2 Overview ITWD Mission: Preparing VA s IT professionals to better serve our nation s Veterans through the delivery of targeted, competency based skills and development programs. ITWD Vision: Developing VA's workforce by creating an environment of learning excellence. What We Do: ITWD designs, develops and delivers IT specific training to the Office of Information and Technology (OI&T) workforce utilizing a metric driven IT competency model framework. This office is also responsible for implementing the Office of Personnel Management's (OPM) 2210 Competency Models throughout OI&T. ITWD also provides VA wide Federal Information Security Act of 2002 (FISMA) compliance and privacy and rules of behavior training. 2
3 Acquisitions and Contractual Authority Acquisitions and contractual commitments can only be made by Government officials having expressed authority to enter into such agreements on behalf of the United States Government. The ONLY Government officials with such authority are Warranted Contracting Officials. Any discussions of contractual requirements do not constitute contractual direction or authorization of any kind. Future contractual directions, If ANY, shall ONLY come from the cognizant Department of Veterans Affairs Warranted Contracting Officer. 3

5 Professional Workforce Development Competency Modeling Program Competency Modeling is a corporate initiative designed to align the skills, knowledge, and abilities of employees with strategic goals and objectives. The term competency refers to an ability, skill, or attribute that is associated with superior job performance. Competencies are typically defined in terms of observed behaviors. Examples include: Decision Making: Ability and willingness to make tough decisions in a timely manner. Follows through on decisions and actions. Customer Service: Maintains a consistent focus on meeting or exceeding the customer s expectations while staying in touch with changing customer needs. 5
6 Professional Workforce Development Competency Modeling Program, Cont. Models align to job families (e.g., Systems Administrator, Software Developer), NOT organizations/teams Employees, in collaboration with supervisors, use the skill gaps as a driver for assigning activities to eidps to meet specific development needs, reducing scrap learning ITWD aggregates competency model assessment results to identify competency gaps across the OI&T population Competency gaps feed ITWD s data driven process to identify learning activities to enhance workforce competence 6
7 Professional Workforce Development Training Development Program Formal learning solutions are designed to improve the capabilities of our people and enhance the performance of the organization. It is a best practice to blend formal with informal learning solutions to achieve this goal Employing and partnering with experts in instructional design and IT certification preparation Formal Training Development Activities that feed: Live virtual instructor led courses On Demand or self paced web based training and Microsoft Lync webinars Smart Classrooms capable of hosting synchronous stand and deliver training courses for more than 100 students per training event. 7
8 Professional Workforce Development Training Development Program Impacts 61,239 instances of training taken by OI&T staff in FY customized training events developed in FY14 Robust IT Certification Course program ITWD has partnered with OIS to implement an ISO Mentoring Program to encourage learning from others and application of knowledge ITWD develops and maintains all FISMA awareness and role based training 99% compliance in OI&T Over 400,000 completions of the Annual Privacy and INFOSEC Course 8
