3 Risk Management At Turkish Customs Administration (TCA) - Turkish Customs Policy: Facilitating legal trade and preventing illegal trade and strategic goods from being traded outside of regulatory control. Risk Analysis is carried out on the basis of both; - Fiscal Purposes (Such as Tariff Misleading, Origin Misleading, Fine Decisions, Smuggling Information Database etc.) - Safety and Security Purposes (Pre-arrival Summary Declaration, TIR/Transit Tracking Program, Land Border Gates Program, UNSC Resolutions)

5 Identifying Risks In order to identify risks, Directorate General of Risk Management and Control uses the data gathered from; - Software and Databases used By TCA Such as BILGE (Central Customs Computerized System), GUVAS (Customs Data Warehouse), Smuggling Information Database etc.) - Risk Information Forms (Sent by Local Customs Administrations, and other relevant units of the Ministry) - Other Governmental Institutions (Such as Ministry of Economy, Ministry of Food, Agriculture and Livestock, Ministry of Finance etc.) - International Institutions (Such as UN Security Council, UN Office on Drugs and Crime, Southeast European Cooperative Initiative (SECI) etc.)

7 Risk Profiles Risk Analysis Program (Integrated with all the modules employed to fill out declarations) Risk profiles consist of the combination of risk indicators. For example: - Description of Goods + Consignor + Consignee - Tariff Code of Goods + Shipper + Origin As of 2017, there are more than risk profiles embedded in the system. Message Program Message seen by Customs Inspector doing physical or documentary check. For example: - Be aware of dual-use goods. Refer to the relevant licensing Agency (Ministry of Economy, Ministry of National Defense or Turkish Atomic Energy Authority)

9 Risk Management Twinning Project (EU) - The twinning project, entitled Modernization of the Turkish Customs Administration VI Risk Management", ran for a little over one year, from 1 February 2012 to 22 February Germany and England were the twinning partners from EU. - The Project purpose was the strengthening of risk assessment abilities of Turkish Customs Administration (TCA). - 3 Components of the Project: 1.Gap & Needs Analysis Report 2.Training programs on risk analysis 3.Study visits and internships on risk analysis

19 DESIGNING THE SYSTEM The system has been implemented in two phase: e- Document : Data within permission/licence etc. is transmitted electronically to Customs Administration. e- Application : Application for permission/licence is made via Customs Administration electronically to be sent to the relevant public authorities. Currently, 21 Public Authorities and 119 Documents are included in the Single Window System. 19
