How Do I Choose?: Resources for Identifying Quality and Product Performance AATCC Conference: LED A Balancing Act Don t Be Left in the Dark October 18, 2017 Agenda Background What matters when selecting a product Using Rebates to offset initial cost Rules and requirements Resources for Product Performance Information - QPLs Control lighting for maximum savings and flexibility Wrap up 2 1
Bringing Efficiency to Light. Non-profit organization Creates performance specifications Provides tools, information, & expertise Accelerates adoption of efficient commercial lighting 3 2
So many choices! LED technology enables new options: Performance Color Dimming/Controls Suppliers Manufacturers Rated Life Warranty WANTED! High Performance LED Luminaires & Lamps $ Reward $ 5 What matters when selecting products? Focus on Performance Efficacy Quality of Light Reliability/Long life Safety Power Quality Rebate Eligibility 6 3
Rebates Offset Initial Cost of Projects Utilities offer rebates for energy efficient products and designs Amounts vary by individual program Offer per lamp, per fixture, or calculated rate based on savings New programs offer incentives for using qualified lighting designers 7 Prescriptive Rebate Process Pre-Approval Check if funding available Purchase pre-qualified product Install lighting equipment Submit application form Include proof of purchase & documentation Invoice, spec sheets Purchase Qualified Lighting Submit Application & Invoice Install Lighting Program reviews, processes and mails check 8 4
Custom Incentive Process Contact program prior to proposal Critical to show program influence Funding reservation Program pre-approval usually required Savings calculation review Iron out discrepancies (wattage, methodology) 9 Member Rebate Program info 10 5
Member Incentives 11 Energy Efficiency Program Eligibility In order to claim savings, must be assured of: Energy savings Long product life Power quality requirements Light Quality (CCT/CRI) Safety certified Often require listing on a Qualified Product List 12 6
Programs Need Proof of Performance: Specification sheets for Luminaire and LED Photometric and electrical testing Lumen maintenance information Warranty Safety testing and certification from a NRTL 13 QPL Benefits Avoids time/expense of obtaining documentation Starting point for product selection Objective 3 rd party verification Standards for minimum performance Easy access to view and compare SSL product information Rebate eligibility 14 7
SSL QPL 15 Technical Specifications Verified performance 16 8
Setting Minimum Performance Levels DLC creates and revises specs with Industry and Stakeholder input Ensure that requirements are technically feasible Cooperation from industry Requirements based on expected performance for application type Compare to baseline technology: light output, zonal distribution 17 DLC Stakeholder Input Process DLC analyzes industry data and requests for development DLC Prioritizes Development Efforts Drafts Specs or policies created Drafts reviewed by Technical Committee Drafts published for stakeholder comment Stakeholder input summarized for TC consideration Drafts finalized with TC and implemented 18 9
Reference Industry Standards IES LM Luminaire Photometric and electrical testing LM-80 LED Lumen maintenance test TM21 Predicting Long Term Lumen Maintenance of LED Light Sources ISTMT to identify if thermal environment is appropriate TM-30 Required for High CRI/Low CCT Allowances 19 Require Safety Certification Safety testing and certification Provided by NRTL -Nationally Recognized Test Labs DLC verifies that the model number is covered DLC does not dictate which safety certification is appropriate Manufacturer must also provide installation instructions for retrofit kits 20 10
DLC 4.2 Technical Requirements 21 DLC 4.2 Technical Requirements 22 11
Tested Product Data 23 Reported Product Data 24 12
Premium Tier Incentivize innovation and distinguish market leaders Differentiation through higher efficacy requirements Additional Requirements for Premium Tier : Driver In-Situ Temperature Measurement Test (ISTMT) Must indicate if product is available with integral controls Require L90>36,000 hours L90=90% of initial light output Outside of DLC Scope Non-LED lighting Products covered by other QPLs E39 Type A (ballast compatible) replacement lamps for HID 2-pin CFLED replacement lamps Commercial/Large-scale Decorative luminaires Custom designed products 26 13
US EPA program Targeted toward Consumer products Lighting products include: Screw-based lamps A Lamps (omnidirectional) PAR, MR, BR (directional) Decorative (candelabra, S, B) Luminaires Downlights & retrokits (Residential and Commercial) Under Cabinet/Cove AccentTrack lighting Portable Task lights Surface mounted (Ceiling or Wall mount) Decorative luminaires (chandeliers) Porch/post/security Ceiling fan lights Landscape lighting Certified Subcomponent Database Fluorescent lamp, ballast LED light engines 27 Truth in advertising Manufacturers test products and report data No performance thresholds Has a verification testing program Area/Roadway Bollard Canopy Cove Decorative Desk/Task Directional Display Case Downlight Industrial Linear Parking Garage Path/Step/Rail Troffer/Grid Ceiling Wallwash Retrofits 28 14
Non-Qualifying Products QPLs do not determine rebates But many rebate programs require QPL listing What happens when a product isn t qualified? Some programs close the door; DLC/ES only Some programs will use LM-79/Lighting Facts or other alternative path Some programs don t care (LED anything) Advice: talk to the utility! May have flexibility around emerging products, new categories, etc. 29 Going Beyond LED LED is digital and inherently controllable Standard drivers for LED are dimmable LED equivalent versions of traditional lighting often provide more light than is needed in a space Longer life of LED means less frequent maintenance and anything installed today probably won t be touched for 10 years Impact: LED lighting installed without controls leaves savings on the table! 15
DLC Development Underway 31 Wrap Up Lots of products and new players in the lighting market Important to verify manufacturer claims regarding performance Energy Efficiency Rebates can help pay for project QPLs identify products that meet specific thresholds Important to ensure that product efficacy does not come at expense of performance There is huge potential to deploy lighting controls that extend the benefits of LEDs and reach higher savings 16
