2 EXECUTIVE SUMMARY The City of Kissimmee s Sanitation Division provides services for the residents and small businesses with the curbside collection of garbage, recycling, yard waste and bulk items within the city limits. The Sanitation Division began the implementation of fully automated pickup in 1994 and had a fully automated collection system by The Sanitation Division continues to make strides to improve their services to the citizens and small businesses of Kissimmee with improvements to their fleet, operations and facilities with new technologies and greener initiatives. A new Sanitation building was constructed and improvements and upgrades were done to our Weld Shop. In addition to these improvements, the Sanitation Division implemented curbside recycling and a Public Education program in October of The recycling is collected as single stream and allowed the Sanitation Division to collect recycling with little changes to the division. 2

3 SECTION 1: DESIGN OF COLLECTION FACILITY/ MANAGEMENT SYSTEM The City of Kissimmee Sanitation Division provides collection services to all residential and small businesses within the city limits. This consists of curbside collection of garbage, recycling, yard waste and bulk items. All services are collected on a once a week collection schedule. These services are kept operational through a newly designed and constructed Sanitation office and renovated Weld Shop building. Services Provided by the Sanitation Division The City of Kissimmee Sanitation Division provides fully automated once a week collection of garbage, recycling and yard waste for its residents and small businesses. All customers are entitled to a brown container for garbage, a blue container for recycling and a green container for yard waste. Bulk items are also collected on a once a week basis. Some of the basics of the program are as follows: All collections are collected on a once a week basis. Garbage is collected on Monday and Tuesdays by eight routes on each day. These eight routes collect waste for almost 15,000 customers between the two days. All garbage needs to be in the container provided and bagged. Extra bags of garbage outside the container are collected by the driver and the customer is charged a fee. Recycling is collected on Thursdays and Fridays. The same eight drivers, routes and vehicles that collect the garbage on Mondays and Tuesdays are used to collect the recycling. This has allowed the division to start curbside single stream recycling without the addition of personnel or vehicles. All recycling needs to be in the container provided. Extra recycling 3

4 outside the container is collected by the driver and the customer is not charged a fee for the recycling. Single stream recycling is collected from all city buildings and the division also provides bulk pickup for scrap metal recycling at no additional cost to the departments. Yard Waste is collected on Monday, Tuesday, Thursday and Friday by two routes on each day. All yard waste needs to be in the container provided and not bagged. Extra bags or bundles of yard waste outside the container will be collected by the driver and charged a fee. Bulk is also collected on Monday, Tuesday, Thursday and Friday by two routes on each day. This includes white goods, C&D and large piles of brush. It is collected and charged per cubic yard. Residents are allowed two free pickups a year for brush and leaves. Collection of Big Belly Solar Compactors and Recycle Bins in the downtown area and city buildings. Providing automated curbside collection services for the residents of the City of Kissimmee has allowed the Sanitation Division to increase productivity by increasing from customers collected per route to customers collected per route. Having uniform collection containers also gives our neighborhoods a more aesthetically pleasing appearance. In October 2011, the Sanitation Division began single stream curbside recycling collection. This has resulted in a cost benefit to the Sanitation Division since the dump fee for garbage is $42.45 per ton and the dump fee for recyclables is $13.50 per ton. The division also receives a portion of the sales of recyclables. Before single stream recycling, the City of Kissimmee relied solely upon recycling drop off centers around the city that were made available by the Osceola County Solid Waste Department. The Sanitation Division has a full time Sanitation Services Technician who maintains the carts throughout the City of Kissimmee. All containers provided are 95 gallon roll out carts with wheels and a lid. Beginning in 2009, the Sanitation Division began purchasing these carts with RFID tags for the future procurement of RFID readers for the Sanitation vehicles. The containers are also equipped with a bar code that is used in 4

5 conjunction with the Rehrig Pacific C.A.R.T.S. maintenance program which is used to create work orders and keep a detailed log of container inventory, repairs, replacements and deliveries. The Sanitation Division also has a full time Franchise Coordinator that oversees collection of all commercial account dumpsters and roll-offs through our Franchise Agreement with Waste Management. In addition, the Franchise Coordinator holds a Code Enforcement Certification for the purpose of citing Franchise violations. Other duties include monitoring account billing and revenue reports, site plan and site survey reviews and monitoring commercial recycling operations to ensure compliance with City, State and Federal regulations, codes and ordinances. Weld Shop and Sanitation Facilities An essential part of the Sanitation Division s success is our Weld Shop. Before 1991, the Weld Shop would mainly do welding repairs and fabrication for the city s equipment. Then they became more involved in working with the hydraulic systems that were used on the sanitation flipper vehicles. As the Sanitation Division began to implement automation, the Weld Shop began to become more responsible for the repairs and maintenance for the vehicles. This led to the need to train the Weld Shop personnel in the hydraulic systems that they were working with. Personnel began getting hydraulic training directly from the factory. Since then, all personnel get yearly hydraulic training. This training has enabled the Weld Shop to perform warranty repairs to the equipment and charge all labor back to the factory. With their hydraulic knowledge, welding knowledge, today s technology and the continuing education that the Weld Shop receives, they are able to perform many duties. The Weld Shop has a regularly scheduled preventative maintenance program that it performs for the Sanitation Division and all Public Works equipment. They also have the capabilities with their CNC milling machine and CNC lathe to fabricate parts that the Sanitation Division and other divisions use on a regular basis. All welding repairs and work, as well as, cylinder repairs and rebuilds are also done in-house. The Weld Shop has also expanded its services to outside entities to include other departments within the city and other cities, such as, St. Cloud, Tavares and Mascotte to 5

6 name a few. The Weld Shop facility has undergone recent upgrades and renovations. The expansion was needed to give personnel the room needed to handle their increased work flow. Before the renovations, the building had three open drive-thru bays, two enclosed bays with roll up doors that was used mainly for a work area to keep vital equipment out of the weather, a shed to store parts in and a small machining area. It now consists of three large enclosed drive-thru bays to allow work in any kind of weather, a larger machining shop that is enclosed and temperature controlled where all their equipment can be utilized in one room, a parts room in the building for easy access to parts and the addition of a paint booth section that will be able to fit large vehicles such as refuse trucks and dump trucks. The Sanitation Division also had major work done to the office building. The old building consisted of 2 offices and a break room. It was completely torn down and a new building built with a reception area, 4 offices, a conference room, restrooms, storage room, copy room and a training/break room. The new Sanitation Building was built to LEED standards with energy and cost efficiencies as well as safety in mind. Each room is equipped with light sensors that are activated by movement and will shut the lights off automatically if someone is not in the room. There are also touchless faucets and hand dryers installed in the restrooms. These features help keep costs low and reduce the carbon footprint of the Sanitation building. The highlight of the building is the training/break room. Not only is it used for training purposes, this room is built to withstand Category 3 hurricanes and will be used for the Public Works Divisional Operations Center. It is completely enclosed with concrete and reinforced steel to protect it from hurricane force winds. It is also equipped with cabinets along one side of the room to allow storage of food and essentials to sustain the emergency personnel for up to three days. The entire building is also on a generator system in case of power outages. 6

7 SECTION 2: ENVIRONMENTAL CONTROLS & REGULATORY COMPLIANCE ENVIRONMENTAL CONTROLS The 95 gallon curbside service containers for garbage, recycling and yard waste have substantial environmental benefits. The containers have easy to use lids that also help control odor. They keep waste from human contact and keep water from collecting in the containers. It also keeps animals and vectors out of the container and litter from being strewn around the neighborhoods, businesses or blown into storm drains or lakes. When the yard waste containers are used it allows for the yard waste to be stored without plastic bags which contaminates the yard waste used for compost, mulch or fuel and reduces pollution. The Sanitation Division also continues to reduce its carbon footprint: Replacing older vehicles with vehicles that meet the EPA emission standards. These vehicles are also equipped with exhaust systems that use Diesel Exhaust Fluid (DEF) which reduces particulates emissions significantly. The use of fully automated vehicles also helps with using less fuel and lowering emissions by being able to collect more homes with fewer vehicles and in a shorter amount of time compared to rear loaders and manual collection vehicles. The collection of the Big Belly Solar Compactors and recycle bins in the city has benefits as well. The compactors and bins are enclosed and assist with the prevention of litter being strewn around the city, keeping animals and vectors out of the containers and controlling odors. Another benefit is that with the compaction of the waste and the notification system built in to the Big Belly, the container does not have to be collected as often resulting in fewer collection vehicles in the downtown area. Another step in reducing our carbon footprint was accomplished with the installation of energy saving lighting in the renovation of the Weld Shop and the 7

The old lighting in the weld Shop was removed and equipped with newer energy saving lights. The Sanitation building was equipped with energy saving lighting that is controlled by motion sensors in each room. These sensors turn off the lights automatically when the room is vacant. This allows the Division to use less energy that would otherwise be used unnecessarily. REGULATORY COMPLIANCE The Sanitation Division implemented curbside single stream recycling in 2011 in an effort to meet the State 75% goal. In our first year, we averaged over 247 tons of single stream recycling and over 260 tons of recyclable yard waste collected per month. In 2013, we averaged over 292 tons of single stream recycling and 288 tons of recyclable yard waste There are also several recycling drop off sites around the City of Kissimmee that are provided by the Osceola County Solid Waste Department to assist in reaching this goal. The Bass Road Recovery Facility is also located in the city limits and allows residents to drop off electronics, HHW, yard waste and recyclables. The Sanitation Division continues to strive to improve our program and we believe we are well on our way to meeting this goal. 8

9 SECTION 3: PROGRAM PLANNING Program planning is a process determined by the ever changing environment of the solid waste industry and our city s needs. We plan programs through continuing education through SWANA courses, the internet, networking, bi-weekly team meetings and data collected on a daily basis to continually research and monitor changes in the industry, statutes and codes, technology, and community contact where we target customer needs. The City of Kissimmee Sanitation Division began its transition to fully automated collection in Before the implementation, the division was running Crane Carrier low entry trucks with manually loaded hydraulic lifts or flippers on the side of the hopper. The Division decided to renovate three of its side-loading semi-automated Crane Carrier trucks into fully automated collection vehicles. The trucks were stripped of their 28-yard bodies and retrofitted with Heil yard fully automated bodies. After implementing the three fully automated collection vehicles, the collection routes were able to increase from homes per route to 800-1,000+ homes per route and determined that this was the best option for the Sanitation Division. The planning process was effective because by 2000, the Sanitation Division had a complete fully automated collection system for the collection of garbage and yard waste. To date, the Sanitation Division continues the fully automated collection for its collection routes but with the addition of one route to its garbage and recycling routes due to growth in the city. In October 2011, the Sanitation Division began single stream curbside collection. The City of St. Cloud approached the City of Kissimmee in early 2011 with plans to begin the hauling of single stream recyclables from their transfer station to Recycle America in Orlando, Fl. This benefited the City of Kissimmee since the Sanitation Division was already utilizing the transfer station for MSW. Both cities began to work in cooperation with each other on beginning their curbside recycling programs in unison to assist with the transition. Newspaper ads were shared between the two cities to inform citizens of the change. Once again the planning process was effective, as since inception the single stream curbside recycling collection has resulted in an average of over 292 tons of recyclables and over 288 tons of yard waste collected and recycled per month. System downtime is nonexistent with the current fleet of backup collection vehicles and the regularly scheduled preventative maintenance programs performed by our Weld Shop and Fleet Maintenance staff. 9

10 SECTION 4: PERFORMANCE, ECONOMICS AND COST EFFECTIVENESS The fully automated collection system with the 95 gallon roll out carts that the Sanitation Division uses is very efficient. The operational performance of the ASLs and the containers greatly exceeds the expectations of the division. This allows the driver to pick up more homes in less time than with the previous system of flipper manual collection. The fully automated collection system also keeps the route driver in the cab and out of harm s way. It also gives the customer an efficient way to store and dispose of their solid waste and recyclables. The collection of the single stream recycling containers with this system is more efficient compared to others that collect the recyclables manually and are separating the commodities at the curb. The automated collection system has enabled the division to stay within budget by reducing collection times and worker injury. The Weld Shop personnel have advanced equipment, knowledge and commitment to continuing education which makes them highly efficient and cost effective. The Weld Shop provides services to The City of Kissimmee and surrounding Cities. The quality work and lower costs exceeds expectations of the City of Kissimmee and other entities that bring work to them. The regularly scheduled preventative maintenance program keeps the equipment operating smoothly which allows for efficiency in the collection systems and operations. The fabrication of regularly used parts also makes it convenient and cost effective as compared to having to buy the parts from outside vendors. The capabilities to do in-house cylinder and hydraulic hose repairs and rebuilds are also attributes of the Weld Shop. The Weld Shop is an enterprise fund which allows them to do this quality work all within budget by being able to charge for their services. 10

11 The Sanitation Division and the Weld Shop strive to provide excellent customer service for our internal and external customers. Employees of the two divisions understand that the customer comes first. Some of the ways we foster customer service is by providing our customers with a website, a customer service address and direct access to division staff. The website provides all of our divisional information including service rates, route information, holiday schedules, frequently asked questions and contact information. The customer service address and direct phone line provides a quick and easy way for our residents to contact us with any questions or requests they may have. Collection drivers provide quality service to our customers with the collection of all waste from the curb. Another way we foster customer service is to provide a free back door collection to residents who are unable to roll the collection containers to the curb. Residents are eligible to participate by contacting our staff and providing documentation from a doctor that they are unable to roll the container to the curb on their own. Our drivers will then provide this service by moving the container to the curb for service and then placing the container back to the designated area for the customers use. Collection drivers communicate with their customers by either one on one contact or informational tags. These tags are attached to the container and provide information on requirements such as where and how to place the containers at the curb for collection, how far to keep objects from the container and what days of the week the container is collected. During the year the division participates in educational events throughout the city. These events include Education in the Park, National Public Works Week, School of Government and the Osceola County Hurricane Expo. At these events we provide educational materials and hands on equipment demonstrations to educate and inform our residents about our services and equipment. These events are very popular with residents of all ages. 11

12 SECTION 5: USE OF EQUIPMENT/SYSTEMS AND TECHNOLOGIES The Sanitation Division performs all curbside services with the use of their own equipment and personnel. The garbage, recycling and yard waste are collected with fully automated vehicles. These vehicles were equipped with routing software that was provided by Fleet Logistics. Unfortunately, Fleet Logistics was unable to continue to provide our services. The division is currently researching technologies in Radio Frequency Identification (RFID) readers to install on the vehicles. The containers that have been purchased since 2009 are equipped with the RFID tags in the pursuit of using this technology to assist with routing and participation rates. All bulky waste is collected with two grapple or clam trucks. The following are the current types of vehicles used: Garbage/Recycling Fully Automated Vehicles. (6) Autocar ACX with a Labrie body and lift. (2) Autocar ACX with a New Way body and lift. Yard Waste fully Automated Vehicles. (1) Autocar ACX with New Way body and lift. (1) Autocar ACX with Labrie body and lift. Bulk Waste Vehicles. (2) International 430SBA chassis with Petersen Lightning Loader body. Container Services Technology The Sanitation Division has a full time Sanitation Services Technician who maintains the city issued containers with Rehrig Pacific s C.A.R.T.S. system. Rehrig Pacific Logistics' Container Asset Recovery Tracking System (C.A.R.T.S.) utilizes mobile hand-held computers loaded with a custom application for managing mass distribution, paperless work orders and inventory management in the field. Each handheld unit utilizes barcode/rfid technology to capture the data in the field and then communicates via the Internet to the C.A.R.T.S. host server where the data is then accessible through the web. It can show whether an asset is at a home, being used, receiving maintenance, lost or returned back to inventory. 12

13 The Sanitation Division uses Big Belly Solar Compactors and recycle bins in the downtown area and at some city buildings. The compactor s power is generated by solar panels allocated on top of the compactor. The units are also equipped with the CLEAN technology. This technology is a web-based program that sends an to the division when the compactor is either ready to be emptied or has an issue, such as, the door was left open or there is not enough power to it. The program also keeps track and creates reports for the amount of pickups, issues and efficiency. Weld Shop Technology The Weld Shop s equipment is an essential part of them being able to perform their quality work. Some of the equipment used to perform their services is as follows: A 17 manual engine lathe that is used for fabrication and repair of large parts for all types of equipment. A 16 CNC lathe that is used for manufacturing parts that we have stored in a parts library that are commonly used for maintenance repair. Parts are saved and stored in the systems computer and can quickly be accessed to make parts needed to restock our parts inventory. A three axis CNC milling machine that is also used for fabrication of parts and for fabrication of special tooling. This machine also gives the Weld Shop the capability to design and fabricate many mounting brackets for accessories installation. A 50 ton ironworker used for the fabrication of metal pieces required in our weld shop. This machine is very useful in creating parts for the fabrication of trailers and truck bodies that we build in-house. 13

14 They also have the capability of all three major forms of welding. These include Mig, Tig and stick welding. The Tig welder is used mainly for fabrication of parts made in the machine shop. Plasma cutting is a very economical way to cut any type of metals used in the weld shop. A hydraulic cylinder disassembly table that has 29,000 ft. lbs. of torque for cylinder repair and rebuilds. They have a complete hydraulic hose and fitting inventory that is used almost daily in our shop for making and repairing hydraulic hoses. SECTION 6: WORKER HEALTH & SAFETY The City of Kissimmee provides all employees with regular training, safety clothing & boots, wellness seminars and incentives. Some of these include Health and Wellness Fairs, the free City Health Clinic, CDL training and licensing, Vehicle and Accident Review Committee, Safety Committee and safety incentive points. In addition to this, the Sanitation Division and Weld Shop conduct bi-weekly team meetings that are used to discuss safety issues and training. The employee training includes the following: Coaching the Refuse Truck Driver. Cross training on all equipment and routes within the division. Regular handouts and videos on such topics as Handling HHW, Proper Lifting, Fire Safety and Personal Protection Equipment. FEMA training. Optional forklift training and certification. In addition to these, the Weld Shop holds Operator Educational Sessions for drivers of the ASLs and Bulk trucks that include topics on the following: The importance of maintaining proper hydraulic oil levels. Grease points and frequency of greasing. Where and how to spot major wear points on equipment. Functions of switches on vehicles. Where to check for cracks, breaks and missing bolts. With the implementation of the automated collection and safety training, injuries and loss of time from worker s compensation claims have declined. The employees are not typically exposed to the dangers that were associated with the manual flipper collection system. 14

15 SECTION 7: PUBLIC ACCEPTANCE, APPEARANCE AND AESTHETICS The Sanitation Division takes pride in our top quality equipment: Vehicles are embossed with the city name, logo, website link, information board and the driver s name to show a sense of pride and ownership. Trucks are washed and detailed two times a week. There is an automated truck wash on site that is used by all city vehicles and is also equipped with a pre-wash area with a pressure washer and water hoses. The buildings are kept clean and neat: Janitorial service maintains the facilities. Surrounding grounds are mowed, trimmed and edged weekly by the Streets Division Landscape Crew. The parking area for the Public Works and Sanitation equipment is kept clean and is swept by a street sweeper on a regular basis to keep the area free of debris. The Sanitation Division has an aggressive public education program: Focuses on the value of curbside recycling in our community. The programs approach is to reach all ages through school presentation, home owners association meetings, public events, mail outs, door hangers, TV ads, website and newsletters. 15

16 The Sanitation Division takes pride in giving back to the community: Give Kids the World is a 70 acre non-profit resort that creates magical memories for children with life threatening illnesses and their families. Landscape Days are held on a quarterly basis and the Sanitation Division has volunteers that participate. The volunteers perform landscape duties such as pulling weeds, trimming bushes and planting shrubs and trees. We also provided over 100 containers to Give Kids the World that are filled during the day and collected by one of the Sanitation Division s vehicles. In January of 2014, the Sanitation Division participated in the Extreme Village Makeover which was seen on ABC s Good Morning America. The Division assisted in the removal of over one million pounds of debris. Of that, an estimation of over 90% was recycled or reused. 16
