5 Introduction REASeuro supports its Clients on all explosives topics by providing advice, education, training, quality assurance, certification, EOD-management and the detection, clearance and or disposal of conventional and improvised explosives. Unexploded Ordnance (UXO) UXO may cause problems during intrusive ground operations. In The Netherlands REASeuro is the only company fully specialized and focused on all explosives topics. REASeuro is a truly independent company, active on the international market and - as a civil company - always able to provide the right specialist solutions. The detection, clearance and or disposal of explosives is our core business. We proudly call ourselves: Explosives Experts! In 1998 it all started with my dream and conviction; Improvised Explosive Device (IED) Personnel or organisations may feel threatened by terrorists or criminals. In many cases their cause is the threat and can result in the use of Improvised Explosive Devices. To handle - together with all stakeholders - all issues involving explosives in a safe, professional and efficient manner. In my desire for an integral approach in handling all explosives topics, I was a pioneer in The Netherlands. Not only for commercial reasons, but also for safeguarding social interest. I realized there was a gap in this particular market that required an urgent solution. For me this was the incentive for starting the first civilian company solely specialising in the clearance and disposal of explosives in The Netherlands: REASeuro. 6 Five phases policy in UXO investigation REASeuro has developed a comprehensive approach with regards to the process of explosives clearance and disposal. This specific concept consists of five separate phases forming the complete process of explosives clearance and disposal. Through this project management system our clients acquire a total overview, insight, control and transparency in the explosives clearance and disposal process. Important factors of this concept are the communication with our client and the education of the client s personnel designated to be involved in the execution of the project. REASeuro has its own education and training centre facilitating an optimal preparation for the client s personnel in order to fulfil their tasks assigned to them in any type of project related to unexploded ordnance (UXO). The department gathers data, assesses and evaluates factual source information in order to obtain an overview on the historical (military) situation in your future project. Objective of the historical research is to determine if any Explosive Remnants of War (ERW) may still be present within your project site. The research performed by REASeuro historians and civil engineers conforms to the highest quality standards. The academic level of education of the staff working at our Advice Department mixed with consultancy from our own Senior Explosive Experts results in the compiling and production of a comprehensive report and detailed desktop survey, producing a high reliable reflection on the UXO aspects in future projects areas. Since the start of its operations REASeuro has built up and developed an extensive database containing factual information such as aerial photographs, literature, reports and charts, etc. This database is supported by our Geographical Information System (GIS4REAS). 6

7 Phase 2 Project Risk Assessment Phase 4 Execution of UXO risk mitigation When the outcome of the historical research and detailed desktop survey shows evidence of possible presence of UXO within the project area, the advice is given to execute a Project Risk Assessment. Our clients are responsible for the safe execution of intrusive operations. It is our objective however to advise our clients on the mitigation of the risks produced by the presence of UXO. REASeuro will also give our clients an insight in the possible financial risks. This tailor made Project Risk Assessment helps our clients to execute well considered safe planning including the financial aspects of the project. Should UXO mitigation and protective measures be deemed necessary, the Project Risk Assessment includes advice on the best working practice to deal with this situation. Also advice is given on the operational timeline and the estimated budgets for the execution phase. Phase 3 Project Management Plan and Work Preparation Before starting the operational phase of the project a comprehensive set of documents are designed and produced by REASeuro staff. One of the documents required for a professional execution of UXO risk mitigation is the Project Management Plan. Within this document information is given on the UXO risk mitigation process, planning, logistics, communication, responsibilities, authorities, emergency response, SHE&Q, safety and security. The Project Management Plan is the most essential document for a professional and efficient execution necessary to meet the objectives of our client and the desired final result. During this phase REASeuro project support staff are responsible for work preparation such as travel arrangements, permits to work, mobilisation of personnel and equipment along with other key activities relevant for an optimal start and a succesfull development of the execution phase. REASeuro provides UXO risk mitigation services both onshore and offshore. Services are provided in (but not limited to) the fields of: Advice in UXO risk management to policymakers of companies related to Oil & Gas, (offshore) Windfarm construction, salvage and dredging operations, etc.; Independent 3rd party consultancy for signing off UXO clearance certificates; Real time borehole detection using a state of the art magnetometer probe system designed and developed by REASeuro; Computer assisted surface detection with multi sensor systems (magnetometers); (Sub)seabed survey using a combination of techniques such as Side Scan Sonar, Multi Beam Echo Sounder, Caesium Vapour magnetometer and metal detectors; UXO clearance and disposal; Controlled dredging operations. Five phases; effective, efficient and above all SAFE! Phase 5 Clearance certificate and final report On completion of the UXO risk mitigation process a UXO clearance certificate and final report are submitted to our client. The final report comprises the following subjects: The definition of the UXO mitigation area projected with the exact coordinates of the borders on a GIS based map; A description of the Scope of Work; Description of the methods used; Results; Information regarding the clearance and or disposal of the amount and type of UXO; Conclusions; Recommendations. 7

11 REASeuro staff has a broad experience regarding detection, clearance and disposal of UXO both onshore and in marine environments. UXO Survey Almost every execution phase of a project starts with a UXO Survey. The objective for the UXO Survey is to determine the presence of possible UXO through detection followed by interpretation of the raw detection data. Clearance Clearance of the significant objects enables us to determine the exact location and depth of these objects. By means of layered excavation manually or with armoured excavator the object is uncovered and identified. Identification During the identification process it is determined whether the suspected object is an UXO or not and if so, what type and in what condition (armed or safe) the UXO has been found. Handling and safe storage of UXO After clearance and full identification the explosive risks are assessed and - if possible the UXO is removed from its original location to a safe area. This safe area might be an isolated secured location, underwater storage facility or a container specially designed for the purpose of temporary storage. The UXO will stay in this safe area until the final disposal of the UXO is organized and executed. For these operations highly qualified and trained REASeuro personnel together with certified explosives detection dogs are deployed. REASeuro is also able to provide assistance after a bomb warning has been issued or when a suspected object has been found. REASeuro has integrated the expertise of explosives clearance, IED reconnaissance and explosives detection dogs thus creating a quick, accurate safe and effective solution for the IED threat. The full integration of our expertise and operating as a team is truly unique in the international market. 12 Education & Training Regarding to all explosives topics REASeuro offers the most comprehensive set of education and training in The Netherlands. This applies both for education and training on conventional explosives and improvised explosive devices. Conventional explosives Education and training on conventional explosives (explosives used for military and civilian purposes) are provided to own personnel, clients and other companies involved in the branch. The courses are prepared and given by our experts and well experienced instructors. All courses are tailored to the level of qualification and expertise of the students. Improvised Explosive Devices Education and training on improvised explosives are given to security personnel, management and companies with an international focus. In addition to these clients the personnel from fire brigades, ambulance services and police departments are being trained on a regular bases. The objectives for these training courses (theoretical and practical) are to prepare the students in a safe, effective and efficient handling of bomb threats or dealing with actual improvised explosive devices. REASeuro Education & Training Centre REASeuro owns and operates a professional education & training centre. Multiple classrooms and a large outdoor terrain for practical exercises and scenario s make this facility an optimal situation for achieving the highest standards of education & training. Next to practical exercises the outdoor terrain is most valuable to validate new technologies of detection. A large variety of objects buried in the ground at various depths support the practical exercises and validations. REASeuro provides comfortable lodging for students who wish to stay overnight. 14 RCC certification REASeuro Competence Centre is truly unique in The Netherlands. Next to the EOD department of The Netherlands Defence Forces our RCC is the civilian institute accredited according to the Dutch legislation for the detection and clearance of UXO*. Upon successful completion of the exams RCC is able to provide candidates with certificates for: Basic UXO awareness level Assistant UXO expert level UXO expert level Senior UXO expert level Theoretical and practical exams are provided at our own education & training facility. Our very comprehensive collection of ammunition and dummy explosives are at the disposal of the students and the instructors. * In Dutch: WSCS-OCE (Werkveldspecifiek certificatieschema voor het Systeemcertificaat Opsporen Conventionele Explosieven). This is the Dutch legislation for the detection and clearance of conventional explosives remnants of war in the soil or seabed. This legislation has been developed in close cooperation with REASeuro and approved by The Ministry of Social Affairs and Employment. The WSCS-OCE is anchored in the Health and Safety Act and in force from 1 July 2012 to work in areas suspected with UXO. 14
