The trag's will be - wide and provide an opportunity for agency counsel to fulfill CLE requirements while learng about important legal issues and new developments the law. MOLC trag will feature lawyers and agency counsel with subject matter expertise the topics addressed. MOLC will contue to work with OAG and other the development of legal trag courses that will allow the agency counsel to meet their annual legal trag requirements. 2 Hire and reta a highly qualified workforce of attorney and legal support staff. 1.3 Revise Ratg Period for le attorneys to be on the same ratg period as all other attorneys. The current ratg period for le attorneys is from September1 to August 31. The ratg period for supervisors and non-supervisory attorneys is from October 1 to September Hire and reta a highly qualified workforce of attorney and legal support staff. 1.4 Develop rotation process/program where agency attorneyadvisors can be detailed to other so that they can diversify the work that they do and develop other skills. (Learng how other function and beg exposed to other kds of work can provide excitg opportunities to young attorneys and help with retention.) TOT 6-3 (2 s) 3 : Identify and foster relationships with other governmental to promote opportunities to solve tergovernmental issues to the city s advantage. 1.1 Meet with agency General Counsel on a quarterly basis. The MOLC will host quarterly meetgs with agency General Counsel to share important updates, get feedback about issues and areas of concern, and answer questions. 3 : Identify and foster relationships with other governmental to promote opportunities to solve tergovernmental issues to the city s 1.2 Create paralegal tern program with MOTA and the OAG s office. TOT 6-4 (2 s) 4 Adjudicate FOIA appeals brought agast. 1.1 MOLC will improve the timeframe which appeals are adjudicated This improvement will take place by workg closely with the Mayor s Correspondence Unit to more quickly discern whether correspondence sent to the Mayor is a FOIA appeal or another request. MOLC will also work on adjudicatg the appeals ternally on a faster basis. 4 Adjudicate FOIA appeals brought agast. 1.2 MOLC will contue to mediate FOIA disputes before they become appeals. Many times FOIA appeals are filed because do not respond to FOIA requests. MOLC will attempt to contact these to expedite FOIA responses before they rise to the level of appeals. TOT 8-5 (3 s) 5 Advise agency staff about FOIA, cludg facilitatg FOIA trag, schedulg FOIAxpress trag, and resolvg other public records issues. 1.1 MOLC will contue to serve as the EOM s primary contact for seekg guidance on FOIA issues. This guidance consists of terpretation of FOIA exemptions and applicable case law and regulations. In addition, MOLC will assist addressg overly burdensome requests and fee issues. 5 Advise agency staff about FOIA, cludg facilitatg FOIA trag, schedulg FOIAxpress trag, and resolvg other public records issues. 1.2 MOLC will contue conductg trag to agency FOIA officers and attorneys, both dependently and conjunction with the Office on Open Government. The type of trag offered will be both general as well as specific to particular FOIA issues that are frequently appealed, such as the personal privacy exemption. MOLC will also contue schedulg FOIAxpress trag classes and webars for employees. 5 Advise agency staff about FOIA, cludg facilitatg FOIA trag, schedulg FOIAxpress trag, and resolvg other public records 1.3 Collect, report, and responsibly share formation and examples of FOIA decisions with FOIA officers throughout the government.
