6 of Dunaújváros 1. Introduction The inland navigation is a comprehensive system. The factors on a large extent depend on each other. As the role of the multi-functionality is growing the PP countries aspire to connect the three transportation modes. However, this requires the development of inland navigation. The aim of the project is to introduce the main fields of joint development divided into 5 thematic areas. The first part of the contains the problems of logistical infrastructure and the possible solutions in case of Dunaújváros. The connections of the town to the national road network and railway access are very important. In case of road access there are several alternatives to develop the logistical infrastructure. Two alternatives of the railway access are also mentioned. The second part covers the hinterland connections between the EU countries and Dunaújváros. The establishment of a competitive and sustainable transport system can be achieved by strengthening of road and rail links. In the next section focuses on the development of container and Ro-Ro services. Presently these services are not widespread in Hungary. With the construction of the new port the occurred demand could be satisfied. The fourth thematic area represents the RIS which is the up-to-date IT solution. Hungary as a leader takes part in the development of RIS services. Environment protection and navigability are one of the most important factors in case of IWT. The sustainable transportation is the part of the EU Strategy. The last section deals with the possibilities how to protect the valuable ecosystem and water resources, introduces the strategic bottlenecks in Hungarian stretch of River Danube. 7 of Dunaújváros 2. 1 Logistical Infrastructure of Dunaújváros, port operation models 2.1 Definition of the strategic objectives identified by Master Plan 1 Most small and medium-sized port cities in Southeastern Europe cannot sufficiently meet the requirements set by the optimal international water transport. The reasons for this should be searched in the lack of infrastructure, undeveloped logistics networks, and unprofessional and inefficient use of outdated port developments. The terrain of Dunaújváros is determined by the Pentele loess-plateau, so this topographic condition has to be taken into consideration. Water transport had an important role in the region of Dunaújváros, also before the foundation of the town. The ferryboat transport nowadays changed to the Pentele Bridge, but it still transports vehicles and there are sightseeing vessels departing from the ferryboat station. The Danube stretch of the town is very important from the aspect of goods transport. The annual transshipment volume of the present National Public Port (formerly winter port) owned by Dunaferr Rt was between 0,5 and 1,5 million tons in the last decade. The entire Hungarian Danube stretch, including Dunaújváros, is part of the waterway corridor No.VII of the Trans European Transport Network, ensuring the waterway connection between the Black Sea and the North Sea through the Danube and the Rheine-Main Canal. From the aspect of the planned logistic center the connection of the town with the national road network is very important. Dunaújváros is on the main road No. 6. It s road infrastructure has been largely improved by the highway M6 and the Pentele Bridge south of the town, which is a part of the motorway M8 to be built in the future and will offer a connection with the eastern parts of the country. Through the intersection of the highway M6 and M8 the road traffic and transport in north-south and east-west directions is granted. 8 of Dunaújváros Dunaújváros is affected by the public railroads No.42 and 43, as well as the port feeder line. The industrial plants of the towns are served by numerous industrial rail tracks (COWI, 2009) The major part of the freight transport originated from Dunaferr Danube Steel Works and the activity of the port. The long-term development of the Intermodal Centre foresees an industrial railway line between the planned port and the southern industrial area. However, the preliminary feasibility study of this Intermodal Centre approved in December 2007 states that the rail access of this area from North is not recommended, because of the terrain and soil conditions. An enlargement of the existing railroad elements is not to be expected, the necessary capacities can be ensured through the modernization of the existing ones. (COWI, 2009) In case of Hungary the objective of the IWT development approach is to provide an opportunity for intermodal logistic facilities (road-rail-iwt). It would be feasible by means of establishing the environment for the commercial parties to start their business inside national public ports. Hungary s central position on the River Danube, governmental- and commercial engagement, state aid and participation in transport networks can lead to success. 9 of Dunaújváros 2.2 Identified actions to meet the strategic objectives identified by Master Plan 2 Hungary aims to consolidate all state and community tools to manage and share multilateral unified efforts to have a common modernized and balanced Danube Region. This includes: Danube Scientific cluster and research field Tourism from the Black Forest to the Black sea- Black to(ur) Black To finalize the process of reviewing the Belgrade Convention To develop ports in the Danube river basin into multimodal logistic centers Uniform base Danube information systems - monitoring and assessment in priority projects Two alternatives of the railway access should be mentioned: Accessibility of the planned intermodal port from South: The planned feeder line starting from Papírgyári feeder line, coming from the main railway station of Dunaújváros. It follows the directions near parallel line of the Rétszilas line, go under the road line No. 6. Then the feeder line at the highway bridge turns into north direction to the planned port to a 3 track reception-siding ended in a lead track. In this case new railway station and road bridges have to be built. Accessibility of the planned intermodal port from North: The planned north feeder line starting from Papírgyári feeder line, coming from the main station of Dunaújváros. It goes in the South-East direction to the planned port crossing the old slim-pit. DaHar This project is co-funded by the European Union page 9 of 26

10 of Dunaújváros 2.3 Potential impact on port of Dunaújváros The Danube Strategy contributes to multiple transport infrastructures in the Danube Region. It also has an effect on transport safety and energy transport networks. The Strategy lays down the transnational framework conditions for sustainable economic growth, economic development and integration in general. It gives the chance for cross-border and transnational labour market policy. The new port of Dunaújváros would have a positive impact on employment in the region. The development of infrastructure helps to get involved in the European cargo flow. The expansion of logistics networks and modern port improvements widely contribute to the increase of competitiveness. From the point of view of the economy and the standard of living the development of port is a significant factor. 2.4 Recommendations how to implement the identified actions According to questionnaire Hungarian stakeholders expect bigger cargo IWT flows unanimously in the future. They are expecting of rising of Bulk, Liquids and general cargoes. In case of Dunaújváros the most important services to be developed are the following: container handling, Ro-Ro ramp, passenger shipping and complex logistic regarding to the stakeholders opinions. More emphasis should be given on the waste management, separate collection systems are marked as requirement from the viewpoint of environmental issues. Electricity is essential therefore establishing proper electric network for supplying vessels at the port have been marked as important development aspect by the stakeholders. For the sake of the intermodality of the Dunaújváros port, the respondents have insisted the developments of public roads like the M6, M8 and M9, and the roads between Záhony and Dunaújváros, and the Route 62 section between Székesfehérvár and Dunaújváros. A cooperative strategy for the development of IWT has to address the Danube waterway as a whole. For a successful implementation a more favorable European regulatory framework, promotions of investment in port- and waterway infrastructure and in fleet modernization are needed. The harmonization of the local regulations with EU laws must be continued. Port facilities must be offered to private operators as well. It is useful to enable them to establish and develop their activities at the port zone. DaHar This project is co-funded by the European Union page 10 of 26

11 of Dunaújváros 3. 2 Hinterland connections development 3.1 Definition of the strategic objectives identified by Master Plan 2 In order to avoid the traffic unnecessarily going across Europe, the market needs more and more efficient points on the sea, where goods can enter. The seaports, since they are logistical hubs as well, play a significant role and require efficient hinterland-connections. Their development is crucial, so they can receive transports from short distance (within the EU) shipping and from long distance shipments from countries outside Europe. The presently underused inland waterways will increasingly play more significant roles in shipping goods into the hinterland and connecting the European seas. For the sake of the aimed competitive and sustainable transport system, the desire of the development of an efficient primary network was mentioned for the realization of multimodal travel and transport. This primary network should provide multimodal connections between the capitals, mayor cities, ports, airport, major border crossing points and main industrial hubs of the European Union. A special emphasis should be given to the development of the missing links (mainly border-crossing segments), bottlenecks and bypasses, the modernizing of the existing infrastructure, the development of the multimodal terminals of the sea- and riverports, and finally to the logistical hubs of the cities. The fast-paths on the sea are the see equivalents of this primary network. The aims of the Hungarian policies of transport in promoting intermodal transport includes the establishment of logistical centers with road, railway and waterway connections, and supporting the development of transshipment technologies. In harmony with the EU's modal split idea, it encourages that the cargo transport would be done on rail and waterways, and by combined transport, in order to withhold the traffic on the roads. The tasks in the Hungarian policy of transport include the development of logistical service centers, and of combined transport terminals. The priorities are the development of road, railway, and waterway connections by establishing logistical service centers and combined transport terminals. In case of road access there are several alternatives. The present access of the port area is a road near the recultivated communal waste dumps area. The solution accessing the planned port area is from a paved road from north direction near the sewage treatments plant. In the DaHar This project is co-funded by the European Union page 11 of 26

12 of Dunaújváros development plan the new road line accessing the roadway No.6. near the midpoint of the section between Papírgyári street and the M8 highway junction and connects the mid-term planned logistic center and the port. This path is quite a good solution because it is going parallel to the railway line. In order to decide if the road and the railway will cross the steep bank in a tunnel or in a cut, further detailed planning process is needed. 3.2 Identified actions to meet the strategic objectives The benefits of the geographical location can only be cashed, if we can stop the goods that presently only transit through our country, and add value to them. For this we need sufficient transport-network, hubs (and intermodal and multifunctional logistic centers on them), ports and connecting industrial zones. The Association of Hungarian Danube Ports is diligently working so the port could get subsidies for infrastructural development from the EU Budget opening in 2014, with 5-10 % self-investment. For the presently operating Dunaújváros port this subsidy demand is 4 billion, which beyond developing the road and rail connection of the port - would be spent on the development of the port's technical infrastructure. In case of Hungary the main railway routes to set up are: Project TEN-T 6 which connects Lyon-Triest-Divaca/Koper-Divaca-Ljubljana- Budapest-Ukrainian frontier by a high speed train. Project TEN-T 17 which connects Paris-Strasbourg-Stuttgart-Vienna-Bratislava through Győr-Budapest to reach Beograd The goal system of the railway sub-division of the Uniform Transport Development Strategy supports the launching of high-speed international passenger transport without setting the concrete tracks yet. In case of Trans-Balkan line renovation and re-setting of superstructure are needed. 3.3 Potential impact on port of Dunaújváros Our national inland waterway transport is not on the desired level, although it would be crucial for becoming a pulling force in our economy and a cost-effective way for doing trade externally. 13 of Dunaújváros With the interconnection of different transportation sectors, we can take advantage of environmental friendlier transportation. Hungary can involve in cargo flow. 14 of Dunaújváros 3.4 Recommendations how to implement the identified actions The present ownership structure of the port does not help in receiving EU funds. The owner is a steel mill, so it cannot access EU funds for developing infrastructure. With this ownership change the EU funds would become available and the developments required by the potential demands could be financed Introduction and development of container and Ro-Ro services on the Danube 4.1 Definition of the strategic objectives identified by Master Plan 3 There is a significant imbalance in container imports and exports in Europe. In the countries of the Lower Danube region the imports of containerized goods are preponderating while in the western European countries the export of containers is overbalanced. Therefore the import regions experience an overrun of empty containers while export-oriented regions would urgently need them. For balancing supply and demand TEU are transported by truck, TEU by rail and TEU by inland navigation. On the Rhine the transportation of empty containers is already successful, but on the Danube the liner service HELOGISTCS hasn t been successful and has been cancelled in March 2012 due to economic factors. As inland navigation regarding to container market is not competitive because of too long transport times and spread income for container transport is low there will not be a big potential for empty containers. High & heavy transports are abnormal loads which are operated unregularly. For this reason they can only be additional market for a liner service. These transports include e.g. wind generators, construction machines, power transformers, generators and Ro-Ro goods such as harvesters, tractors, mobile cranes etc. The feasibility study was realized by the partners of the KoLEG project in preparation for the establishment of the above-mentioned regular liner service between the two ports in order to DaHar This project is co-funded by the European Union page 14 of 26

15 of Dunaújváros restructure the traffic flows in South-East-Europe implementing the potential of the Danube waterway. 4.2 Identified actions to meet the strategic objectives The main parts of the traffic flow in the Danube corridor is still operated on the road while the alternative transport modes such as inland waterway and railway are barely used. Especially the Danube waterway is offering enormous capacities for the shift of traffic flow from road to waterway. A continuous and effective shift of the transport modes from road to rail and waterway requires the establishment of a liner service with regular departure times. The port should satisfy the following conditions in order to fit the demand of liner services: Regular departure and arrival times are needed to a fixed timetable All players of the market should access the services Shipping part loads should be ensured It should be available in all season However, the port of Dunaújváros currently has no liner service, passenger or cargo. Based on the plans laid out in Status Quo Report - a container terminal could be constructed if the project for New Port gets on the way. The main facilities of the new port contain a Ro-Ro port DaHar This project is co-funded by the European Union page 15 of 26

16 of Dunaújváros and custom area on territory m 2, container transshipment area ( m 2 ) and a Ro- Ro berth. However, this is still not certain. Passenger liner services have existed in the past but have been cancelled due to economic reasons. The passenger liner service in Budapest has been restarted in but it is not certain if this service will include port of Dunaújvaros in the future. 4.3 Potential impact on port of Dunaújváros Over a distance of km the Danube waterway connects Central Europe with the Black Sea region. Six out of ten Danube countries are already members of the European Union. Especially since the eastern enlargement of the EU the economic relations within the Danube corridor have increased which effects a significant augmentation of the international cargo flows. The European economy is steadily increasing their investments in the East. The states in the Black Sea region and Caspian Sea region are considered as promising business markets for European industry and economy. Additionally, these states dispose of great resources of raw materials for the import. Taking into consideration the economic catchment of both ports the liner service would offer cost efficient and secure connection between Central Europe and the Black Sea region. The Danube waterway offers reliable and cost efficient transport conditions as far as the nautical conditions such as minimum draught loaded and fairway depth are guaranteed. As well, the existing infrastructure bottlenecks in Germany (Straubing-Vilshofen), Austria (Vienna-Bratislava), Hungary, Romania and Bulgaria should be eliminated. Compared to the other transport modes the inland navigation offers a number of system-based advantages. The inland navigation vessel has the lowest specific energy consumption and the lowest external costs, high transport capacity and requires little investment for maintaining and improving infrastructure. The implementation of RIS (River Information Services) on the entire Danube guarantees a high level of security and reliability for inland navigation. 17 of Dunaújváros 4.4 Recommendations how to implement the identified actions A larger share of inland waterway transport in Europe is desirable from an economic and environmental perspective. The European Union has defined this transport route as Pan- European Transport Corridor VII, in the framework of the Trans-European Networks. This is as an expression of the rising significance of the Danube waterway in public transport policymaking. According to most of the respondents, there is a potential demand for liner-services, providing Ro-Ro and containers services on the Danube twice a week. As a new market segment should satisfy the occurred demand for liner, container and Ro-Ro services RIS related cargo transport management. Description of the RIS and its status quo on the EU level 5.1 Definition of the strategic objectives identified by Master Plan 4 River information services (RIS) in Hungary are being continuously developed according to the Directive 2005/44/EC. As a major milestone in legislation, the minister of national development has issued the 45/2011 ministerial decree on the professional and operational requirement of RIS in Hungary. This decree is making the use of AIS mandatory from 1 st September 2011 for Hungarian vessels and from 1 st January 2012 for all vessels according to the Danube Commission recommendation. Within the framework of the IRIS Europe II project, 150 state-owned Inland AIS transponders were purchased, of which 145 are fixed ones, while 5 are mobile ones. Of the purchased transponders, 128 were installed on various vessels sailing under the Hungarian flag. Present status of RIS implementation in Hungary, available RIS services: Notices to Skippers (NtS), Vessel Tracking and Tracing (VTT), Electronic Navigational Charts - Inland ECDIS. 18 of Dunaújváros Through the participation in RIS-related projects, Hungary is taking a major role in the further research and development of river information services. Such projects are RISING, PLATINA, NEWADA, DaHar. IRIS Europe II is one of the most important projects contributing to establish safe, secure and efficient transport on the European waterway network, bringing advantages to governmental users as well as users in the logistics sector. Hungary concentrated on a traffic information monitoring system to ensure full overview of the AIS shore infrastructure and on AIS radar pilot interconnection 5.2 Identified actions to meet the strategic objectives After the consultation with the operator of the Port of Dunaújváros (ISD Portolan Kft.) the following elements are being used for testing in the DaHar RIS pilot tool in Dunaújváros: An ICOM MXA-5000 AIS receiver with the necessary antenna and cable system, Server PC, Software solution. This RIS pilot solution conforms to the SEE Programme s visibility guidelines. The port uses the tool based on a memorandum of understanding signed with the Municipality of Dunaújváros. After signing in the user receives the locally most relevant information on the screen that is divided into three parts: 1. graphical display of AIS information received with the above mentioned AIS receiver equipment (the ship tracker part can be extended to the full screen) 2. water level information from the water level gauge in Dunaújváros and ice information 3. statistical data request opportunities (both options result in an expert Excel file): a. vessels in the port in a requested time frame b. a certain vessel s visit in the port Graphical user interface of the RIS pilot software in Dunaújváros DaHar This project is co-funded by the European Union page 18 of 26

19 of Dunaújváros Hungary is committed to the further development, operation and optimisation of RIS as part of priority 1. a) of the EU Danube Region Strategy. As a next step the IRIS Europe 3 TEN-T project proposal has been submitted and the continuation of other projects (NEWADA, NELI, WANDA) is being planned with the participation of Hungary. During IRIS Europe III special emphasis will be put on ensuring interoperability of the RIS systems, and the coordinated approach towards international data exchange, including the interconnections with the European Services. Cooperation with the non IRIS Europe 3 beneficiaries is established through cooperation agreements, whereas the cooperation agreements also ensure a consolidation and cooperation with parallel TEN-T initiatives (e.g. the NL / DE Project proposal "Vessel Traffic Centres of Tomorrow". The last meeting was held on 8th April 2013 and the status quo is as following: For the time being we are in the test setting process (integration of arrival prognoses to the container management) which will be implemented and a first version is ready now. But this is a programming document so nothing really to show. This version will be presented end of July 2013 within our project consortium and various details will be resolved, like interfaces and datasets, for the evaluation process. The test setting process should be ready by end of August, before the testing phase can start. 20 of Dunaújváros Evaluation of testing phase with regard to ecological and economical aspects (cost savings and CO² reduction) Development of adequate business model 5.3 Potential impact on port of Dunaújváros Appropriate onboard infrastructure increases safety of navigation and form the basis for additional RIS services. The RIS allows that more information will be available about vessels, cargo, ETA, water level, cargo owner, and position. It has an effect on the efficiency of the Danube as the European Transport Corridor VII by intensifying cooperation between waterway administrations to promote inland navigation as a cost-effective and environmentally friendly mode of transport. 5.4 Recommendations how to implement the identified actions The following EU legislation and privacy regulations are the issue of the RIS TLS: 1. Privacy regulations defined within the Directive 2005/44/EC Article 9 - Rules on privacy, security and the re-use of information: Member States shall ensure that processing of personal data necessary for the operation of RIS is carried out in accordance with the Community rules protecting the freedoms and fundamental rights of individuals, including Directives 95/46/EC and 2002/58/EC. Member States shall implement and maintain security measures to protect RIS messages and records against untoward events or misuse, including improper access, alteration or loss. Directive 2003/98/EC of the European Parliament and of the Council of 17 November 2003 on the re-use of public sector information shall apply. 2. 22 of Dunaújváros 6. 5 Navigability and environment protection on the Danube 6.1 Definition of the strategic objectives identified by Master Plan 5 The Danube River Basin is Europe s second largest river basin, with a total area of 801,463 km². More than 80 million people from 19 countries share the Danube catchment area, making it the world s most international river basin. The Danube is the major waterway in Europe with a large potential for transporting goods. The shipping industry is focusing on further development of the Danube navigation channel through new dams and regulations projects, as well as construction of new artificial waterways. The Danube as the Pan-European Transport Corridor VII is the backbone of the east-west waterway connection providing, together with the Rhine River, a link between the North Sea and the Black Sea. Discussion concerning environmental protection often focuses on the role of government, legislation and enforcement. However, in its broadest sense, environmental protection may be seen to be the responsibility of all people and not simply that of government. In case of Hungary 51 strategic bottlenecks can be found alongside the River Danube. The typical problems are mainly bridge clearance, fairway depth and/or width, reduced draft and container capacity per vessel. Critical for navigation are water levels approaching the lower regulation level, which occurs very often, and their statistics will be even less favorable due to the climatic changes. The port's present exploitation is 30%. This relatively low level has two reasons: either there are not enough goods, products to transport, or the water-transport is not competitive in time or in other aspects. This latter reason can be traced back to the problematics of the navigability of the Danube. DaHar This project is co-funded by the European Union page 22 of 26

23 of Dunaújváros 6.2 Identified actions to meet the strategic objectives Many past generations realized that a lot of work would have to be done before to achieve the good navigability of Danube. Most of the problems of strategic bottlenecks are not under preparation. Projects should be developed for all bottlenecks to protect the River Danube from pollution. PP countries should preserve its valuable ecosystem and water resources. Hungary also should take part in elaboration and implementation of an international model for oily and greasy ship waste. The bridge clearance affects vessels transporting, so that bridges where this problem occurs, would require upgrade. 6.3 Potential impact on port of Dunaújváros Inland navigation can contribute to making transport more sustainable, particularly where it substitutes for road transport, but inland shipping and especially the development of waterways for navigation can have considerable environmental impacts. Waterway development works for inland navigation can have significant impacts on the ecological value and water quality of water bodies. The nature and extent of the impacts depend on the kind of works concerned and, to a large degree, on the characteristics of the water body itself. Navigability bottlenecks on the River Danube raise the transport prices in certain seasonal periods and in parallel diminish the reliability of IWT. Low water level conditions set back the reliability and efficiency of IWT as barges need to be lighter and lower draughts mean reduced profitability and flexibility. 6.4 Recommendations how to implement the identified actions The legal framework for navigation and environment issues in the Danube river basin includes international conventions between countries as well as relevant EU law, policies and action plans. In case of proper navigability, one policy recommendation was already formulated. Accordance with the directives set out by European Agreement on Main Inland Waterways of International Importance (UNECE - AGN) inland navigability should be ensured. 24 of Dunaújváros We must plan the major works on the achievement of minimum recommended fairway parameters, hydro-technical and other facilities and improvements on the Danube. (With the loaded draught of 2.5 m throughout minimum 330 calendar days) Installation of the necessary national and cross-border coordination procedures in order to implement effective response actions, in extraordinary circumstances (low water, ice, floods). The Convention regarding the Regime of Navigation on the Danube (Belgrade Convention), which forms the framework for governing navigation between 11 Member States. The Convention, which is coordinated by the Danube Commission, aims to strengthen economic relations in the region and addresses the need for maintaining the entire Danube navigable. By 2015 the main environmental objectives of the Directive have to be achieved by the implementation of the programs of measures, which i.a. address hydro-morphological alterations caused by navigation. Safe and cost-efficient transport can be ensured if all Danube States respect the existing the above mentioned international regulations. The minimum standards cannot be compensated only by fleet innovation, ergo the slogan: adapt the vessels to the river and not the river to the vessels creates a dangerous fiction and ignores basic economic facts. The Danube - as the 2nd longest and biggest river of the continent - qualified by the following international institutions: Danube Commission UNECE European Commission International Transport Forum ex CEMT and NOT BY GREENS! 25 of Dunaújváros Summary The aim of of Dunaújváros is to represent the current situation and find solution to the existing problems. The port of Dunaújváros can less engage to the cargo flow in Europe. The connection of the town with the national road- and rail network is very important. Enlargement or modernization of the logistical infrastructure is needed. Intermodal logistic should be provided to increase competitiveness of the region. The establishment of the new port would ensure container and Ro-Ro services. Therefore we could provide comprehensive services for the occurred demand. To achieve our objectives more development and fund, state aid are needed. A detailed plan should be developed to improve the hinterland connections as well. As Dunaújváros is located alongside the Danube, we are also responsible for the navigability and environment protection. The improvement of strategic bottlenecks and typical problems (bridge clearance, fairway depth and/or width, reduced draft) is also our task. Hungary is committed to the further development, operation and optimisation of RIS. Appropriate onboard infrastructure increases safety of navigation and form the basis for additional RIS services. With international collaboration the safety of cargo and vessels can be reached. The modification of any factors has a large impact on the region of Dunaújváros. These improvements contribute to a sustainable economic growth, transport safety and increase of standard of living. However, the potential impacts on the region will appear years after the implementation of the objectives. The sooner we make our goals, the sooner we gain our reward.
