The incumbent supports the sound internal operations and the infrastructure of the Minnesota WorkForce Center System by providing technical assistance to DEED management, WorkForce Center partners and resource areas through the development, coordination and maintenance of training, communication of updates, facilitation on projects, quality assurance, integrity and standards of the WorkForce Center System. This is accomplished through five key areas: 1) the development and maintenance of the Reception and Resource Area Forum (RRAF) website; 2) Reception and Resource Area Certification Program (RRACP); 3) Ensuring Resource WorkForce Area staff are trained and educated in areas related to the disability population and assistive technology equipment; 4) Co-coordination assistance to the WIA EO Officer to ensure implementation and compliance with all applicable state and federal laws, rules, regulations for the Americans with Disabilities Act (ADA), Equal Opportunity (EO) programs; 5) Assist the EO office with the methods of administration; and 6) Responsible for ensuring the Workforce Service Areas are compliance with governance laws. REPORTABILITY Reports to: Workforce Systems Coordinator Director Supervises: None DIMENSIONS Budget: Clientele: Influences 3M+ budget related to staff/system partner training for workforce center operations. Directors of the Workforce Development Division; program and partner field managers, supervisors and staff.
2 POSITION DESCRIPTION B EMPLOYEE S NAME POSITION CONTROL NUMBER Lisa Snyder PRINCIPAL RESPONSIBILITIES AND TASKS 1. Serve as a facilitator/coordinator/contributor for special groups or projects that address system coordination with a focus on Job Seeker Services delivered online and in the resource area. A 40% A A. Coordinate the overall delivery of training for resource area staff maintaining materials and log of staff certification levels to ensure high quality services are provided to job seekers utilizing the resource areas. B. Oversee and make recommendations on the technology, services and processes of the resource areas specific to upgrade needs and new tools for job seeker use based on current and projected service approaches. Communicate with the Resource Area staff, WDD and partner Directors, WFC managers, and supervisors to identify training needs. C. Assess training needs to determine the best way to deliver training, including electronic or Internet delivery. D. Oversee the development and/or deliver training and conferences using the most efficient means, including electronic or internet delivery. E. Oversee the design and utilization of outcome measures to measure the success or skill attainment of training participants. F. Gather feedback about training or conferences to assess the value of the training to the participants. G. Provide written and/or verbal reports to direct supervisor and other interested parties as requested. H. Develop, coordinate, make recommendations and maintain budgets related to resource areas and projects for resource areas. I. Conduct research and create reports in order to understand costs related to resource areas, including lease, staffing, technology costs, etc. 2. Assist with the development and implementation of compliance practices, policies and training related to WSA governance and WFC operations. A 30% A A. Maintain and update the governance documentation records in coordination with the monitoring unit and Annual Local Plans. B. Facilitate special projects related to system compliance, coordinating efforts with the Unit Director and monitoring staff activities. C. Assist with policy development and writing in coordination with the Unit Director, Lead Staff and other appropriate staff. D. Build and sustain relationships with units and divisions in and outside the department to maintain awareness of key department initiatives, directions and values. E. Coordinate governance requirements with local annual planning efforts. F. Assist with WFC certification activities, ensuring that each WFC is evaluated for compliance issues every three years.

Assist the Workforce Development Division s Equal Opportunity Office, providing consultation and advice to WDD staff and WIA Title 1 partners on Equal Opportunity laws and the Americans with Disabilities Act and the related duties. Provide assistance and interpretation of state and federal rules and laws to Division staff; WSA/Dislocated Worker/SCSEP EQ Officers, Directors and WIB Boards and to our customers (applicants/participants/employers). B. Serve as back-up on providing oversight and direction for all EQ Liaisons, Officers, and WIA Title 1 Directors regarding program access issues. C. E. Assist with investigating, or direct the investigation of, ADA/AA/EO complaints from clients (applicants and participants), employers, and employees, review findings and recommend department/division responses to complainants. D. Conduct internal and external surveys to monitor compliance with ADA/AA/EO and accessibility of services to our clients. E. Maintain tracking and log systems for investigations and complaint responses. F. Respond to both oral and written requests from the U.S. Department of Labor, Civil Rights Center and the Employment and Training Administration regarding complaints (both program and discrimination); collection of combined complaint logs from the WIA Title i partners; information regarding the DEED and WFC System Limited English Proficiency Plans. 4. Identify, research and develop continuous improvement strategies that contribute to expanding Job Seeker services to underserved populations, increasing efficiency and effectiveness of service delivery or other processes within the Unit s scope of work. B 10% A A. Use staff surveys and other data collection methods to assess opportunities for enhancing job seeker services and other workforce system coordination issues. B. Collaborate with other unit and field staff to design approaches to implement identified strategies C. Develop project plans that meet the criteria and timelines established collaboratively with other unit and field staff. D. Implement project plans and evaluate impact at 3 month intervals during first year of implementation. E. Prepare a report that summarizes the project, including initial and projected impact; legacy value to systems change and potential for leading to other systems innovations.
