3 TERMS OF REFERENCE (TOR) Youth Labor Market Survey - North Kordofan, South Kordofan and Blue Nile States RFQ/KRT/09/142 R1 1. Introduction: Appendix I Creating Opportunities for Youth Employment in Sudan, is a Sudan Joint Programme (JP), that is implemented by eleven UN and UN affiliated organizations (UNIDO, ILO, UNDP, UNICEF, UNESCO, FAO, UNOPS, UNFPA, IOM, UNAIDS, UNV) and their relevant national counterparts. The JP aims to provide skills development and livelihood opportunities to the youth (defined age between years) with particular attention to migrant youth, including returnees and demobilized soldiers. This JP has been designed in consultation with the Government of National Unity and the Government of Southern Sudan both considering youth employment as a priority area in Sudan. The JP will help mainstream youth employment in national development frameworks and create employment opportunities to deliver peace dividends and support the overall CPA implementation. The JP will target six priority states including three states in the North Northern and Southern Kordofan and Blue Nile and three states in the South. The selection of the six states was based on significant numbers of returnees as well as UN presence on the ground. Given the limited amount of resources available, the geographical scope of the programme has been defined as such to maximize impact through focused interventions in selected states. The participating UN agencies have a long track record in implementing recovery and development programmes including in the areas of protection, health, education, food security, vocational training and livelihoods. These experiences will be combined under one umbrella through the JP, and activities directed towards the common goal of creating youth employability and employment opportunities. The rationale behind the JP is for each agency to build on existing experiences while operating under one common framework. Thereby, the JP activities will be jointly coordinated and monitored and lessons learned will be shared. To support national efforts adequately in both north and south, two lead agencies have been appointed for the two regions: UNIDO for the North and ILO for the South. UNDP, as participating agency in the JP will lead a number of complementary interventions, the first of which will be directed at conducting an in-depth youth employment labor market supply and demand analysis in the three target states in Northern Sudan. This exercise aims at providing key information about the main youth employment problems to be tackled, and to identify livelihood constraints, opportunities priorities, options/potentials for migrant Youth in the three Northern states, thereby providing a basis for the programming of all eleven participating agencies. 2. Joint programme Outcomes: 1. Employment creation for migrant youth is mainstreamed into national development framework 2. Policies and measures are in place to help young returnees enter and remain in the labor market 3. Innovative interventions to create concrete employment and training opportunities for the youth developed and implemented in six states 3. Objectives of the survey: The purpose of this survey is to make a diagnosis of the labor youth market in North Kordofan, South 3
4 Kordofan and Blue Nile States with particular attention to migrant youth, including returnees and demobilized soldiers. Specifically, it aims to: 1. Provide an overview of the general labor market situation in the target states with regards to employment and self-employment 2. Assess the labor market capacity needs and recommend a possible revision of existing youth training curricula including the introduction of new training and technical assistance models 3. Provide detailed information on and analysis of the following main indicators of the youth labor market: Population Demographic trends by major age groups [disaggregated by sex for children (0-14), youth cohorts (15-24), adult (25-64) and elderly (+65) and projections, including fertility rates as well as child and old age dependency rates, Education Education trends - Educational attainment, students in education, number of school leavers (drop outs), enrolment and literacy rates - by sex, age, urban/rural [children (0-14), and youth cohorts], and where possible, vulnerable groups (e.g. ethnic groups, youth with disabilities, HIV/AIDS, demobilized youth, migrant workers). Labor Force Youth labor force participation in the economically active population (the sum of total employment and total unemployment) - raw number and as a share of the working age population (the labor force participation rate), over the past decade disaggregated by age, sex, educational level and rural/urban. Youth employment trends - employment rate, employment by economic sector and status by public or private sector, by hours of work including voluntary and involuntary (part-time)- disaggregated by age, sex, educational and training levels, and rural/urban. Employment by type of contract (full time and part-time, permanent and temporary) and status in the main job (wage and salaried workers, self-employed workers, contributing family workers), by age [15-24 and +25], sex, educational level and rural/urban. Where available, information should be provided by economic sector. Informal employment by age, sex, educational level and rural/urban. Where available, information should be provided by economic sector and status in employment. Time-related underemployment by age, sex, educational level and rural/urban. Where available, information should be provided by economic sector and status in employment. Youth unemployment trends by age, sex, educational level and rural/urban. Where available, a breakdown by duration should be given especially for long-term unemployment (more than 12 months). Ratio of youth to-total unemployment rates ratio (share of youth unemployment rate to total unemployment rates) Ratio of youth to-adult unemployment rates ratio (share of youth unemployment rate to adult unemployment rates) 4
5 Inactivity Inactivity rate and discouragement by age, sex, educational level and rural/urban. If possible, the reasons for inactivity should be given to capture worker discouragement. Wages and working condition Wages and earrings by sector and occupation disaggregated by sex, age, educational and training level, occupation, private/ public sector, and rural/urban. Occupational health and safety - number of work-related disease, death caused by workrelated disease, fatal and non-fatal accidents, number of accidents causing three or more days of absence- by sector,sex and age (if possible). Child labor - number of young people aged in the worst forms of child labor by sex and sector. 4. State concisely the main problems of relevance for youth employment that result from the analysis of the youth labor market in the three northern states. In this regard, the survey will take the following into consideration: Economic and institutional environment for job creation (including the attitudes and expectations of the trainees, Business providers, and employers); Nature of jobs available for the target group (youth); Employer constraints to hiring the target group of the programme (real and perceived) including the attitudes and expectations of employers; Identify current gaps at the local market and determine demand for certain professions to inform design of professional courses for young men and women. The survey will pay particular attention to current key states and the stakeholders such as the Ministry of Youth, Culture and Sports- MoCYS, and Central Bank of Sudan-CBOS at state level and the role they can play in supporting improved youth employability; Analyze various aspects of labor market discrimination that women face, and give concrete suggestions on how to address gender-based labor market inequalities in Sudan/ three Northern States; Based on the findings, explain strategies (to be adopted by stakeholders) for enhancing youth access to (self-) employment, in order to alleviate poverty among the youth; Determine training interests and opportunities of male/female youth and where they correspond with the demands of local economy to ensure adequate professional training and work placement opportunities for male and female youth; Make recommendations to strengthen market-led professional training and employment promotion services; 4. Research methodology: The study will should utilize the following data collection methods: i) Collect primary data; ii) Review of secondary data, if any; iii) Direct interviews with key stakeholders; iv) Interviews with project beneficiaries graduating trainees, TVET trainers, and the government ministries (Ministry of Youth Culture and Sports, Central Bank of Sudan, and the various enterprises; 5
6 v) The firm can use any other relevant data collection method as necessary; 5. Scope of Work: i. Pre-Visit Review all relevant project documentation including the Joint Programme Document and previous assessments/analytical reports; Determine, in consultation with the Project Management staff, the most appropriate methods for conducting the survey and preparatory work needed; Prepare plan for approval by Project Management staff incorporating: data collection methods, data collection instruments, resources required and plans to ensure ethical data collection; ii. Visit Conduct project site visits and agreed methodology with the project Management staff, beneficiaries and stakeholders; Data collection at the field level in the three Northern states; Data analysis and recommendations based on the data collected; Provide feedback to Project Management staff throughout visit and share summary of the survey results, observations, and recommendations with the Project Management staff and key programme staff; Conduct a one-day workshop to validate the survey results; Note: The firm will be responsible for following Ethical Considerations, which include but not limited to obtaining informed consent from the survey participants. iii. Post-Visit Prepare draft of the labor market survey summary report and share it with the Project Management staff. The draft report will be subject to discussion by relevant programme staff. After that, the firm will prepare a Final Summary Report to be formally presented to Project Management staff, within 5 days of visit-end. The report format will be agreed upon during the visit; 6. Expected Outputs: a. Three separate reports (one for North Kordofan dubbed North Kordofan Local Youth Labor Market Survey, one for South Kordofan, dubbed South Kordofan Local Youth Labor Market Survey and one for Blue Nile, Blue Nile Local Youth Labor Market Survey. The reports should cover their relevant and respective geographical areas only; b. One final inclusive labor market report on migrant Youth comprehending the main findings/ recommendations for the three areas and will be presented in softcopy (CD Format) and bound hardcopy; c. Conduct Workshop in Khartoum to disseminate the survey results (data & recommendations); 7. Roles and Responsibilities: The firm shall carry out the tasks and specific activities outlined in this TOR to deliver the specific expected output professionally, responsibly and sensitively; Develop a plan and methodology for the evaluation and share with Project Board Management; Prepare relevant study tools and materials; Submit report to Project Board Management 5 days after conclusion of the exercise; 6

Qualification and Experience of the required firm: The labor market survey will be conducted by a consultancy firm, which should fulfill the following requirements, at a minimum: Relevant qualification and experience for staff/consultants Technical expertise (previous experience with labor market surveys, vocational training, economic recovery, and SME development, ideally in a post-conflict environment); Previous working experience in the three targeted area in particular is an asset; Duration of assignment: 35 days including submission of the report/s Other Requirements: The consultancy firm staff should bring their own laptops computer. Payment: The standard method of payment to contractors, whether national or international, shall be the outputbased lump sum scheme. 7
