Background of the expertise mission The Regional Artemisinin Initiative (RAI) was identified as an early applicant grant under the Global Fund New Funding Model. The initiative s goal is to eliminate falciparum malaria from the areas with proven artemisinin resistance and the surrounding areas at risk in the following five countries of the Greater Mekong sub-region: Myanmar, Cambodia, Vietnam, Thailand and Laos. A regional body (Regional Steering Committee RSC) has been formed to act as a regional coordinating mechanism for this Global Fund grant. The RSC includes members of the following constituencies: Asian Development Bank, ASEAN, development partners, WHO, five RAI countries, academia, civil society, private sector, China and Gates Foundation. The program consists of a country component and a regional component, also called the intercountry component (ICC). Both components have recently been approved by the GFATM, and preparations are now being made for fast implementation of the program to counter the emergency of emerging artemisinin resistance in falciparum malaria in the region. 2 The process of selection of the implementation partners is owned by the RSC as stated in the governance architecture of the RAI. However, the secretariat for the RSC has not yet been established. UNOPS has been identified as the Principal Recipient (PR) of the grant, but is also not in the position to take on this additional task in such short period of time. The work is urgent and requires a dedicated technical programme expertise to translate the ICC concept note into a specific description of action/terms of References and for developing a full Request For Proposals (RFP) documentation and run the process of Sub-recipients (SR) selection. III. Objective and expected results 1) General objective of the expertise mission The overall objective of the mission is to support the management of the entire SR selection process of the Inter-Country Component of the Regional Artemisinin Initiative, ensuring transparency and quality in the selection process. 2) Specific objectives: - To support the development of the Request for Proposals (RFP) - To support the selection of implementing partners 3) Expected results The expert support should enable the RSC to implement the SR selection process in a transparent and timely manner - on March 28, 2014 at the latest. IV. Description of the expertise mission 1) Description of tasks The expert will undertake the following activities: 1/ To support the development and launch of the Request for Proposals (RFP): - To analyse the exact service packages needed for the ICC to be implemented. - To define RFP detailed procedures (Terms of References), including details on programmatic and geographical areas in which services are requested. - To define the criteria that applicants need to comply with to be able to deliver such specialized services (specific expertise, profile, implementation capacities, etc). - Produce the template/form of a Project Proposal and a Budget/Financial proposal that applicants need to submit. - To define a list of evaluation criteria for scoring of the received proposals. - To launch the RFP and select an evaluation panel. 2/ To support the selection of implementing partners: - To screening applications received and assess their capacities. - If needed, to meet with potential implementers in the regions. - To summarise and analyse applications received with a rating for each applicant. 3 - To lead the evaluation panel to review proposals. - To presentation the review and provide recommendations to the RSC for final endorsement, including rationale for the selection with comparative scoring. If needed, the consultant will travel to the areas where the ICC will be implemented to meet with potential implementing partners. The expert will ensure that the entire screening and selection process is properly documented. He/She will work in close contact with PR-UNOPS, the executive committee of the RSC and the GFATM Fund Portfolio Manager. 2) Expected deliverables - RFP technical and financial forms. - Assessment tool. - Applications review and recommendations. 3) Coordination The expertise will be coordinated by Prof. Dr. Arjen Dondorp, chair of the Regional Steering Committee and FEI. V. 4 5) Provisional timetable: The following provisional timetable will be adjusted to the actual contract signing. It will be also detailed and updated by the expert during the first week of the assignment in close collaboration with PR-UNOPS, the GFATM Fund Portfolio Manager, the executive committee of the RSC and FEI. Expertise and profiles 1) Number of experts : 1 2) Expert Profile: Expert in malaria with experience in public health and program implementation Qualifications and skills: - Advanced university degree in public health, epidemiology or infectious diseases. - Excellent skills in communication and team work. - Excellent interpersonal, co-ordination and negotiation skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. - Proven conceptual analytical and evaluative skills and ability to conduct independent research and analysis, identifying issues, formulating options and making conclusions and recommendations. - Excellent knowledge of national health systems in the region, with objectives of the RAI, and of malaria programs/grants in the region. - Knowledge of Global Fund processes and requirements. - Excellent planning, organisation and problem solving skills. - Excellent command of the English language; verbal and oral. - Computer literate including knowledge of Word, Excel, PowerPoint & Access. Professional Experience: - Demonstrated experience at international level in the area of malaria prevention, treatment, care and support, including program design and implementation, research and policy development. - Experience in working with national malaria programs in developing countries, and with CSOs and communities. VII. Mission Report In addition to the deliverables, a single mission report is due at the end of the mission, within 30 days of the return from the mission.
