5 Benefits of Competency-based Programs Benefits of Competency-based Programs Acknowledges what one already knows and can do Creates learning efficiencies (eliminates extraneous material) Pace aligns with an individual learner Potentially reduces time to productivity Focus is on filling gaps rather than repeating what is already known Validation of apprenticeship as a high quality learning opportunity Makes it easier to justify college credit for work experience Credential portability
6 Competencies vs Skills Skills and Competencies are not the same thing one needs skills in order to be competent, but having skills doesn t guarantee competency. Competencies are action statements that include a verb. A competency statement will not begin with the words understands, describes or explains (unless the job function includes teaching something to others). Performance criteria describe the factors that differentiate minimally and highly competent workers, and can include dispositional, behavioral or attitudinal characteristics.
7 Occupational Frameworks for Apprenticeship Urban Institute - in partnership with Office of Apprenticeship staff, employers, trade associations, credentialing organizations, expert workers, employers and labor organizations - has developed competency-based Occupational Frameworks for Apprenticeship to: Improve the quality of registered apprenticeship programs Improve consistency of content and assessment across employers and programs Facilitate the review of registration applications by apprenticeship staff who are expert in apprenticeship design, but potentially not subject matter experts for all occupational areas

9 Structure of Competency-Based Occupational Frameworks 1 Job Functions Communicates with others to collect, share, record and report information correctly Related Technical Instruction Competencies Performance Criteria Manages front end of medical office Assists medical professionals and patients during examinations and procedures Carries out basic medical procedures Collects and prepares tissue, fluid and other samples for analysis Performance Criteria Performance Criteria Each Core and Optional Job Function is linked to Related Technical Instruction Competencies, and Performance Criteria** (which include attitudinal and dispositional characteristics) **Note that performance criteria have not been defined for IT Generalist or Cyber Security Support Technician because employers said these could vary significantly depending upon the application and setting.
