The event will be held from September 24-27th, 2008 at the International Plaza Resort and Spa. If so, your next opportunity might be waiting for you to find it on The web site is a collaborative venture between ASPA, the National Association of Schools of Public Affairs and Administration (NASPAA), and the Association for Public Policy Analysis and Management (APPAM). The site offers searchable listings of positions in government, nonprofits, NGOs, consulting, contracting, and academia. It also features public sector career advice, a calendar of upcoming events, salary statistics for public sector positions, profiles of individuals working in the public sector, and guidance regarding graduate degrees. 3 SECOPA COMMITTEE MEMBERS NEEDED Excited about attending SECoPA 2008 in Orlando? Here s your opportunity to become part of the team that helps make the Southeastern Conference for Public Administration (SECoPA) happen each year. As an all volunteer-run organization, SECoPA is dependent on your input and support to make it a success. If you are interested in getting involved in a fun and friendly organization and meeting new people throughout the Southeast, consider this your invitation to become a member of one of the SECoPA committees described below! COMMITTEES: Finance: Responsible for ensuring the financial stability of SECoPA by reviewing and providing guidance for annual conference budgets, assessing and monitoring the SECoPA endowment fund, providing financial reports, and reviewing and recommending financial policies. Nominations: Committee members consider and recommend individuals to fill SECoPA officer and board of director member vacancies. Procedures: Charged with documenting and reviewing conference policies and procedures to provide guidance to annual conference host committees and ensure the long-term viability of SECoPA. Site Selection: Responsible for recruiting and selecting potential SECoPA host chapters and cities, assisting host committees with preparing their SECoPA conference bid, and with vendor contracting processes. Web Site: This committee works to develop and maintain the main SECoPA web site. Endowment: Provides strategic guidance for the SECoPA endowment, including fund-raising and long-term strategy. Awards: SECoPA recognizes contributions to public administration practice and scholarship with several annual awards. Each award has its own committee that solicits nominations, reviews and selects nominees, and presents the award. Senator Peter B. Boorsma Award Recognizes significant and established record of international activity and direct involvement in the exchange of international public administration theory and practices. Distinguished Public Service Practitioner Award Recognizes sustained outstanding achievement in, and contributions to, public service and public administration through applied practice in the field. Donato J. Pugliese Award Recognizes a senior SECoPA member who has made contributions to SECoPA and to the profession of public service. Robert Kline Award Recognizes the most outstanding paper written by a master s student enrolled at a school within the SECoPA region. Morris W.H. Collins Award Recognizes the most outstanding paper written by a doctoral student enrolled at a school within the SECoPA region. 3

4 SEPTEMBER 19, 2008: TN ASPA CHAPTER AWARDS LUNCHEON Who: Tennessee ASPA Chapter What: Awards luncheon featuring former Nashville Mayor Bill Purcell (pictured) When: Friday, September 19, 2008 Where: Doubletree Hotel in downtown Nashville Please make plans to attend and bring a friend or two! The chapter will present a Lifetime Achievement Award and an Administrator of the Year Award. SEPTEMBER 24-27, 2008: SOUTHEASTERN CONFERENCE FOR PUBLIC SECoPA 2008 Orlando, Florida OCTOBER 6, 2008: DEADLINE FOR METRO LOUISVILLE STUDENT PAPER The Metropolitan Louisville Chapter of ASPA is sponsoring a contest that seeks to highlight and reward students who are pursuing degrees in the field of public affairs. They are seeking student papers that address topics in public affairs, such as public administration, non-profit organizations, leadership, economic development, human resource management, urban governance, workforce development, and public budgeting. Eligibility: All applicants must be current graduate students enrolled in a masters or doctorate program at an educational institution located within the Louisville-Southern Indiana Metropolitan area. Group papers are welcomed, but the papers must be unpublished. Paper Requirements: The papers submitted for the competition must be: Typed, double-spaced, on 8.5 x 11 format Written in standard English The original work of the author(s) Limited to 2,000-3,000 words Electronically submitted in MS Word or PDF format to Dr. Leonard Bright at dr.bright@louisville.edu Awards: The author(s) of the winning paper will be announced and awarded at Metro Louisville ASPA s Awards Reception that will be held on October 24th. The winners will receive a plaque of recognition, paid registration to SE- CoPA 2009 in Louisville (worth $150), and a monetary award of $100. Evaluation Criterion: The papers will be judged in terms of topic relevance, originality, contribution to the field of public affairs, clarity, and writing quality. 4

5 OCTOBER 22-25, 2008: ABFM 20TH ANNUAL CONFERENCE Association for Budgeting & Financial Management 20th Annual Conference October 22-25, 2008 Chicago, Illinois ROPPA SYMPOSIUM CALL FOR PAPERS Review of Public Personnel Administration Call for Papers Symposium: Privatization and Its Challenges for Human Resource Management in the Public Sector During the last two decades, extensive reforms have challenged public management by advocating private sector innovation as a more efficient alternative. New public management, the National Performance Review, and other neomanagerialist reforms champion private sector innovation as a means for improving accountability and quality of service in the public sector. Privatization is a key component of these neo-managerialist reforms that takes advantage of private sector economy in the delivery of public services. This symposium edition will examine the impact of privatization on the practice of public human resource management. Paper proposals that address this general theme, as well as more specific themes outlined below, are encouraged: The role of the HR manager Bidding, reporting and contract monitoring Job security, wages, and benefits Perceived efficiencies Legal challenges Issues of fairness, representative bureaucracy, and equity Labor-management relations Outsourcing all or part of the human resources function Douglas J. Watson, Director of Graduate Programs of Public Affairs, The Univer- sity of Texas at Dallas, and R. Paul Battaglio, Jr., Assistant Professor of Public Affairs, The University of Texas at Dallas, will serve as guest editors for the symposium. Doug and Paul welcome inquiries about the symposium and will provide preliminary feedback about ideas for draft manuscripts. All papers will be peer reviewed through the regular ROPPA process. Authors interested in having a paper appear in the symposium should submit their manuscripts directly to Professor Watson (douglas.watson@utdallas.edu) or Professor Battaglio (battaglio@utdallas.edu) no later than December 5, The symposium is scheduled to appear in the June 2009 issue of ROPPA. 5
