1 KITSAP COUNTY invites applications for the position of: HUMAN RESOURCES ANALYST SALARY: $ $34.87 Hourly $56, $72, Annually OPENING DATE: 06/08/15 CLOSING DATE: 07/17/15 11:00 PM GENERAL STATEMENT: The incumbent performs professional human resources work in the areas of employee recruitment and selection, classification and compensation, benefits administration, human resources research and analysis, program development and implementation, human resources management information systems and assist with labor negotiations. The Human Resources Analyst may be assigned lead responsibilities over support or technical staff on a continuing or project basis. Work is performed under general supervision and employee regularly exercises discretion, independent judgment, and initiative within statutory requirements and established policies, guidelines, and procedures. Work is reviewed periodically for accuracy, statutory conformance and compliance with performance standards. Distinguishing Characteristics: Human Resources Analyst is journey level Human Resource consultant responsible to provide professional level consultation and produce professional level work products. This classification may provide training to supervisors and employees and will work one on one with supervisors, executives and staff to assist with all types of HR needs. QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS: Required Education and Experience Bachelor s degree in human resources management, industrial relations, public or business administration, psychology, or a related field from a college or university accredited by the US Department of Education, AND Two years of professional/technical human resources experience; OR Any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work. Preferred Education, Experience or Other Qualifications Experience unionized environment. Experience using and NEOGOV recruiting software and other Human Resource Information Systems.
2 Required Licenses, Certificates, Examinations/Tests and Other Requirements Please note: The incumbent is responsible for obtaining and maintaining all of the following required licenses, certifications and other requirements. Prior to employment the successful candidate may be required to: Submit official transcripts from an accredited college or university if education is being used to meet the minimum qualifications. Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting. At time of appointment the successful candidate must: (Evidence of ability to obtain these by appointment may be required at any time in the selection process.) Be able to fulfill all traveling requirements of this position and meet the qualifications and guidelines of the Fleet Risk Control Policies in the operation of a motor vehicle on County business. Required Knowledge, Skills and Abilities: Knowledge of: Human Resources techniques utilized in employee relations, discipline, investigating complaints, recruitment, classification, testing, job analysis, wage and salary administration, record keeping, labor relations and training. Statistical analysis methods and techniques. Interviewing techniques. Principles, practices, and techniques of public human resources administration and management. Application and interpretation of federal, state and local rules, regulations, codes and ordinances, and Equal Employment Opportunity/Affirmative Action as they relate to area of assignment. Basic information system principles and human resources applications. Use of software including Microsoft Office Word and Excel Skills and/or Ability to: (Competencies) Accountability, Professionalism and Initiative - Appear for scheduled work with regular, reliable and punctual attendance. Work over 40 hours in a week, on occasion may require holidays and weekends, as needed. Decision Making - Apply judgment and discretion in resolving varied and complex human resources problems and in interpreting policies, contracts, and regulations. Productivity and Quality Output- Gathers, analyzes, evaluates, and prepares clear and concise reports or recommendations. Develops, prioritizes, balances and completes short term goals. Creates high quality work product. Input accurately and retrieve information from the computer system. Negotiation Effectively work with others to understand interests and actively strive
3 to achieve agreements or resolve differences in a timely manner. Manage Projects- Manages all stages of projects to ensure that commitments are met in a timely manner, and within budget. Essential Job Functions: Job Classification: Develop classification specifications and maintain County-wide classification plans. Conduct classification studies of existing and new positions, including on-site analysis of duties and responsibilities, salary surveys, and internal comparability analysis. Recommend classification and compensation changes. Prepares classification reports and staff reports which document and justify the recommendations for approval by the appropriate authority. Prepare resolutions. Compensation: Maintain County-wide compensation plans and ensure that the County s plan is competitive, cost-effective and equitable in relation to internal comparisons, external comparisons and contemporary compensation practices and techniques. Research salary and benefit trends, develop, conduct and participate in surveys and studies of other comparable entities; gather, compile, and analyze information to determine appropriate market based compensation. Conducts job evaluations and analysis to resolve internal equity issues and assists in development and administration of a wide variety of internal pay practices, including step increases, premium pay or other. Recruitment and Selection:
4 Assists and advises department in recruitment and selects of employees. Determine recruitment/selection methods and strategies, scoring techniques, developing job-related interview questions, supplemental questionnaires, experience and education screening criteria and further testing processes; monitors and may participate in the oral interview process, assuring compliance with applicable laws, regulations and policies. Consult with department heads, provides advice and guidance related to the employment process. Research methods and material used in developing fair and job-related examinations; develop, coordinate and administer validated examinations; conduct statistical analysis of examination results when required. Civil Service: May be appointed to serve as Chief Examiner with responsibility to manage and oversee the Civil Service Commission recruitments for the Sheriff s Office Personnel. Conduct classification reviews on new and existing Civil Service classifications and prepare recommendations. Represent the County before and make presentations to the Civil Service Commission. Benefits: May serve as the County s Benefit Administrator assigned to develop and manage the County s benefits programs with an emphasis on insurance benefits (health, dental, life, LTD, etc.), COBRA administration, deferred compensation and retirement programs. Work with providers and benefits consultant to resolve contract issues and adoption by Board of County Commissioners, coordinate plans and implement changes. Coordinate open enrollment activities, communication with employees regarding changes through newsletters and other means. Serve as staff person to the Medical Benefits Committee. Assist with benefit administration as assigned. Assist departments and employees with benefit issues and plan interpretation. Responsible for ensuring that all insurance activities are in compliance with the requirements of the law including HIPAA. If assigned as a Benefits Generalist, assists assigned departments and employees with benefit issues and concerns and serves as liaison between the benefits manager and the operating departments. Employee/Labor Relations: May interpret and administer labor contracts, represent the department in grievance handling generally at the pre-litigation stage. Conduct confidential research for labor negotiations. Assists counsel in arbitration proceeding involving contract interpretation and disciplinary matters. Assist in the resolution of complaints and grievances; investigate and analyze situation and evaluate information to make recommendations on the resolution of situation; assist supervisors, managers and directors in resolving less complex human resources problems. Performance/Program Management:
5 Advise departments on personnel rules, practices and procedures, union contract provisions, County personnel rules, policies, benefits, and federal and state laws within assigned areas of responsibility. Advises department managers in a variety of sensitive and legally complex employee relations and discipline issues. Area of involvement include discrimination and EEO issues, sexual harassment, wage and hour violations, wrongful termination claims and other areas requiring both knowledge of employment law and expertise in organizational behavior. Administer the Kitsap County reimbursable Unemployment Insurance program. Assist departments and employees in problem resolution regarding concerns in areas of use of paid leave programs. Provide technical guidance and problem resolution to departments and staff on Family Medical Leave (FMLA) issues and State Family Leave issues. May coordinate and manage other programs such as employee recognition, new employee orientation, employee suggestion award program or other programs as assigned. Coordinate with the vendor and departments on unemployment related issues such as providing accurate reasons and providing applicable documentation for separations, coordination of witnesses for unemployment hearings. Training: Develop and conduct training for supervisory and management employees on the interviewing process, Family Medical Leave policies and procedures, performance management, sexual harassment and other laws and policies. Policies and Practices: Provides interpretation and guidance to managers and employees on legal and policy matters. Input, update, retrieve and manipulate data from the human resources information system in order to prepare reports, personal actions or forms. Prepare various government reports. Analyze, research alternatives, and recommend improvements to existing human resources policies, procedures, equipment, and operating systems of the division. Analyze, research legislation and regulations to determine effect on personnel programs and services. Other Job Duties: Perform other related duties as assigned.
