1 Ministry of Training, Ministre de la Formation et Colleges and Universities des Collges et des Universités uidelines for the First Line Underground Mine Supervisor Common Core Program #770121: eneral Program uidelines:! The Common Core for First Line Underground Mine Supervisor Program, # is intended for first line production/development supervisors who supervise workers in underground mining activities. This group includes: material handling, shaft, crushing, hoisting plant, backfill and construction. NB: Supervisors for maintenance and other sectors of mining e.g. soft rock and surface mining will be covered under a separate program.! To be registered in Program # the trainee/worker must have: A current, standard level Workplace Safety and Insurance Board of Ontario (WSIB) approved, first aid certificate; and The Basic Underground Hard Rock Miner Common Core, Program # ! The Mining Tripartite Committee (MTC) recommends that training should be completed within 1 year from the date the employee is hired on/promoted as a first line underground mine supervisor.! To be accredited in the Common Core Program #770121, the employee must have demonstrated competency in each of the following modules: U6100, Follow Safety Program, U6101, Prepare for Emergencies, U6102, Follow Health and Hygiene Procedures/uidelines, U6103, Practice Effective Communication, U6104, Manage Work Area Activities, U6105, Manage Employees, U6106, Read and Follow Mine Layouts and Specifications, U6107, Identify eological Features and Supervise round Control Installations and U6108, Assess, Control and apply Ventilation Systems in Workplaces.! This program replaces the Common Core for First Line Production Supervisor Underground Hard Rock Mining, Program # Please contact your local apprenticeship office for details.! Training Standard book is the property of the employee.
2 Workers who have completed training and accreditation in all 13 modules of Program # will not be required to be registered and accredited under this new program. Workers who are registered under Program # but have not completed training and accreditation in all 13 modules of that program will have 1 year from implementation of program # to do so. If training is not completed by that time these trainees will have to be registered to program # New trainees and experienced workers must obtain accreditation in the same way. Each must demonstrate the skills specified in each module. These demonstrations must be administered in an underground hard rock mine by a trainer designated by the signing authority who shall follow the performance guidelines approved by the Mining Tripartite Committee (MTC).
3 Ministry of Training, Colleges and Universities Workplace Training Branch The Signing Authority uidelines for the First Line Underground Mine Supervisor Common Core Program # The First Line Underground Mine Supervisor Program #770121, Signing Authority: A person designated by their employer and authorized by the Ministry of Training, Colleges and Universities to be accountable for the quality of training, maintenance of training records and determining the competency of company employees for modular accreditation. Responsibilities: determines, for accreditation, the company employees who have demonstrated competency in the training modules as outlined in the MTCU Training Standards; signs training reports and maintains training records for the company employees; ensures and maintains quality training for company employees; evaluates/audits trainers at least once a year; submits original training reports and training applications to the local Apprenticeship office; informs the local Apprenticeship office of any changes to the trainer/training agency; ensures company employees work in compliance with the Occupational Health and Safety Act (OHSA) and related legislation; may be called on to describe the training received by company employees and provide evidence of its adequacy in a court of law. APPROVAL CRITERIA: Only one person per program can have signing authority for their company. That person must: know the training requirements for the specific modular program under the Occupational Health and Safety Act; be the company's owner, or be an employee designated by the company as the signing authority; be highly skilled or knowledgeable in underground mining operations; be knowledgeable of training or be directly involved in training; and identify which approved trainer/training agency will be used to train company employees. Please Note: When a company representative first contacts the local MTCU Apprenticeship office field staff, the following is done: MTCU field staff complete the Signing Authority Request Checklist form with the representative of the company that wants to train; the company representative is given a copy of the training standard for the modular program where applicable; the company representative is given a copy of the guidelines on definition of signing authority and the related responsibilities and accountability; the company representative is given a copy of the list of trainers and/or trainer guidelines, train-the-trainer program guidelines and trainer audit guidelines.
4 Effective uidelines for the the First Line Underground Mine Supervisor Common Core Program # cont d Trainer Qualification and Criteria uidelines: A trainer in the First Line Underground Mine Supervisor Common Core Program must: Be a competent person and knowledgeable in the module(s) he/she will be instructing; Take a Train-the-Trainer (T-T-T) Program and/or hold a teaching certificate from a college or university; Be highly skilled in the area of expertise he/she will be instructing; Be trained in application of the Occupational Health and Safety Act and the regulations pertaining to the specific modules being instructed; Be trained in the company standards; Prepare lesson plans and outline course materials to be used; Have an appreciation of the serious nature of issues/concerns addressed at an inquest.(video, presentation, etc.) To meet competent person requirements as defined by the Occupational Health and Safety Act a worker must, S S S Be qualified because of knowledge, training and experience to organize the work and its performance; Be familiar with the Act and to the regulations that apply to the work, and Have knowledge of any potential or actual danger to health or safety in the workplace. The committee stresses that a person designated as a trainer for the program should desire to do the job and have credibility.
5 Effective uidelines for the the First Line Underground Mine Supervisor Common Core Program # cont d Train-the-Trainer (T-T-T) Program uidelines: Objectives of the T-T-T Program are to train the trainer in: Applying adult learning principles to specific training projects; Developing sound learning objectives; Developing content material that addresses the learning objectives; Developing learning activities that are consistent with both the learning objectives and the content material; Selecting the most appropriate delivery medium; Applying presentation techniques e.g. making verbal presentations using overheads, flip chart; Developing and practicing group facilitation skills; And, developing and applying evaluation techniques. The Train-the-Trainer Program should cover the following areas: Adult Learning; Designing Training; Presentation Skills; Facilitation Skills; Leading Discussions; Putting It All Together - on-the-spot presentations; Evaluation Techniques - of trainee and self/trainer.
6 Effective, uidelines for the First Line Underground Mine Supervisor Common Core Program # cont d Trainer Evaluation/Audit uidelines: Where possible an evaluation /audit of trainers/instructors should be performed by the company signing authority who is, designated by their employer and authorized by MTCU, to be accountable for the quality of training, maintenance of training records and determining the competency of company employees for modular accreditation. The evaluation/audit should include: Annually auditing trainers/instructors to determine their effectiveness and compliance with standards for safety, quality and performance; Evaluating the quality of lesson plans; Observing the trainers/instructors teaching techniques for the four (4) basic criteria: 1. Learning, 2. Behaviour, 3. Delivery, 4. And, evaluation. Auditing trainee performance, including hands on approach.
