1 Monterey County 14C47 DEPUTY TREASURER-TAX COLLECTOR DEFINITION Under general direction, plans, organizes, directs and manages certain high-level fiscal and collection oriented processes in the multiple divisions of the Treasurer-Tax Collector s Office, including but not limited to, Treasury, Revenue and Systems; supervises professional and technical subordinate staff; and performs related duties as required. DISTINGUISHING CHARACTERISTICS Deputy Treasurer-Tax Collector is a single-position found only in the Treasurer-Tax Collector s Office, reporting to the Assistant Treasurer-Tax Collector. This is a second management level position with functional management responsibility for multiple and diverse divisions and assumes significant responsibility for highly complex financial management and major financial transactions. The work of this position emphasizes responsibility for planning, coordinating and directing treasury banking operations; administration and investment portfolio management for County, school districts and special districts; operations of the County s centralized collection program; oversight of the department s technological needs; and maintaining all policies and procedures impacting investment analysis, portfolio system support, auditing and reporting requirements. This position exercises considerable discretion and independent judgment in the prioritization and coordination of departmental mandates, goals and objectives and in working with managers, other agencies and departments, banks, brokers and staff to coordinate and enhance services. The Deputy Treasurer-Tax Collector is distinguished from the next higher class of Assistant Treasurer-Tax Collector in that the latter is the assistant department head level responsible for overall management of the Treasurer-Tax Collector department, and serves as department head in the absence of the Treasurer-Tax Collector. The Classification is further distinguished from the lower level of Finance Manager II by having responsibility for planning, coordinating, directing the activities of at least three major divisions within the Treasurer-Tax Collector, whereas the Finance Manager II is responsible for performing complex accounting and fiscal management functions in conjunction with the Deputy Treasurer-Tax Collector. EXAMPLES OF DUTIES Nothing in this specification restricts management s right to assign or reassign duties and responsibilities to this job at any time. 1. Plans, organizes, directs and manages activities of the Treasury, Revenue and Systems divisions of the Treasurer-Tax Collector s Office. 2. Selects, supervises, trains and evaluates the performance of subordinate professional and technical staff. 3. Represents the Department and coordinates divisions activities with other divisions, banks, schools, special districts, Superior Court, departments and agencies. 4. Responsible for the supervision of all departmental information technology staff 5. Exercises overall responsibility for Department budget preparation (all divisions) and budget monitoring. Analyzes expense and revenue data/trends, ensures compliance with budget requirements

2 and adherence to generally accepted accounting principles, and ensures accuracy of the Court Collection Program (CCP) budget calculations per PC and ensures maximum reimbursement. 6. Assures that the Department s Court Collection Program adheres to State mandated standards. Develops and audits accuracy of State mandated reporting requirements associated with the CCP. 7. As directed, oversight responsibility to conduct market analysis and analyzes investment portfolio for daily maturities and potential new investments. 8. As directed, oversight responsibility of cash flow analysis requirements to ensure daily cash needs are be met; consults with Auditor-Controller on accounting issues. 9. Reviews and interprets all legislation, regulations and laws effecting departmental operations to ensure policies and activities are in compliance. 10. Develops, writes, reviews and implements policies and procedures for internal controls. 11. Department wide management of internal contracting process including cost/benefit analyses QUALIFICATIONS A combination of experience, education, and/or training which substantially demonstrates the following knowledge, skills and abilities: Knowledge and Skills: Thorough knowledge of: 1. Principles and practices of organizational development, project management, work planning, staffing analysis and records management 2. Principles and practices of personnel management including: supervision, selection, training and performance management. 3. Principles, practices and procedures of budget preparation and management; fiscal control auditing; financial analysis; reimbursement and third party reimbursement 4. Fund accounting and government accounting standards 5. State, Federal and local laws, and regulations governing investments and collections 6. Principles and practices of computerized data processing as applied to financial management, investment, and collections 7. Principles, practices and techniques of public fund investments, including investments available to local government 8. Data mining techniques 9. Economic and technical factors affecting the money market 10. Cash flow analysis and cash management systems 2

3 11. Principles and practices of collection and investigative methods 12. The Fair Debt Practice Act. 13. Court procedures, criminal fine distribution, and related regulations. Working knowledge of: 1. State and federal law affecting fiscal operations, reporting and resource management including regulations specific to public finance and court collections 2. Principles and practices of internal auditing and operations auditing 3. Current information technology as it relates to accounting operations and management information systems Skill and Ability to: 1. Plan, organize, coordinate and direct complex treasury, collections and systems activities and financial operations 2. Analyze needs, problems and procedures, develop alternatives, and implement recommendations in support of operational goals, objectives, and standards 3. Understand the management of a pooled public agency investment portfolio including ability to achieve the highest earnings on investment consistent with acceptable risk 4. Understand the purchase/sale negotiation of investment instruments to ensure the most favorable prices. 5. Apply complex financial concepts and prepare data for high-level reporting 6. Direct and participate in the preparation, review and analysis of a variety of financial, statistical and operational reports 7. Communicate effectively both orally and in writing 8. Coordinate, develop and direct complex collection and investment processes and accounting to ensure regulatory compliance and effective outcome 9. Select, coordinate, direct and train subordinate professional and technical staff 10. Build consensus and teamwork within organization 11. Maintain effective working relationships with others contacted in the course of work, public officials, banking and investment officers, staff, customers and members of the public 12. Read, interpret, explain and apply a variety of complex laws, regulations and policies 13. Prepare and administer a budget 3

Establish and maintain effective working relationships with those contacted in the course of work including all level of County employees, those of other divisions and departments, Superior Court, banking and investment officers, schools, special districts and agencies and members of the public REQUIRED CONDITIONS OF EMPLOYMENT As a condition of employment, the incumbent will be required to: Possess a valid class C California driver license, or provide suitable transportation that is approved by the appointing authority by the time of appointment. EXAMPLES OF EXPERIENCE/EDUCATION/TRAINING Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment listed above is qualifying. An example of a way these requirements might be acquired is: Completion of a Bachelor s degree in finance, accounting, economics, business administration, public administration or related field AND Four years of progressively responsible experience managing a financial services based program including supervising subordinates and preparing economic analyses and statistical reports Two years of collection related experience. PHYSICAL AND SENSORY REQUIREMENTS AND The physical and sensory abilities required for this classification include: 1. Ability to sit for long periods of time, e.g., attending meetings, sit at a computer terminal 2. Ability to drive a motor vehicle to and from various work locations during work hours 3. Ability to read a variety of text and see well enough to function in a typical office environment 4. Ability to hear normal telephone conversations and normal voice projections in a typical office 5. Ability to speak in order to make presentations to a variety of audiences 6. Physical dexterity to function in a typical office environment. 4
