Provide advice and expertise to the employer reporting team to maintain and improve quality and quantity of services provided. Develop and implement initiatives to promote quality and production. Train staff as needed. Research and implement procedures and standards for new initiatives impacting the ORS and this process. Duty 1 General Summary of Duty 1 % of Time 50% Create and implement plans for employer audits to ensure accurate and timely reporting of wage and contribution data. Develop program plans for the assigned area, including study and analysis of program data and formulation of policy. Propose, develop, and prepare policy materials, operations manuals, procedures and supporting instructions in program area. Perform assessments of all public school employers to determine highest potential risk Create audit schedule Perform employer audit Follow-up with employer on reported findings to ensure that the appropriate corrections were made by employer Keep Employer Reporting staff, BPO, and BPL informed of progress, issues, and decisions. Duty 2 General Summary of Duty 2 % of Time 15 % Analyze, research, and track audit findings. Work with the process BPO regarding ORS audit request, findings, and resolution. Analyze reporting unit audit reports determining findings requiring action. Track findings and ensure appropriate action is taken. Perform and analyze system queries to determine if reporting unit records for accounts in the same situation exist. Provide appropriate follow up with employers Page 2

Create as is and to be process map documents. Gather appropriate sign off of process map documents. Duty 4 General Summary of Duty 4 % of Time 10 % Research and analyze compensation issues. Analyze independent contracts, settlements, and other compensation issues. Research findings inconsistent with ORS reporting guidelines, state statute, and board decisions. Request and review individual and employment class employment contracts. Develop appropriate correspondence to employers regarding reporting inconsistencies. Write file reviews in response to a members request for an administrative hearing. Testify at administrative hearings. Page 3

4 Duty 5 General Summary of Duty 5 % of Time 5% Research and interpret impact of new initiatives such as legislative changes to statute, IRS requirements, and litigation resulting in policy changes or ORS administrative changes. Review, research and analyze legal documentation or administrative directives. Compile, collect and prepare reports of impact analysis for division manager review and approval. Compile statistical information as needed. Design, implement, and document personal computer based data collection, processing and reporting systems. Use and maintains computer databases to record and analyze data on program and service activities. Review and revise existing policies, procedures, standards and training methods for division. Work directly with manager to develop, plan, test and implement new processes and/or programs that directly affect the report processing area and related areas. Train staff. Propose, develop, and prepare policy materials, operations manuals, procedures and supporting instructions in program area. Develop program plans for the assigned area, including study and analysis of program data and formulation of policy. Page 4

Manage projects by appropriately developing timelines, task to be completed, milestones, and due dates. Represent process on various ORS committees and teams. EXPERIENCE: Minimum Civil Service requirements. KNOWLEDGE, SKILLS, AND ABILITIES: Excellent written/verbal communication skills, math skills and organizational skills. Proficiency in working with personal computers, proofing and editing skills. Ability to create and present Power Point presentations; ability to use Word, Access and Excel processes. Ability to query systems, create Visio flow charts, retirement knowledge is preferred.
