1 From: Dale Lucier Applicant #12 PeopleSoft Admin. Mgr Job #90830 To whom it may concern, The PeopleSoft Administration Manager position is a perfect fit for me. I graduated from the UW with a degree in computer science focusing on database management. I have worked with the UW s Shared Financial System (SFS) and Human Resources System (HRS) ERP systems for 19 years and am very familiar with their needs. I have worked as a developer, database administrator, PeopleSoft administrator, and am currently a HRIS Development Team Lead. I have team building and collaboration strategy training through the IT Leadership Program (ITLP) I also have facilitation training through the Journey of Facilitation and Collaboration (JoFC) program. I have experience developing and reporting on ERP metrics. While supporting the SFS and HRS infrastructure as a lead DBA, I recognized that infrastructure costs were skyrocketing and that a change was needed. I reviewed graphs of the growth of the system and brought this to our customer s attention. I then worked to remove unnecessary storage and virtualize our non-prod databases so they were only logical instead of physical clones. Through my and my team s efforts, database refresh activities were cut from a full week down to a single day saving time and money for both projects. More recently, I have used dashboards, graphs and filters in JIRA to give our HRS team insight into our staff workload. We have a much better view of what each developer is working on and how much of that work is project related vs. support work for the current system. This allows us to strategically plan our next initiatives by knowing when resources will be available. I strive to provide outstanding customer service. I constantly adjust my actions to make sure I am aligned with the customer s needs. I work on the assignments projects they ask and apply the appropriate amount of oversight based on the priorities we set together. I suggest new ideas that will help save our customer time and money. I recently worked on the PeopleSoft Enterprise Performance (PEP) project for our customer. We worked on improving performance HRS processing, both from the technical and business process side. I managed the technical improvements we made. We also created and documented a business support strategy to use during unplanned outages I have excellent presentation skills. I have done many presentations for my group and even developed a class to share my knowledge of database SQL with my group. SQL tuning was an area I recognized that we needed to improve. I spent the time to develop and present a SQL tuning course to our group. The training was well received and I m still a mentor to our group on this topic. I have very good communication skills. I pride myself on being open and thorough while not being overwhelming. I take the time to define stakeholders and partners impacted by a project and I communicate with them early on. This takes away the element of surprise and often leads to helpful feedback that we can incorporate into our projects. I have excellent interpersonal skills. I recognize group dynamics and navigate them well. I realize when to take action and when to wait for more information. I always try to spend time with staff outside of work. I look for commonalities that can help our group feel more like a team. When I do have an issue with someone, I always speak to them privately out of respect. I
2 trust my developers to do their work and do not micro-manage them. However, I will add oversight if expectations are not being meet. I am always available to talk openly and honestly about any topics our staff are interested in. I am currently responsible for leading HRIS development efforts. I facilitate development team meetings and manage their workload. In meetings, we go over the challenges that the customer faces and prioritize the work to meet those challenges. I regularly meet one-on-one with our development staff to help them reach the goals they have set for themselves. My co-lead and I establish an on-call schedule and manage staff time-off. As an example of exercising influence, I have worked on data governance policies for Database Hosting databases, SFS and HRS. I set policies for how to secure sensitive data and restricted data in my role as a database administrator. To be a member of the Database hosting service, they had to follow the rules we set and these rules helped us drive towards a better, more secure environment. To maintain a UW System project like SFS and HRS, I have always maintained knowledge of relevant systems. I had to communicate and coordinate across many groups and partners that were affected by the larger SFS and HRS projects. Being a long-term employee of DoIT, I am very familiar with working in an environment that has both centralized and distributed IT services. I recognize the struggles this can cause and the awards it also brings. I realize that there are many stakeholders involved in a decision and that you might not be able to make them all happy. I have project management training and duties. I designed, implemented, and managed the Database Hosting service - a shared database service with 40+ groups sharing databases and infrastructure. I managed a project to remove Natural software from the mainframe, saving over $400,000 annually in maintenance costs. I have dealt with managing staff from multiple groups, estimating effort, tracking time, comparing budget to actuals, and reporting back to sponsors and stakeholders. We had to collaborate across many DoIT groups for this project to be successful. As a development team lead, it is normal for me to work on multiple projects and prioritize the development on each. I m included in the Operations Management Methodology (OMM) meetings where we prioritize HRS assignments with our customer. We review the complexity of the request, the timing of when it is needed, the benefit to the end-users, and the availability of resources to work on each assignment. Then we use a waterfall development approach to complete the work. We are experimenting with the Agile methodology and I have participated in training sessions on Agile. I understand the concept and see the value it provides. I am familiar with working with large, complex budgets and forecasting revenue and expenses. I ran the $3 million annual infrastructure budget for SFS. I would use trend analysis to plan for growth in the upcoming two years. We would take into account the depreciation of hardware and plan for future purchases. As the Database Hosting service lead, I set prices so that we could collect enough revenue to continue to grow the infrastructure to keep up with demand. I have been trained in meeting facilitation and have brought those skills back to my current role. I regularly look for feedback from meeting attendees and co-workers to make sure our meetings are purposeful and efficient. I continue to grow my IT Leadership training through weekly newsletters, yearly follow-ups, and regular meetings with my cohort.
3 I take the hiring of new staff very seriously. It is a rare chance to add staff to your team and as a manager, I would make sure my team has quality team members. I have been a member on UW hiring interview teams and as someone reviewing and ranking resumes. I have also been a part of the request for service (RFS) and request for proposal (RFP) processes. I would keep staff involved and moving towards personal goals that align with our group goals to keep them fresh and excited about their jobs. I stay up-to-speed with current technologies, tools, products and consultant offerings that may help our development team or the HRS system as a whole. I m an active PeopleSoft Higher Education User Group (HEUG) member. I attended their 2015 conference in Nashville where I came away with several new ideas and new contacts from other universities. I am also very proud to work for the UW and am committed to help foster the Wisconsin Idea. I have helped create good relationships with staff across multiple campuses.
