffic speed (km/h) (Zone) 100 Receiver height AGL DMR: 1.8m (Lowset) / 4.6m (Highset) Council: 1.6 (Lowset) Façade Correction (dba) +2.5 Road Surface Dense Graded Asphalt (No correction) he calculated noise levels were adjusted to their equivalent facade-corrected values by adding 2.5dBA to the results. he future noise levels have been predicted in the form of noise contours as shown in the following figures: Figure 4: Future lowset (1.8m AGL) noise level contours No acoustic barriers Figure 5: Future highset (4.6m AGL) noise level contours No acoustic barriers 9 10 SoundPLAN is an integrated software package for noise and air pollution evaluation developed in Germany by Braunstein + Berndt GmbH. It has been configured to predict the extent of (i) road traffic noise intrusion by application of the CRN 88 algorithms and (ii) industrial noise emission using the CONCAWE algorithms. It is in use in more than 30 countries and has had widespread application throughout Australia. It is endorsed by Department of Main Roads, Brisbane City Council, Queensland EPA and most other State environmental authorities. It is therefore not required to construct acoustical barriers to control traffic noise from the NSUA. he 60dBA criterion is however exceeded at Lots 26 to 29 as seen in Figure 5. hese lots will be subject to DMR s Single Storey covenant (ype B). It can be seen in Figure 6 that Lots 10 to 44 will be subjected to road traffic noise levels in the range 55-63dBA. he following property note shall be placed Council s property note system for each lot (Lots 10 to 44): he predicted long term traffic noise levels over this lot generated by future traffic and transport infrastructure in the area will exceed recommended levels. o ensure that noise levels within the dwelling meet the recommended noise levels under Australian Standard AS2107:2000 noise attenuation measures (Category 2 or 3 construction under Australian Standard AS3671:1989) must be incorporated into the building design and construction.
