1 Director of Health Information Management Contact Name: Amanda Thatcher Open Date: 7/9/2018 Contact Close Date: Until Filled Position Title: Director Functional Title: Salary Group: 9 FLSA Status: Exempt Enter the employee type Enter the shift schedule I) Job Purpose Under the direction of the Chief of Organizational Development, this position is responsible for managing staff and functions in a variety of operational areas within the Health Information Management (HIM) Department. These areas include record processing (medical record prepping, scanning, indexing), record retention and storage, release of health information, and data integrity. II) Essential Functions/Responsibilities A) Acts as the agency Privacy Officer in compliance with the Health Information Portability and Accountability Act (HIPAA). The Privacy Officer is responsible for conducting privacy investigations and documenting the results. B) Maintains a thorough knowledge of professional best practices for creation, maintaining, storing, and destruction of medical records. C) Provide leadership with a strategic plan for efficient storage of paper medical records. D) Represent the HIM department in various agency committees, taskforces, or workgroups for activities related to records E) Serve as a resource for all divisions and departments as the agency expert in records F) Responsible for coordinating, directing, and evaluating daily activities within the HIM Department. G) Ensures health care information released by the department is timely and in accordance with Federal and State regulations and agency policies. H) Assists in developing, administering, and monitoring compliance with medical record policies in accordance with Federal and state regulations. I) Ensures timely and accurate prepping, scanning and indexing of medical records into the electronic health record/imaging system. J) Develops and reports performance metrics for department. K) Assists with the development of the HIM budget. L) Performs/leads performance improvement activities that support operational efficiencies, data integrity and service quality. M) Completes ongoing evaluation of record-keeping practices. N) Maintains a master patient index including the health record numbers, names, admission, and discharge dates of all patients. 2 P) Provides orientation to new employees who document in the medical record to ensure accurate, timely, and consistent documentation. Q) Responsible for interviewing, hiring, evaluating HIM staff members. R) Periodically perform a quantitative review of medical records to ensure accuracy, integrity, and timeliness S) Oversee and facilitate communication with partnering departments to ensure document completion. This includes but is no limited to Patient Financial Services, Contracts, division leadership, and the electronic health record team. T) Provide audits to assess discharge documentation for timeliness, accuracy, and completion. U) Obtain all missing information to complete the record within 30 days of discharge. V) Ensures medical records are closed per policy and procedure. III) Knowledge of Laws, Policies/Procedures, Skills, Education and Abilities Bachelor degree is required. Bachler degree preferred in health information management, health care informatics, information technology, or a healthcare related field. Minimum of three (3) years supervisory experience required. Minimum of five (5) years in health information management in a hospital environment is preferred. Minimum of two (2) years in the behavioral health field is preferred. Registered Health Information Administrator (RHIA) or Registered Health Information Technician (RHIT) required. A) Demonstrates the skills and competencies necessary to safely perform the assigned job, determined through ongoing skills, competency assessments, and performance evaluations. B) Strong written and verbal skills C) Ability to communicate complex information in a way that others can readily follow. D) Ability to communicate with patients, family members, and staff with a customer service focus. E) Ability to interpret and implement Federal and State regulations and measures to comply with requirements. F) Advanced knowledge of Federal and Texas laws related to release and retention of health information in a community center or hospital environment. G) Demonstrates strong leadership and management skills. H) Ability to identify and resolve problems of varying degrees of complexity using strong analytical and logic skills. I) Excellent interpersonal and organizational skills and attention to detail. J) Demonstrated knowledge of multi-department/division project planning, project management, and change K) Must be proficient in the use of computers and programs that specialize in health record L) Must have a thorough understanding of healthcare systems, data collection and analysis, and strong organizational and record keeping skills. D) All work will be completed within the scheduled work hours. No work is done off the clock. E) Prior approval from supervisor is required for all Planned Time Off (PTO) and Overtime.
