2 PUBLIC WORKS LEADERSHIP DEVELOPMENT PROGRAM01 WHO SHOULD ATTEND The program is designed to benefit current and aspiring local government and public works managers who want to hone their management and leadership skills. AORS encourages supervisors, lead hands and forepersons, technicians/ technologists, and managers from all public works-related fields to enroll and complete the program together. The program will also benefit department directors from small and mid-sized organizations. Since 2007, our participants have been from a wide-range of employers, large and small. Public Works professionals have attended from municipalities, other levels of government, private contractors, First Nations, and conservation authorities to name a few. Participants often have responsibility for diverse portfolios that include roads, parks, property, facilities, water, wastewater, cemeteries, airports, landfills and other public works and community services. All have benefitted from the opportunity to network and learn from each other and the experiences of our instructors. LEARNING OBJECTIVES This is the first training program developed exclusively to integrate with the CRS Professional Development Program. It is intended to be a primer on leadership for Public Works professionals. At the conclusion of the program attendees will have enhanced their skills around: 1 Understanding the municipal framework under which Public Works operates 2 Taking a leadership role in interactions across the organization 3 Developing a team culture that is customer and achievement focused 4 Budgeting and being an effective money manager 5 Planning and preparing Public Works people resources for the future 6 Problem-solving and improving processes to reduce cost 7 Communicating effectively with Council and community stakeholders

4 01 PUBLIC WORKS LEADERSHIP DEVELOPMENT PROGRAM The CRS Training Program has provided me with an excellent opportunity to continue my education in the Public Works sector to advance to Manager of Operations. The AORS Certification Program is a positive and great learning experience from both the instructors and cohorts. I encourage my staff to build on their education and training in order for the Municipality to continue to promote within the organization and to keep up to date on new service delivery approaches. I recommend the PWLDP for all AORS members. Don Huston CRS-S, Manager of Operations, Municipality of Kincardine The Public Works Leadership Development Program (or approved equivalent program modules) is mandatory for CRS professional designation. See page 18 for specific CRS and PWLDP requirements. Course Overview Dramatic changes in the workforce and workplace are changing the nature of public works. Management team roles and responsibilities are decidedly more complex today than even a decade ago. To be successful, local municipal operations require experienced, highly trained professional managers who can efficiently execute the corporate blueprint. Strong, committed leadership at all organizational levels ensures the focused development and delivery of essential community services. The Public Works Leadership Development Program is developed and conducted by Ainslie Wood, Wood-Sloan Inc and her partners in this endeavour, Barry Malmsten and Ian Cook. It provides actionable learning that can translate into personal and professional growth and sustainable corporate results. The program consists of eight (8) modules. A maximum of 20 participants in each session fosters an optimal intellectual, interactive adult learning environment. Based on demand, additional sessions at dates and locations to be determined will be available with the same instructors as noted in the following pages.

The training team and AORS staff will be continually revising the course material to ensure that current, relevant content is available to participants. PWLDP INSTRUCTION TEAM AINSLIE WOOD is the owner and President of Wood-Sloan Inc. Since 1995, her firm has provided a full range of human resources and management consulting services to municipalities, associations, and the broader public and not-for-profit sectors in Ontario. Ainslie s success is in part due to her unique blend of leadership experience and her understanding of municipal business as a consultant to over 60 municipal organizations across Ontario and in previous senior management roles as Director of Human Resources for a large Region and mid-sized Town, and as an Assistant City Administrator for a fast-growing municipality. Ainslie also has direct experience with AORS. Almost since its inception she volunteered her time as a member of the CRS Certification Board. And in her consulting work Ainslie facilitated AORS first Strategic Plan, simplified the CRS application form and redesigned the CRS challenge exam. Ainslie has extensive consulting experience in Public Works environments. She designed the PWLDP, in collaboration with her colleagues Barry Malmsten and Ian Cook, to support continued development of well-rounded contemporary Public Works professionals. 6 01 PUBLIC WORKS LEADERSHIP DEVELOPMENT PROGRAM BARRY MALMSTEN has extensive background in leadership and organizational development including over 20 years success in the municipal sector. He has served as a CAO for a Township, a Town and a Region and has also held a variety of positions in a City. Barry also held management positions as the Executive Director of the Ontario Association of Fire Chiefs, the Manager of Process Management for a large private sector company, has worked for the federal government, and has taught financial management at Ryerson University. He has served as an Assessor for the Canada Awards for Excellence and on the Board of the Public Sector Quality Fair. Barry holds a Masters Degree in Public Administration, a BA in urban economic geography and pursued graduate studies at the University of Stockholm in Sweden. IAN COOK, Principal, Fulcrum Associates Inc., has been speaking and writing and training supervisors on leadership since He specializes in what he calls micro leadership, helping supervisors lead successfully at the micro level in that vital interpersonal space between them and their individual employees. Ian s extensive client list includes some of the largest corporations in the private sector, major trade and professional associations, small business, government (including 25 Ontario municipalities), and not-for-profit organizations. Ian holds a Masters degree in Human Resources Management from Cornell University, a Bachelor of Commerce from McGill and has been a lecturer in the Faculty of Business of Ryerson University. He is a Certified Speaking Professional with the Canadian Association of Professional Speakers.
