1 ROLE TEAM LOCATION SALARY BAND Senior Finance Oicer Business Auckland 4B PURPOSE OF THE POSITION The Senior Finance Oicer is responsible or assisting the Chie Financial Oicer (CFO) with delivery o the Commission s accounting and inance unction. The primary responsibility is ensuring sound inancial inormation and advice is provided to the Board, management team and other internal and external stakeholders within agreed timerames in conjunction with the CFO, and in ensuring the accuracy and integrity o the Commission s inancial systems and transactions in conjunction with the Finance Assistant. PURPOSE OF TEAM Provide an eective and eicient inance unction that enables the Commission to carry out its purpose and unctions with excellence, and support the Commission s ongoing inancial sustainability through strategies to secure additional sources o revenue. WORKING RELATIONSHIPS RELATIONSHIP Reports to Internal External Direct Reports POSITION Chie Financial Oicer Board, senior management team, people and perormance team, inance team, other Commission sta Audit NZ, Inland Revenue, Government agencies, Suppliers, Bankers, Payroll service providers None ORGANISATIONAL VALUES Human Dignity Mana Tangata Courage and Integrity Maia Tika Pono Relationships Whanaungatanga KEY ACCOUNTABILITIES a Leadership Assists the CFO to: o provide eective leadership to others in the Commission on inancial and procurement matters o build rapport with internal decision makers, mentor, partner, and deliver training sessions so others have a clear understanding o the link between inancial FINAL 10 October 2017 Page 1 o 5

2 decisions and the impact those decisions have on the Commission s ability to achieve its strategic objectives o train and mentor others in inance processes. b Financial Systems Ensures the Commission s inancial systems (including all technologies deployed or transaction processing, budgeting, orecasting and reporting) are maintained. This includes ensuring the systems: o are it or purpose o enable the Commission to maintain a system o internal control and comply with relevant standards and legislation, and o provide inormation to the Board, Chie Executive and other users that is timely, accurate and easy to understand or making inancial decisions. c Management Accounting Prepares the monthly inance report to the Board and other inancial reports as required, or approval by the CFO. Through the provision o advice, expertise and training, enables managers to discharge their responsibilities as budget holders in: o planning and budgeting their area s activities o reporting on the inancial impact o activities, and o ensuring they can inorm the Chie Executive and other stakeholders o uture inancial results or their area / activity. d Financial Accounting Ensures the inancial results o the Commission are accurate and have integrity through: e Payroll o eective planning o inancial processes to ensure delivery by deadlines o ensuring the Commission s current and uture cash position and needs are accurate o maintaining the ixed asset register and perorming stock takes as required o ensuring accurate and timely iling o tax and other statutory returns, including PAYE o preparing all necessary journals and adjustments o reconciling all balance sheet accounts monthly o preparing the annual statement o accounts and annual audit ile and managing the annual audit process o maintaining, updating and ensuring compliance with the Commission s inancial policies in accordance with statutory requirements and current accounting practice o overseeing the Commission s accounts payable and accounts receivable unctions, ensuring accuracy and administration o processes. o Manages the Commission s outsourced payroll provider, including providing payroll instructions to the provider s bureau sta o Manages preparation o and ensures accuracy o ortnightly and other pay runs. 3 g Procurement h Other o In conjunction with the CFO, provides advice and assistance to managers and sta to ensure the Commission s purchasing and contracting is it or purpose (eicient, cost eective and timely) and complies with all relevant public sector and Commission policies and guidelines. o Provides timely and accurate advice to the CFO, managers and sta on areas within responsibility o Authorises payments in conjunction with other bank account signatories o Manages the day to day relationship with the Commission s bankers o Manages the day to day relationship with the Commission s insurers, including claims management and timely renewal o policies o Undertakes own work tasks as assigned by manager o Recognises and implements individual good employer responsibilities under the Crown Entities Act 2004 and responsibility or workplace health and saety under the Health and Saety at Work Act PERSON SPECIFICATION Qualiications & Training Experience Relevant tertiary qualiication Membership o a suitable proessional accounting body Demonstrated experience providing a wide range o accounting and inancial services in a comparable organisation a Proessional inancial and management accounting knowledge and experience b Knowledge o best accounting practice as outlined by the Institute o Chartered Accountants Australia and New Zealand and other proessional accounting bodies, including international public-sector accounting standards c Knowledge and experience o government accounting requirements, including Crown Entity compliance obligations d Evidence o ability to apply analytical skills in a practical setting e Evidence o ability to act as a business partner to inluence outcomes across the organisation Evidence o ability to communicate inancial inormation eectively to non-inancial audiences, including through written or verbal reports up to Board and senior management level g Evidence o ability to manage payroll processes including an understanding o relevant New Zealand legislation h Experience with technology implementations and other inance unction improvement projects i Minimum competency with the ollowing sotware: o Advanced in Microsot Excel, with competency with pivot FINAL 10 October 2017 Page 3 o 5
