1 City of Edmond Firefighter Job Description Exempt: No Department: Fire Reports To: Fire Lieutenant / Captain Location: Station as assigned Date Prepared: March 21, 2015 Date Revised: June 1, 2015 GENERAL DESCRIPTION OF POSITION Participates in emergency and non-emergency response, training, public education, prevention activities, and maintenance for facilities, apparatus and equipment. Servitude to internal and external customers shall be provided with the highest of core character qualities including, integrity, trustworthiness, professionalism, dedication and ethics. ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Provide both emergency and non-emergency response to various fire, medical and rescue type incidents. Individuals will perform various tasks that could include but are not limited to, laying and connecting hose lines, directing water/fog streams, utilizing ladders, ventilating, search and rescue, CPR, patient assessment, treatment of medical or trauma patients, extrication, high/low angle rescue, water rescue and various hazmat incidents. Fire related duties should be performed with guidance from NFPA 1001 standards. Medical duties should be performed in compliance with the protocols established by the Office of the Medical Director for the Edmond Fire Department. Rescue activities should be performed to the appropriate NFPA standards. 2. Train for response to various emergency and non-emergency incidents, including fire, medical, and rescue. This training could include but is not limited to classroom, self-study, hands-on, mock drills, written and practical testing. 3. Perform and train for public education and fire prevention activities that will include but are not limited to fire drills, target hazard surveys, apparatus demonstrations, station tours, smoke alarm installation and recognition and preservation of evidence of fire cause and/or possible arson. 4. Inspect, maintain and clean all assigned apparatus, equipment and facilities to keep them in proper working condition. This will include but is not limited to various fire apparatus, SCBA, bunker gear, small engines, hand tools, medical equipment, fire stations, storage buildings/areas and grounds. Perform minor maintenance and/or repairs on the apparatus and equipment and record and report any apparatus and/or equipment maintenance and/or repair problems when assigned. 5. May be assigned by supervisor or acting supervisor to safely drive crew members and equipment to the scene of emergencies and non-emergencies in assigned apparatus while possibly driving under adverse conditions. May be required to safely drive crew members in assigned apparatus to run errands or other duties as assigned by their immediate supervisor or acting supervisor. Individuals shall remain proficient in these duties and shall perform with
2 guidance from the NFPA 1002 standards, state and local laws and ordinances, and City and Department policy and training. 6. Perform record keeping and completion of computer forms for daily truck checks when assigned. 7. Perform any other related duties as required or assigned. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION AND EXPERIENCE Mental alertness and adaptability to office and field area work routines. High school graduate or approved equivalent. COMMUNICATION SKILLS Ability to read and understand documents such as policy manuals, safety rules, operating and maintenance instructions, and procedure manuals; Ability to write routine reports and correspondence. Ability to effectively communicate information and respond to questions in person-to-person and small group situations with customers, clients, general public and other employees of the organization. MATHEMATICAL SKILLS Ability to add, subtract, multiply and divide numbers. Ability to perform these mathematical skills using money and other forms of measurement. CRITICAL THINKING SKILLS Ability to solve practical problems and deal with a variety of known variables in situations where only limited standardization exist. Ability to interpret a variety of instructions furnished in written, oral, or diagram formats. REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS Shall possess a valid Oklahoma driver's license and a driving record acceptable to the City's insurance carrier. Shall successfully complete the Edmond Fire Department recruit academy within a time frame determined by the Fire Chief or his designee. Personnel hired after May 1, 1994 must maintain EMT National Registry Certification throughout their career with the City of Edmond Fire Department. Must maintain the Department of Transportation Emergency Vehicle Operations Course Certification (or equivalent) as provided by COE.
3 If hired after April 1, 2001, shall obtain IFSAC Firefighter I certification within first year of employment. If hired after September 1, 2007, shall obtain IFSAC Firefighter I and II certification within first year of employment. If applicable, must be able to achieve the required level of NIMS proficiency based on position, and any additional minimum State and/or Edmond Fire Department required certification within first year of employment and maintain certification throughout employment with the Edmond Fire Department. SOFTWARE SKILLS REQUIRED Basic: Contact Management, Word Processing/Typing INITIATIVE AND INGENUITY SUPERVISION RECEIVED Under immediate supervision, performs general assignments of work, with periodic check of performance by supervisor. PLANNING Limited responsibility with regard to general assignments in planning time, method, manner, and/or sequence of performance of own work operations. DECISION MAKING Performs work operations which permit frequent opportunity for decision-making which would not only affect the operating efficiency of the individual involved, but would also affect the work operations of other employees and/or clientele to a slight degree. MENTAL DEMAND Operations requiring close and continuous attention for control of operations. Operations requiring intermittent direct thinking to determine or select the most applicable way of handling situations regarding the organization's administration and operations; also to determine or select material and equipment where highly variable sequences are involved. ANALYTICAL ABILITY / PROBLEM SOLVING Fairly broad activities using moderately structured procedures with only generally guided supervision. Interpolation of learned things in somewhat varied situations. RESPONSIBILITY FOR WORK OF OTHERS None RESPONSIBILITY FOR FUNDS, PROPERTY and EQUIPMENT Occasionally responsible for property where carelessness, error, or misappropriation would result in moderate damage or moderate monetary loss to the organization or public. ACCURACY Probable errors of internal scope should ordinarily be detected within the department or office in which they occur, but may affect the work of others within the unit, requiring additional expenditure of time to trace errors and make all necessary corrections. Errors would require a
4 moderate amount of time to correct. ACCOUNTABILITY FREEDOM TO ACT Standardized. Accepted processes covered by well-defined standardized policies and procedures with supervisory review. IMPACT ON END RESULTS Job has some impact on the organizations end results, but still from an indirect level. Provides assistance and support services that facilitates decision making by others. PUBLIC CONTACT Regular contacts with patrons, either within the office or in the field. May also involve occasional self-initiated contacts to patrons. Lack of tact and judgment may result in a limited type of problem for the organization. EMPLOYEE CONTACT Contacts of considerable importance within the department or office, such as those required in coordination of effort, or frequent contacts with other departments or offices, generally in normal course of performing duties. Requires tact in discussing problems and presenting data and making recommendations, but responsibility for action and decision reverts to others. USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS Regular use of highly complex machines and equipment; specialized or advanced software programs. WORKING CONDITIONS Outside or inside working environment, wherein there are potential hazardous working conditions and life-threatening situations exist (fire, chemicals, electrical sources, heights, dangerous people, etc.) part of the time. 5 While performing the functions of this job, the employee is frequently required to stand, walk, sit, use hands to finger, handle, or feel, reach with hands and arms, talk or hear; routinely required to climb or balance, stoop, kneel, crouch, or crawl, taste or smell. The employee must routinely lift and/or move more than 100 pounds; frequently lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision; distance vision; peripheral vision; depth perception; and ability to adjust focus. ADDITIONAL INFORMATION On an annual basis the employee must be medically cleared by a Physician or Licensed Health Care Professional (PLHCP) to wear a respirator by undergoing a pulmonary function test and quantitative fit test. Working knowledge of the operation of all related equipment. Thorough knowledge of hydrants, fire sprinklers, standpipes, major structures, street locations and pre-fire plans. Ability to work under very stressful conditions for extended periods of time if necessary. Knowledge of modern fire fighting, rescue, EMS, and prevention principles, practices and methods. Ability to evaluate fire, recognize danger and to take immediate action necessary for the protection of life and property. Ability to understand and follow oral and written instructions to react quickly and calmly under emergency conditions and to display tact and judgment in making work decisions. Ability to establish and maintain effective working relationships with other employees and the general public. Knowledge of the operations and maintenance of the various types of apparatus and equipment used in fire fighting and rescue activities. Rely on speech as well as senses of sight, hearing, smell, and touch to help determine the nature of the emergency, maintain personal safety, and make critical decisions in a confused, chaotic, and potentially life threatening environment throughout the duration of the operation. Transmit, receive and disseminate orders and/or information over the radio following radio procedures. Perform essential functions under the following working conditions but not limited to: (a) Operate both as a member of a team and independently at incidents of uncertain duration. (b) Must perform physically demanding work in hot Immediately Dangerous to Life or Health (IDLH) atmospheres with fluctuations in temperature and wearing equipment that significantly impairs body cooling mechanisms. (c) Perform a variety of tasks on slippery, hazardous surfaces such as on roof tops or from ladders.
6 (d) Work in areas where sustaining traumatic or thermal injuries is possible. (e) Face potential exposure to carcinogenic dusts such as asbestos, toxic substances such as hydrogen cyanide, carbon monoxide or organic solvents either through inhalation or skin contact. (f) Face potential exposure to infectious agents such as hepatitis B or HIV. (g) Perform physically demanding work while wearing positive pressure or tight fitting air purifying respirator breathing equipment. (h) (i) (j) Perform complex tasks during life-threatening emergencies. Work for long periods of time, requiring sustained physical activity and intense concentration. Exposed to grotesque sights and smells associated with major trauma and burn victims. (k) Make rapid transitions from rest to near maximal exertion without warm-up periods.
