She initiated the profession of housing management. The work of Octavia Hill was continued by the Association of Women Housing Workers, founded in 1916, which worked alongside the Institute of Housing after it was established in These two groups merged in 1965 and became the Institute of Housing Managers, marking the start of the modern era for CIH. The Institute received its Royal Charter in 1984 and reflected this in its name in 1994, when it became the Chartered Institute of Housing. CIH is a registered charity and not-forprofit organisation. This means that the money we make is put back into the organisation, and funds the activities we carry out to support the sector. Helping tenants to shape their communities There are over four million homes provided by local councils or housing associations in the UK. Residents of social housing have an increasing influence over how their homes are managed. 15 I would go as far as to say the CIH courses played a big part in where I have managed to get to today The courses were hard work but I would recommend them to anyone looking to get ahead in housing. 16 We understand how busy you are. If you are already working full time, the idea of fitting formal study into your busy day can seem daunting. That s why many of our courses can be completed in bite-sized chunks when and where you want to. We have a network of 78 accredited centres across the UK for face-to-face teaching or you can choose distance or blended learning. Flexible learning through QCF Many of our courses are delivered through the Qualifications and Credit Framework (QCF) the new system for recognising skills and qualifications in England, Wales and Northern Ireland. There is a Scottish Qualification framework that works in a similar way. The QCF awards credit for qualifications and units, allowing learners to build up their learning in small steps. Learners complete units to accumulate credits, with higher levels of qualifications requiring more credits. As well as CIH qualifications for housing professionals, we have joined forces with the world-class Warwick Business School to offer advanced leadership programmes; with the Chartered Institute of Building we design qualifications for housing maintenance, and we are recognised by the Institute of Leadership and Management to deliver leadership and management courses. 17 Two days after hearing that I had passed my Level 3 Certificate in Housing Maintenance, I was successful in applying for a position as Responsive Surveyor with my company Sanctuary Housing. This was the position that I had hoped to achieve when I first started studying. I had no idea it would happen so quickly. 22 Active Learning for Residents CIH is helping to improve communities by educating and empowering residents Through the Active Learning for Residents (ALfR) programme, CIH recognises and strengthens active residents contribution to their neighbourhood and their housing organisation while also building the coaching skills of employees. This unique programme of qualifications focuses on accrediting the skills gained by residents as they work to change their communities for the better, enabling them to tailor their learning to their surroundings, work at their own speed, and reflect on real life challenges and successes. The programme is delivered by your housing practitioners, trained by CIH to guide residents through our nationally-recognised qualifications. 36 Over the last 18 months, the government has introduced a whole host of policy reforms which have fundamentally altered the way that housing is and will be funded, accessed and managed. From April 2012 and throughout the next 12 months we will see these changes actually come into effect. So now it is time to put policy into practice. For housing professionals that means a year filled with the practical issues that come with managing change and with making new approaches work. But the challenge doesn t end there. With so much change going on, it would be easy to focus on this alone, but it s really important that housing professionals don t take their eye off the ball and continue to get the basics right and deliver excellent services to tenants. 44 How we have helped you influence We worked with the housing sector in England to develop a comprehensive response to government s proposals for welfare reform. Using the experiences of housing professionals to illustrate our arguments gives us strength and credibility in our work with civil servants, ministers, MPs and Lords as demonstrated by the detailed Parliamentary debates on localism and welfare reform which focus on our priority issues. We work collaboratively with other organisations on housing policy and practice. In 2011 we produced a thinkpiece on Making Better Use of the Private Rented Sector to Meet Housing Need in Northern Ireland with the Department for Social Development and SmartMove NI. We supported the Guardian with extensive research to uncover the likely impact of welfare reform in the private rented sector.
