6 Disaster Risk Management (DRM) DRM refers to the systematic process of using administrative decisions, organization, operational skills, and capacities to implement policies, strategies, and coping capacities of the society and communities to lessen the impacts of natural hazards and related environmental and technological disasters. This includes all forms of activities, including structural and nonstructural measures to avoid (prevention) or to limit (mitigation, preparedness, and response) the adverse effects of hazards (adapted from UN/ISDR, 2004). DRM is usually divided into three main areas of activity: 1. Disaster risk reduction (prevention, mitigation, and preparedness), 2. Disaster response (rescue and relief ), and 3. Disaster recovery (rehabilitation and reconstruction). 6

9 Disaster Resilience Disaster resistance emphasizes the importance of predisaster mitigation measures that enhance the performance of structures, infrastructure elements, and institutions in reducing losses from a disaster. Resilience reflects a concern for improving the capacity of physical and human systems to respond to and recover from extreme events. 12
10 The R4 Framework of Resilience Robustness Ability to withstand disaster forces without significant loss of performance Redundancy Extent to which units are substitutable, capable of satisfying requirements if significant degradation occurs Resourcefulness Ability to diagnose and prioritize problems and initiate solutions Rapidity Capacity to restore functionality in a timely way, containing losses and avoiding disruptions Source: Multidisciplinary Center for Earthquake Engineering Research (MCEER) 13
11 Four Domains of Resilience Technical Physical properties of systems Ability to resist damage, or fail gracefully Organizational Organizations that manage physical components EM resilience based on physical and organizational Social Community characteristics that render social groups more vulnerable or adaptable Economics Ability to make adjustments in no-disaster times Capacity for post-disaster improvisation, innovation and resource substitution 14
12 Disaster Recovery Recovery refers to actions that enable the community to begin the process of rebuilding Focuses On: Restoring an affected area to its previous functionality Rebuilding homes and replacing property Resuming employment, restoring businesses Repairing public infrastructure Examples Include: Public and Individual Assistance Grant Programs Victim Compensation Programs Compensation for private rebuilding Public infrastructure and reconstruction initiatives
13 National Disaster Recovery Framework National Disaster Recovery Framework defines: core recovery principles, roles and responsibilities of recovery coordinators and other stakeholders, a coordinating structure that facilitates communication and collaboration among all stakeholders, guidance for pre- and post-disaster recovery planning and; the overall process by which communities can capitalize on opportunities to rebuild stronger, smarter and safer. 15 Resources Private Sector Preparedness PS-PREP PS-Prep, is designed to improve the preparedness of private sector and notprofit organizations through conformance to consensus-based preparedness standards and best practices. PS-Prep will enable organizations to identify and implement the necessary steps for instituting and maintaining a comprehensive management system that addresses business continuity, organizational resilience, emergency and disaster management. In addition, DHS will provide recognition for those entities, which certify to the adopted preparedness standards. PS-Prep is a voluntary program, primarily serving as a resource for private and non-profit entities interested in instituting a comprehensive business continuity management system. Incorporating three industry standards, PS- Prep offers organizations the opportunity to develop and maintain certification to nationally recognized and respected approaches to resilience and preparedness. 18
