14 E. Rules and Regulations 1. General Rules and Regulations a. Exhibitors and their service agents should follow the rules and regulations set by the Organizers, Coorganizer and China International Exhibition Centre (CIEC). Raw space exhibitors should appoint qualified stand contractors which are approved by CIEC for booth construction and ensure that the stand contractors will construct and dismantle their booths safely and properly. The list of approved stand contractors can be downloaded at b. Exhibitors should settle all necessary charges (including participation fees, charges to CIEC [Raw Space exhibitors only], rental fees of services and facilities) as per the deadlines. c. Exhibitors should display exhibits and publicity materials in line with the range of exhibits as stated in the exhibition brochure. d. Exhibitors should not bring dangerous products, imported goods without customs clearance, goods breaching intellectual property laws and illegal products into the exhibition center. e. No stage performance run by exhibitor is permitted without the prior consent of the Organizers and Coorganizer. f. Unauthorized photo-taking and video shooting is not allowed within exhibition venue, except exhibitors taking images of their own booth and exhibits. g. Cash sales of exhibits are not allowed in the exhibition halls. 2. Fire & Safety Precaution a. All exhibitors and visitors should follow the safety, fire precaution and security regulations of Beijing Municipal People s Government and China International Exhibition Centre (CIEC). b. Stand contractors should use construction materials and facilities which are fire-proof, non-flammable or painted with fire-retardant materials. Woven and stretch cloths are prohibited. c. Do not use flammables, explosive and high-pressure containers in the booths. d. Do not use high temperature lights and high voltage electrical appliances in the booths. No neon light is permitted. e. Do not bring in or use dangerous and fire hazardous goods and equipment at the exhibition booth or exhibition venue. f. No smoking is allowed in the exhibition halls. g. A safe distance must be maintained between visitors and exhibitors while exhibits are in demonstration or operation mode. Environmental protection & safety measures must be put in place to prevent smelly and greasy dirt from spilling out of exhibits. Exhibitors are advised to check with the Co-organizer and exhibition centre for details. 13

15 E. 参展守则 1. 一般规定 a. 展商及他们的服务公司必须遵守主办单位 协办单位及场馆之规定 净地展商必须聘用可靠及获得展馆认可合符资格的施工承建商负责展台搭建, 确保施工安全及妥当 施工承建商名单于网上刊登 b. 展商必须按时缴交所需的服务费用 ( 包括展位费 场馆的费用 [ 净地展商适用 ] 服务及设施的租赁费用 ) c. 展商的展品必须与展览的产品范围相符 d. 展商严禁携带危险品 未经清关的进口物品 违反知识产权保护法 侵犯知识产权物品及非法物品进入会场 e. 未经大会同意, 展商不得举行舞台表演 f. 未经大会同意, 展商不得擅自在自己的展台以外摄影或录像 g. 在展览会场内不准作现金买卖 2. 消防及安全措施 a. 所有参展商和观众必须遵守北京市政府和中国国际展览中心有关安全 消防和治安等方面的规定 b. 净地施工承建商所使用的搭建展台物料及设施须具备防火功能 不易燃或涂上防火物料 禁止使用针棉织品及各种弹力布做展台装饰材料 c. 不可在展台内使用易燃 具爆炸性及高压器皿 d. 不可在展台内使用高温灯及高用电的电器用品 严禁使用霓虹灯作为展台装饰照明 e. 不可在展台内明火作业 f. 场馆内严禁吸烟 g. 所有机器及设备须放置妥当, 符合安全标准 演示时, 展商必须确保机器及设备与入场观众保持安全的距离 展商亦须对演示所产生的异味和油污, 采取安全环保措施 展商可向协办单位及场馆查询有关机器及设备展示的安全规格详情 14

16 3. Booth Construction Regulations a. The maximum booth height is 4.5 meters (3 meters for standard booths). All exhibits, booth facilities and structure should be placed inside the exhibition area. b. Should exhibitors intend to build a double-deck exhibition stand, they are required to apply to the Organizer. After the approval, exhibitors are subject to a surcharge equivalent to 50% of their raw space rental. c. The booth design, construction materials, the build-up and dismantling procedures should conform to the regulations set by the National Environmental and Security Authorities. Stand contractors should have qualified licenses issued by the government authority. d. Raw space exhibitors should submit plans and design proposals to the Co-organizer by or mail for approval on or before 15 August Drawings submitted must be in full dimensions with a reasonable scale of not less than 1:100 and contain information of floor plan, stand elevation plan, telecommunication devices, electrical fittings, colors and materials, audio-visual equipment, etc. All booths and constructions must not block off fire-extinguishing facilities, air conditioners, emergency exits, corridors and other service facilities. e. All electrical works in the exhibition halls should be carried out by the official stand fitting and electrical contractor only. Raw space exhibitors should submit the design plan for electrical installation to the Coorganizer together with aforementioned stand design plans for approval on or before 15 August Electricity will be supplied in 220 volt (+/-10%), single phase, 50Hz or 380 volt (+/-10%), three phase, 50Hz. 4. Regulations on water/electricity/compressed air supply a. The installation of electrical appliances should comply with the regulations of <Beijing Electric Appliances Installation Standard>, <Beijing Exhibitions Fire Management Regulations>. All electrical appliances used in the exhibition must have national inspection certificates. Workers who are carrying out electrical work must hold the skill certificates issued by the relevant government departments. b. Exhibitors should apply for power electricity/lighting electricity/water/compressed air from the official stand and electrical contractor on or before 15 August ** In case of violating the above regulations and inducing unsafe conditions, the Organizers, Co-organizer and CIEC have the right to stop supply of water/electricity/compressed air to the exhibitors at any time without advance notice. 5. Exhibit Freight Forwarding and Customs Clearance a. Customs officials will come to the exhibition hall for clearance and inspection of exhibits in the morning of the first move-in date. The Official Freight Forwarder will assist the exhibitors to complete such formalities. Exhibits can be delivered to booths only when the inspection is done. No other forwarders will be permitted to handle exhibits inside the exhibition hall. For exhibitors using their own forwarders, they may deliver their shipment either to the port nearby Beijing or outside the exhibition center and then hand over to the Official Freight Forwarder for moving exhibits into designated booth area at extra cost. 17 3. 展台施工规定 a. 展台高度不得超过 4.5 米 ( 标准展台限高 3 米 ) 任何展位设施 展品及装饰都不得伸展超逾划定的展位界限 b. 如参展商欲搭建双层展台, 必须向主办单位申请, 经审批后展商需多付净地面积百分之五十的附加 费 c. 展台设计 材料及施工程序须符合国家有关环保 消防安全规定 施工单位须具备国家有关部门认 可的施工资格 d. 净地展商须于 2010 年 8 月 15 日或之前以电邮或邮寄方式将展位设计草图及图则送交协办单位, 作出审批 图则比例必须不少于 1:100, 并须注明十足尺寸及详附平面布置图 展位正视图 电话 电力装置及安全规格 用色及用料 视听器材等资料 所搭建展位不得遮挡展位范围内的消防设施 空调排风口 紧急出口 观众信道和其它服务设施 e. 所有电力装置及接驳工程必须由大会展台承建商负责 电力装置设计草图及图则须连同上述展位设 计图, 于 2010 年 8 月 15 日或之前送交协办单位审批 展馆供应电力为 220 伏特 (+/-10%) 单相 50 赫 或 380 伏特 (+/-10%) 三相 50 赫 4. 水电气使用管理规定 a. 电力设施安装须符合 北京市电气工程安装标准 北京市展览 展销活动消防安全管理暂行规 定 中的有关技术规范要求 展会上所使用的电力设施及装置须具有国家相关部门的安全合格检测 报告, 安装电力的工人须持有国家劳动部门核发的专业操作证 b. 在展位内使用动力电源 照明电源 用水及压缩空气之展商须于 2010 年 8 月 15 日或之前向大会展台承 建商提出申请 ** 为确保安全, 如发现展商违反上述规定以及其它不安全因素, 主办单位 协办单位及场馆有权停止 展位的供电 供水及供气, 而不须向展商事先发出通知 5. 货运及清关 a. 海关官员会在进馆第一天早上到达展场把展品一次性地清关及检验内容, 大会的货运公司届时会从旁协助 验毕后, 展品才会运到展台 场馆内不许其它运输公司作业, 若展商雇用其它运输公司, 可将展品运至中国口岸或会场外, 然后交由大会货运公司接手处理运到展馆内摆放 展品运输及收费手册于网上刊登 16

18 Guidelines & Pricing for exhibit freight forwarding has been posted online at C10.pdf b. CIEC is a bonded area. All exhibits are under Customs control once they are brought into the exhibition halls. Exhibitors can only unpack their goods after Customs clearance and inspection. Do not take your exhibits away from the halls without the permission of the Customs. c. Before moving out, exhibitors have to fill in declaration form listing the exhibits to be returned to their country and hand it to the Official Freight Forwarder to apply for exhibits move-out permit from the Customs. The details in this form must be same as the declaration form you submitted during move-in time. In the process of move-in and move-out of exhibits and decoration items, exhibitors must arrange company representatives to be present at their booth and undergo clearance formalities with the assistance of the Official Freight Forwarder. 6. Handcarried Exhibits a. China s Customs has promulgated that all overseas visitors, including Hong Kong and Macau Chinese, have to fill out the Customs Declaration Form for their hand carried items. b. Exhibitors should present the declaration forms of their hand carried exhibits and request the China s Customs at their port of arrival to seal up the case containing their hand-carried items and then undergo customs clearance in the exhibition halls, or ask the Customs to keep the exhibits and issue receipt which you should give to the Official Freight Forwarder to assist you to get back the goods from the Customs. On arriving the exhibition hall, exhibitors should contact the Official Freight Forwarder for getting back the exhibits from the Customs and complete the clearance procedures. c. According to China s Customs regulations, after the exhibition, exhibitors have to entrust the Official Freight Forwarder to send the returned hand-carried exhibits for the exhibitor s collection in the airport s Customs area. Please contact the Official Freight Forwarder for details and cost. 7. Film / AV Demonstration Audio-visual equipment in operation must not cause annoyance to visitors or other exhibitors. The noise level may not exceed 90dB. The Organizers and Co-organizer reserve the right to terminate such audiovisual presentation. Content of the presentation must be legal and genuine and without violation of other s patent rights. 8. Censorship Promotional materials such as films, AV media, slides and printed matters to be shown to the public during the exhibition have to be censored by China s Customs. Please contact the Official Freight Forwarder for details. Political slogans and obscene pictures are strictly prohibited. Exhibits and publicity materials with names of ROC are prohibited (please change it to Taiwan Region instead). In the map of China, Taiwan and Nansha (Spratley) Island must be clearly indicated as China territory. 17

20 9. Storage The Organizers and the Co-organizer will not provide exhibitors any storage room on site for packing cases, surplus materials and any personal property. Exhibitors have to make their own arrangements or check with the Official Freight Forwarder for such services. The Organizers will clear all articles not stored in booth areas without prior notice, and the concerned exhibitors are subject to penalty of the local safety and fire service authorities if violating safety rules. Exhibitors who require storage of their materials on-site, should contact the co-organizer on or before 12 September Intellectual Property Protection Exhibitors shall not display products which they do not have patent right or agency authorization or fake and imitation goods. The Organizers and the Co-organizer will remove such kinds of exhibits from the booth at the cost of the exhibitors. The exhibitors right of display will be then terminated and the booth rental fee forfeited. Exhibitors should be responsible for any legal disputes caused. 11. Souvenirs Give-aways and souvenirs may be liable to import duty after Custom s inspection. Please liaise with the Official Freight Forwarder for the details. The content, quantity and value of the souvenirs must be shown on the invoice & packing list together with the samples that will be submitted to the Customs for evaluation via the Official Freight Forwarder. All souvenirs must be distributed inside the booth. The Organizers and Coorganizer will stop the distribution if it causes disturbance to other exhibitors and visitors. 19

22 F. Exhibition Services and Facilities 1. Show Directory The official show directory containing details of exhibitors will be distributed to potential buyers, trade visitors, the press and the media, government officials and trade associations during the exhibition. Above all, the show directory has also been regarded as China s optical yearbook with the fact that the majority of China s optical manufacturers and suppliers have joined the exhibition and their information are listed in the directory. Exhibitors are requested to return Forms 3-5 with required information on or before the deadline. Please print in block letters and send us the forms either by fax or by . Kindly make sure that all the information is legible. The Organizers and Co-organizer will not take any responsibility if mistakes were found in the show directory due to the illegibility of the information originated from the exhibitors. The Organizers and Co-organizer also reserve the right to edit the content provided by the exhibitors and the edited content will not be submitted to exhibitors for approval. Placing advertisement in the show directory is well worth by virtue of its very nature. Please fill-in Form 1 and the best position will be reserved to the exhibitors on a first-come-first-served basis. Please note that advertisers have to show proof of the ownership, dealership of the advertised products and brands. If fake and unauthorized products are advertised, exhibitors have to bear the legal responsibility and the possible claims ensued. 2. Exhibitor Badge Exhibitors are required to wear the badges all the time in the exhibition halls. The number of exhibitor badges will be provided on a complimentary basis in accordance to the booth size. Please fill-in details of your personnel in Form 6. 24 3. Multi Entry/Departure Card All personnel must use the designated Entry/Departure Card above for entering and leaving the exhibition centre. The cards are used for multiple-entry and exit of the exhibition centre throughout the exhibition period. Exhibitors will receive a number of Multi Entry/Departure Cards (the quantity is the same as the number of exhibitor badges requested in Form 6) by mail at least 2 weeks before the exhibition. The multi entry/departure card is needed for passing through the turnstile card gate installed at the main access points of the China International Exhibition Centre (CIEC), whereas the exhibitor badge is used for admission to the exhibition halls of the China International Optics Fair. 4. Advertising Exhibitors are welcome to make use of the promotional banners and other items to further publicize their companies at prime locations at the exhibition centre. Please read Form 15 for details and charges. 5. Technical Seminar and New Product Launch During the exhibition period, exhibitors are encouraged to book seminar room for holding seminars, launching new products release. Please refer to Form 2 for booking details and charges. 6. Visa Please note that visa is required to enter China. To assist exhibitors visa application, invitation letters will be issued to exhibitors free of charge by one of the fair organizers, China Light Industrial Corporation for Foreign Economic & Technical Cooperation (CLETC). Please read Form 11 for details. 7. Booth Cleaning Daily booth cleaning service will be provided to standard booth by the Co-organizer. Raw space exhibitors are required to arrange booth cleaning by themselves. 23

Insurance The Organizers and Co-organizer will insure for public liability for the exhibition. Exhibitors and their delegates have to arrange insurance to cover their own risk against personal accident, property and exhibits. 10. International Exhibitors Service Centre Located inside the Co-organizer office, the Service Center will offer exhibitors free beverages & snacks, photocopying & printing services, and internet connection. 25

28 G. Information and Rules & Regulations for Exhibitors I) Raw Space Raw Space exhibitors will be provided with bare exhibition space. Company name and exhibits information provided by raw space exhibitors will also be listed in the show directory. 1. Requirements a. The maximum booth height is 4.5 meters. All exhibits and booth facilities and structure should be placed inside the exhibitor s booth area. b. Should exhibitors intend to build a double-deck exhibition stand, they are required to apply to the Organizer. After the approval, exhibitors are subject to a surcharge equivalent to 50% of their raw space rental. c. No daily booth cleaning and booth carpeting will be provided to raw space exhibitors. d. Raw space exhibitors must read this exhibitors kit clearly and submit Form 10 to declare their obligation for stand construction on or before 15 August e. Raw space exhibitors and their stand contractors must comply with the following rules when preparing design plans and stand construction. (1) No part of any structure may extend beyond the boundaries of the site allocated. This includes lighting, Exhibitor s name, logo or banner, etc. (2) The name and/or booth number of the exhibitors must be prominently displayed and face to aisle. Any item at the height over 2.5m facing adjacent booth must be set back 1 metre from their booth boundary. If this is not observed, the Organizers and Co-organizer reserve the right to affix them as they consider fit and impose the cost incurred to the exhibitor concerned. (4) All electrical fittings and wiring must be installed in compliance with the regulations of <Beijing Electric Appliances Installation Standard>, <Beijing Exhibitions Fire Management Regulations> and CIEC. All electrical appliances used in the exhibition must have national inspection certificates. Workers should have skill certificates issued by the concerned departments of the state. 27

29 G. 参展资料及守则 I) 净地选择净地的展商, 其参展费已经包括展出净地面积及大会场刊的公司及展品简介 1. 基本要求 a. 展台搭建高度均不得超过 4.5 米 任何展位设施及展品不得伸展超逾划定的展位界限 b. 如参展商欲申请搭建双层展台, 必须向主办单位申请, 经审批后展商需多付净地面积百分之五十的 附加费 c. 净地展商须自行安排每天的展位清洁及在展台内铺设地毡 d. 净地展商或其聘用之施工承建商必须细心阅读本参展手册, 并于 2010 年 8 月 15 日或之前签署及交回 表格 10 之施工安全责任书 e. 净地展商或其聘用之施工承建商在展台设计及搭建时须遵守以下规定 : (1) 任何展位设施不得超逾规划的展位界限, 包括灯光 展商名牌 标记或横幅等 (2) 展商的名称及展台号必须摆放在显眼位置 任何展位装饰或设施高度如超过 2.5 米, 必须放置于面向毗邻展位的展位分界线的 1 米地方以外 如违反上述规定, 主办单位及协办单位有权把该装饰或设施重新摆放在合适的位置, 一切费用概由展商负责 背板 侧板 1 米 1 米 超过 2.5 米高的展品展具 1 米 侧板 (3) 展商须提供 安装及布置其面向展位内 信道及毗邻展位的围板, 而围板四面的装饰须达到可接受的标准 (4) 电力设施安装须符合 北京市电气工程安装标准 北京市展览 展销活动消防安全管理暂行规定 和中国国际展览中心有关技术规格要求 展会上所使用的电力设施及装置须具有国家相关部门的安全合格检测报告, 安装电力的工人须持有国家劳动部门核发的专业操作证 (5) 所有展位装饰及设施的材料, 必须具防火功能 ; 政府部门 场馆 主办单位及协办单位将作现场检验 (6) 展场内严禁喷漆 烧焊及使用电锯 28

30 (5) All materials used in the construction and decoration of booths or set-ups should be flame retardant and subject to inspection by the government authorities, CIEC, the Organizers and Co-organizer. (6) Paint spraying, welding and the use of electrical saws are strictly prohibited inside the halls. f. If there is a pillar inside your booth, the Co-organizer will send you the floor plan showing the location of the pillar(s) after your participation. Your stand contractors are advised to have on-site inspection and measurement for the exact location of the pillar. g. Fire hydrants, emergency exits and electrical boxes should not be blocked off. The Co-organizer will send the floor plan showing the location of these facilities to those raw space exhibitors after your participation. The design and construction of these booths should comply with this regulation. 2. Selection of Stand Contractors a. For public safety, exhibitors should request their stand contractors to observe the fire precaution and security regulation of Beijing Municipal People s Government and the construction regulation of CIEC to ensure the staff and visitors personal safety. b. Exhibitors should appoint reliable stand contractors. The list of approved stand contractors by CIEC has been posted online at In order to avoid cases of ambiguity as to whom to be held responsible when accidents arise, exhibitors and the stand contractors should clearly state the safety and accident responsibility in their contract. The content of construction contract should include: assurance of the stand structural design safety, the use of fire-retardant and safety construction materials and facilities, the proper electrical appliance installation, the liability of injuries of staff and the third parties and the confirmation of personal accident insurance for their working staff. 3. Application of Electricity Supply All electrical works should only be carried out by the official stand and electrical contractor. Raw space exhibitors should submit Form 12 Rental of Additional Lightings and Electricity on or before 15 August Please settle the charge on time to the Official Contractor Milton Exhibits & Engineering (Shanghai) Ltd Beijing Branch. 4. Application of Stand Construction a. Raw space exhibitors should submit design draft, proposal together with layout plan to the Co-organizer by or mail for approval on or before 15 August Drawings submitted must be in full dimensions with a reasonable scale of not less than 1:100 and contain information of such as floor plan, stand elevation plan, telecommunication devices, electrical fittings, colors and materials, audio-visual equipment, etc. Electricity will be supplied in 220 volt (+/-10%), single phase, 50Hz or 380 volt (+/-10%), three phase, 50Hz. Please note that no booth construction on raw space shall be permitted unless the Co-organizer or CIEC have approved the design plans in writing. Failure to observe such rules can result in costly alterations on site being imposed by the Organizer, Co-organizer and CIEC, and the charges will be at the exhibitor s expense. 29
