1 Background MAORI ACTION PLAN Auckland Council is committed to meeting its broader legal obligations to Māori and has adopted the Māori Responsiveness Framework (MRF) to guide Council and CCO operations. The goals of the MRF are to: foster more positive and productive relationships between Council and Māori develop the ability of Council and its people to respond more effectively to Māori contribute to Māori wellbeing by developing strong Māori communities Waterfront Auckland (WA) has delivered a number of initiatives that have contributed to good Māori outcomes for both Auckland s waterfront and the organisation. This includes among others: an active programme of consultation and information sharing with Iwi, including in regards to investment opportunities on the waterfront. This was recently formalised through the adoption of the Māori Engagement Policy. WA also consults with Māori through the resource consents process. support for events such as the Matariki and Atamira festivals support for Iwi projects such as Te Waka Māori and in providing procurement opportunities for Iwi incorporating Māori art into the public realm such as Shed 10 inclusion of Māori design principles in policy documents such as the Sustainable Development Framework (SDF) and design guidelines for Wynyard Central research that identifies areas of cultural significance on the waterfront such as the Heritage Study undertaken for the Waterfront Plan various placemaking activities that have included elements of Māori culture WA commissioned Heta Hudson of Crowe Horwath to review the existing planning documents across Council, identify areas of strategic alignment where WA can effectively contribute to the MRF, and propose corresponding actions (this background document is available upon request). The Māori Action Plan (MAP) is a strategic document produced by WA as a result of that Report as well the consultation made with key stakeholders within WA. Purpose The purposes of the MAP are to: provide the strategy and actions that will promote Maori responsiveness in WA s current and future activities, and give effect to the MRF. Strategic framework Fourteen strategic documents and projects were reviewed to identify areas of strategic alignment (see Figure 1 below). The Report suggests that WA should focus on the areas of stakeholder engagement, culture and heritage, kaitiakitanga, and tourism and economic. One of the Auckland Plan s desired outcomes is that Māori identity will be Auckland s point of difference in the world. The relevant strategic direction is to enable Māori aspirations through recognition of Te Tiriti o Waitangi/ Treaty of Waitangi and customary rights and lifting significantly Māori social and economic well-being. The Māori Plan provides clarity to Council and CCOs as to what Maori want and the basis for measuring changes to Māori wellbeing. The Waterfront Plan commits to the inclusion of Māori culture and philosophies in the of the waterfront. Council s Economic Development Strategy (EDS) has identified the Māori economy as a vital component of Auckland s growth. 2 Figure 1. Strategic framework Focus areas Stakeholder engagement Māori stakeholders can add value to WA s projects and operations through meaningful, timely and inclusive engagement. It is a priority of the Auckland Plan to enable tangata whenua co-management of the natural resources, by incorporating Māori values, culture and beliefs in all policies by Ensuring ongoing integrated Iwi engagement with WA at strategic and project level will provide Māori with investment, economic and social opportunities, and a significant role in contributing to good environmental outcomes for the waterfront. Culture and heritage A priority of the Economic Development Strategy is to transform Auckland into a vibrant, creative international city that promotes Māori culture as its unique visitor, talent, and investment proposition. The Auckland Design Manual (ADM) recognises Iwi as critical to capturing appropriate Māori narratives in design. The SDF seeks to work with Iwi on projects that promote cultural values. Developing cultural action points for the waterfront will provide economic opportunities for Māori, enhance waterfront activities for both domestic and international visitors, and contribute to the Waterfront Plan s public waterfront goal. Kaitiakitanga Iwi and WA share common aspirations toward improving environmental outcomes. It is a priority of the Auckland Plan to explore partnerships with Iwi in order to protect Māori heritage. The SDF also provides for this partnership, particularly during the consideration of proposals. A theme called Taiao was included in the ADM to promote active kaitiakitanga in design, for example, in using locally-sourced hard landscape and building materials that are of high cultural value to Iwi. Increasing kaitiakitanga expression in WA s projects and operations will enhance or restore Taonga Māori on the waterfront and chart a sustainable future where Māori are kaitiaki of the environment. Tourism and economic The Economic Development Strategy supports Iwi in exploring their potential for establishing Māori entrepreneurship and points of difference for Auckland, and in developing integrated communication network that utilises Māori media, in order to facilitate partnership opportunities for tourism. The Auckland Visitor Plan advocates for greater Māori presence in Auckland s attractions, public spaces and frontline visitor services. Increasing the role and presence of Māori in tourism and economic on the waterfront will contribute to Waterfront Plan s smart-working waterfront goal. Actions The proposed actions for each focus area are listed in Table 1, which include the tasks for the next two years, ongoing work, resources required, and key stakeholders within and outside of WA. The goal is to provide a platform for key relationships to be built at an operational level. It is suggested that training could be undertaken in both informal and formal settings i.e. marae based, field based cultural heritage workshops etc. Develop and host a series of lunchtime learnings covering te reo, tikanga, kaitiakitanga, waterfront cultural history, Auckland-Iwi projects, and WA Maori engagement policies and procedures. Appropriate communication channels between WA staff and key relationships are understood Collation of useful materials for staff including a glossary of common phrases and words for staff and other things coming out of the lunchtime learnings Staff has a sound understanding of issues relating to Maori participation in WA. These opportunities will include appropriate cultural narratives, options to express cultural values (i.e. whakairo) and designs that can be used as part of WA s wider and communication strategies.
