POSITION SUMMARY The fundamental reason this classification exists is to learn to perform basic technical fire inspections. The Recruit is an entry-level position that participates in an on-the-job training program to learn to independently perform inspection duties in a one-year program. During the Recruit program, incumbents perform a variety of tasks with guidance, direction and close supervision from a Fire Inspector Lead/Deputy Fire Marshal who coordinates and evaluates the employee s performance through training, observation and proficiency evaluation. Work in this position requires the demonstration of continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality, seamless customer service. Performs other related duties as assigned. Potential for on-call and overtime. ESSENTIAL FUNCTIONS Perform fire and life safety inspections in commercial and residential occupancies Documents violations of laws, ordinances or safety hazards and communicates with the customer for resolution of the violations Respond to complaints and questions from citizens Review past inspection reports of site inspections to ensure compliance with the adopted codes Review, understands and complies with Fire Department Standard Operating Procedures (SOPs) Enter fire inspection report data and information from inspections into a computer record management system

2 Assist with public education programs by conducting fire prevention and life safety classes for schools, churches, civic groups, industries, etc. Assist with identifying corrective actions which must be made in order to bring properties into compliance with applicable fire codes, laws, and ordinances Assist with identifying or situations that may hinder fire fighting operations and the safety of emergency response personnel and recommends remedies to correct the Assist in the development of means of egress planning Assist in conducting fire exit drills to monitor and evaluate evacuation procedures Assist with the inspection and testing fire protection systems to verify such systems are installed and maintained in accordance with appropriate laws, codes, ordinances, regulations, and standards Take photographs and/or writes detailed reports of fire code violations observed in each inspected occupancy Attend in-service training classes Evaluate fire lanes on public and/or private property Knowledge: Customer service practices Telephone etiquette Basic Math Skills: Instruct in a classroom setting Basic data entry and computer usage Basic iphone and ipad skills Basic computer skills, i.e. Microsoft Office Suite Operate photography equipment or basic hand tools and equipment Problem solving methods Ability to: Learn fire prevention and life safety principles and practices through on the job training and in classroom settings Learn to detect fire hazards and unsafe and practices Learn to prioritize and complete inspection and non-inspection assignments in an efficient and timely manner Learn to read hazardous materials NFPA 704 fire diamonds and to examine electrical or alarm panel wiring and panel status indicators Learn technical fire codes, regulations, and standards Learn basic information relating to electrical, mechanical, plumbing, and structural codes Learn building construction, fire protection systems, and life safety systems Learn public education methods Operate a variety of standard office equipment such as a PC, IPad, copy/facsimile machine, telecommunications equipment, and camera Learn electronic record management program Prepare professional and thorough correspondence, documents, and reports Manage time efficiently and effectively Learn District operating procedures, rules and regulations Establish and maintain effective working relationships with property and business owners, coworkers, and the general public

3 Communicate effectively, both orally and in writing, in English language with customers, clients, employees, and the public in face to face, one on one settings, in group settings, or using a telephone Learn instructions in the English language Maintain a positive, safe, and professional work environment to promote a strong team atmosphere (see Definitions for underlined word[s]) Additional Requirements of the Driving Position: This position requires possession of a valid driver s license with an acceptable driving record for the pre-employment background check process. Based on Arizona State Law (reference link below) requirements, upon the date of hire and throughout the period of employment, the employee must present and possess a valid Arizona Driver s License and maintain an acceptable driving record. Drivers License Information Definitions 1. Acceptable Driving Record: means that the driving record of the employee and volunteer has 3 points or less for the previous 12 months, or 16 points or less for the previous 36 months (as defined by the Department of Transportation, Motor Vehicle Division [MVD] (reference link below). Driver Improvement Information 2. Driving Position: means a job which requires operating a vehicle on District Business or operating a District vehicle as part of its range of duties, which may be primary or secondary within the range of duties. 3. Valid: means that an individual s current driver s license is not expired, refused, cancelled, revoked, suspended, or restricted. Driving Level: Primary Definitions 1. Driving Levels for driving District vehicles or personal vehicle: a. Primary level is where the employee or volunteer drives either daily or weekly. b. Secondary level is where the employee or volunteer drives monthly or less frequently. Driver s License Type: Operator License (Class D) (reference link below). An operator license allows you to drive any vehicle that does not require a motorcycle or commercial driver license. You must be at least 18 years of age to apply for an operator license. Drivers License Information Commercial Driver s License (CDL) Endorsements: None Automobile Insurance Requirement NWFD Driver's License Policy

4 Employees who drive their personal vehicles for District business are required to provide a copy of their current automobile insurance ID card to Human Resources upon the date of hire and on an on-going basis. Safety Sensitive: Yes (Refer to District Policy 4.20 Drug and Alcohol Testing) "Safety-sensitive Position" means any job designated by an employer as a safety-sensitive position or any job that includes tasks or duties that the employer in good faith believes could affect the safety or health of the employee performing the task or others, including any of the following: (A) Operating a motor vehicle, other vehicle, equipment, machinery or power tools. (B) Repairing, maintaining or monitoring the performance or operation of any equipment, machinery or manufacturing process, the malfunction or disruption of which could result in injury or property damage. (C) Performing duties in the residential or commercial premises of a customer, supplier or vendor. (D) Preparing or handling food or medicine. (E) Working in any occupation regulated pursuant to A.R.S. Title 32, Professions and Occupations. (A.R.S ) Pre-employment Drug Testing Required: Yes MINIMUM EDUCATION, EPERIENCE, AND TRAINING EDUCATION: High School diploma or GED equivalency EPERIENCE: Minimum of two (2) years of face-to-face customer service experience Basic computer skills (familiar with Microsoft Office Suite) TRAINING CERTIFICATIONS: PREFERRED OR must obtain within six (6) months from date of hire CPR and Basic First Aid National Fire Protection Association (NFPA) 472 Hazardous Material Awareness Certification IS-100 Certification: Introduction to the Incident Command System PREFERRED OR must obtain within twelve (12) months from date of hire or promotion International Fire Service Accreditation Congress (IFSAC), or Pro-Board or State Fire or NFPA Inspector I Certification

5 RETIREMENT New hires or internal employees who either are already Public Safety Personnel Retirement System (PSPRS) active members, and or were (i.e., still in the retirement system, but not active) regularly assigned to hazardous duty, may continue in PSPRS as a Fire Inspector Recruit, under the following : remain available to the District as a firefighter, maintain firefighter certifications (minimum EMT), and comply with District annual physicals per NFPA 1582 standards. Arizona State Retirement System active members may transfer to the District s system in which they are a recognized participating employer.
