3 Request for Information (RFI) 1 Introduction and Project Overview 1.1 Indian Railways have decided to induct Self Propelled Accident Relief Trains (SPART) with speed potential of 160/200 kmph with a view to putting in place a fast and reliable disaster management system. These are DMU type trainsets used for accident relief application. 1.2 Self Propelled Accident Relief Trains (SPART) are trainsets required to proceed to accident sites and are located at important yards and stations on Indian Railways (IR) at vantage locations so as to be able reach the accident spot for rescue and relief work at very short notice. Each SPART trainset typically consists of three or four vehicles. 1.3 Accordingly, IR have decided to carry out a Project (the Project ) for inducting High Speed SPART trainsets that would be Diesel Multiple Units (DMU) with speed potential of 160 kmph upgradable to 200 kmph. 1.4 As part to the Project, IR is considering procurement of 10 sets of three or four-vehicle SPART trainsets in near future with the aim of procuring technology with speed potential of 160 kmph such that the same can be upgraded to 200 kmph with minimal inputs in subsequent years. The scope of tender is expected to comprise of Design, manufacture and supply of 2 (two) prototype sets for testing in India including oscillation trials for 160 kmph and supply of the next 8 (eight) sets in semi knocked down form to start assembly in an IR facility under Transfer of Technology (TOT) with further provisions for indigenous manufacture at the same IR facility. Up gradation to 200 kmph will be carried out by IR on the procured stock at an appropriate juncture on a later date in line with running of passenger trains at corresponding speeds, with the TOT contract having provision for the same. 1.5 Procurement of the SPART trainsets will be carried out by IR in accordance with terms and conditions stated in a Request for Proposal (the RFP ) document leading to SPART Procurement Agreement (the SPA ) that will be duly entered between the IR and the vehicle manufacturer. 1.6 As this is a new technology, IR have tasked RITES Ltd (a public sector undertaking under Ministry of Railways of the Government of India, also referred as RITES ) to carry out following steps as a prelude to the actual procurement process: Study the technological options available globally which will include discussions with manufacturers and preparation of a Concept Report Based on options available, prepare the Tender Documents viz. Manual of Standards and Specifications (the Manual ) and the RFP and SPA Documents including the terms of TOT, indigenization etc. for initiating the actual procurement process. 1.7 The above task assigned to RITES is hereinafter referred to as the SPART Project (the Project ). 1.8 Further steps pertaining to issue of RFP, finalization of procurement, prototype RFI -Page 3 of 11

4 manufacture and inspection at manufacturer's premises, testing, commissioning and oscillation, brake, service trials etc., performance monitoring during defect liability period and manufacture of further units including semi-knocked down kits and stagewise indigenization will be carried out by Indian Railways itself or any agency it may nominate for the purpose. 1.9 Accordingly, RITES is in the process of preparing Tender Documents for IR in order to enable purchase of the SPART train sets and may use, at its sole discretion, any of the information provided in this RFI. The information so obtained will be for use of RITES and IR in context of the Project. 2 Objective of the RFI 2.1 RITES intend making the SPART specification in cooperation with rail equipment manufacturers and operators suiting requirements of IR. 2.2 The purpose of this RFI is to serve as the first step in that process as it solicits information on rolling stock technology for DMU trains (that are fit to run at more than 160/200 kmph on IR) from railway industry. At the same time this RFI provides the opportunity for manufacturers to assist RITES and IR in gathering select technical information in the project pertaining to procurement of SPART trainsets. 2.3 Information submitted will be reviewed for inherent and relative effectiveness as it relates to RITES objectives of procurement of SPART trains fit for 160/200 kmph for running on Indian Railways It is clarified that one of IR's main objectives is to procure "off-the-shelf" products as far as possible, having proven design that have been tested and accepted according to UIC and EN standards. 2.6 Not responding to this RFI does not preclude participation in any future solicitation. 3 The Request for Information and Potential Respondents 3.1 RITES seek technical and any other general information with regard to the variety of types of Rolling stock that are relevant (would meet the IR s needs for SPART according to its prevailing operational and service conditions and be suitable and capable to be operated under the IR network conditions) and available in the World Rail Market This will also cover adaptation requirements in order to enable existing design solutions fit the IR network and operation conditions. 3.3 Accordingly, RITES hereby requests information from potential manufacturers and suppliers of Diesel Multiple Unit (DMU) Rolling Stock in the form given at Annex A. 3.4 RITES intent is to use input gathered during the RFI process to prepare the SPART Procurement Tender Documents (Manual of Specifications and Standards and technofinancial provisions of the SPART procurement RFP) and benefit from industry input. RITES do not intend to publish the results of this RFI in detailed form but it may make recommendations to the IR that may impact the SPART Procurement Tender Documents as an outcome of the RFI process. 5 3.5 Potential respondents (hereinafter "Respondents") of this RFI may include Manufacturers and Suppliers of Diesel Multiple Units (DMUs) or Electrical Multiple Units (EMU's) and Diesel Electric Locomotives and/or any other Rolling Stock. 3.6 Respondents are also requested to provide available information with regard to cost estimation and delivery time estimation of the DMU Rolling Stock and/or supplementary services and/or information with regard to identifying most suitable annual delivery quantities and/or estimated cost variations depending on the delivery capacity. 3.7 Respondents to this RFI are requested to address the issues outlined in this document and any additional issue which they may deem as relevant in a written response. 3.8 Respondents shall take into account considering the limited time which may be invested in this process and therefore are requested to submit to RITES with the available and relevant information. 3.9 Responses to this RFI will not be used to qualify proposers in the eventual SPART trainsets procurement tenders, nor are they a pre-condition to responding to any procurement RFP. 4 Operating & Service Conditions in IR for proposed SPART trainsets 4.1 Conditions mentioned in this Para are for the purpose of general information and are subject to change. 4.2 A sketch of the existing three vehicle SPART train with speed capability of upto 110 kmph speed is given at Annex B for guidance and general information. 4.3 Track parameters: The track parameters shall be the following: Gauge Schedule of dimensions Sharpest curve to be negotiated Sharpest reverse curve to be negotiated Sharpest turnout to be negotiated Permissible speed at turn outs Broad Gauge 1676mm Indian Railways Schedule of Dimensions for Broad Gauge (1676mm). Revised, 2004 Horizontal m radius; Vertical m for group A routes m for group B routes m for group C, D and E routes m radius (horizontal) back to back with or without any straight portion in between 6400 mm overriding switch (curved) BG (1673 mm) for 60 kg (UIC) or 52 kg rail for 1 in 8½ (crossing angle, tan) turnouts on pre stressed concrete sleepers 1 in 8½ curved switch 52/60 kg on PSC sleepers - 15 Kmph. 7 Rainfall Atmospheric conditions Coastal area ii) Humidity: 100% iii) Altitude: 1776 m above mean sea level (For avoidance of doubt it is clarified that the ambient temperature of 50 C may not happen at the altitude of 1776 m.) Very heavy in certain areas (Annual between 1750mm to 6250mm) Extremely dusty and desert terrain in certain areas. The dust concentration in air may reach a high value of 1.6 mg/m3. In most of iron ore and coal mine areas, the dust concentration is very high affecting the filter and air ventilation system. Humid and salt laden atmosphere with maximum ph value of 8.5, sulphate of 7 mg per liter, maximum concentration of chlorine 6 mg per liters and maximum conductivity of 130 micro siemens /cm Wind speed Wind pressures as per IS-875 The SPART equipment shall be designed to start up at the maximum temperature, which may be reached inside an SPART standing in sun, without any requirement of pre-cooling of electronic equipment. 5 Form of Response The Respondent shall fill in and submit Annex A- Respondent General Information. The contents of the Annex A are indicative and the Respondents would be free to furnish any additional information / supporting documents that they consider relevant to their RFI. 6 Language of Response Responses shall be in English. 7 General Information for Respondents 7.1 This RFI process is undertaken by RITES for the purpose of receiving data and information for planning purposes, and is not a request for competitive proposals; therefore, responses to this notice are not considered offers and cannot be accepted by RITES to form a binding contract. 7.2 This RFI does not constitute a solicitation or a promise of a solicitation in the future and shall not be construed under any circumstances as a pre-requisite or prequalification procedure. As such, this RFI is not to be considered as a request for proposals or as a tender or any Procurement Action. This RFI shall not, under any circumstances, constitute any commitment on RITES or IR part to negotiate with any RFI -Page 7 of 11

8 or all interested parties, nor to enter into any agreement for provision of services. 7.3 Moreover, to preclude any doubt, it is emphasized that RITES shall have the right to reject, in whole or in part, any opinion, conclusion or information delivered to it through this RFI. Rites shall also have the right to use the information presented and/or submitted to it for the purpose of planning and preparing a tender or any other procedure, should RITES decide to implement one. 7.4 RITES shall not be bound to accept and/or consider any Response and it does not undertake herein any commitment whatsoever towards any of the interested parties. RITES may ignore any Response which lacks information or has unclear details. 7.5 It does not create any obligation on RITES or IR s part to commence, continue or complete any purchase procedure and/or to act in any other method of acquisition, and RITES shall act at its sole and absolute discretion in this respect. This RFI does not commit RITES to contract for any supply or service or to publish any tenders or any other further procedure. RITES will not be obligated to pursue any particular acquisition alternative as a result of this RFI. 7.6 RITES shall not be charged in any manner for the submission of information in accordance with this procedure. Respondents are advised that RITES will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI are solely at the responding parties' expense. Every Respondent shall bear its own costs with respect to this RFI and any information presented and/or submitted to RITES through this RFI is provided voluntarily. 7.7 Depending upon the submissions received, RITES may, as a result of this RFI, approach, at its sole discretion, one or more of the Respondents and/or any other party, in order to obtain additional information. RITES may also decide to set aside a period of time to meet with particularly some submitters to gain such further information. If a meeting is so required, RITES will initiate contact within three months of submission. Presentations and/or meetings are expected to last thirty minutes or less. This meeting would take place in India or abroad and be entirely optional at the submitter's discretion and expense. If submitters are not contacted within three months, they can assume that RITES has been provided with sufficient information to understand the submission. 7.8 RITES may wish to share submitted information with outside technical experts under non-disclosure agreement for evaluation assistance. However, if a submitter wishes their information to be made available only to RITES and IR, a prominent label/watermark stating "for RITES and Indian Railways ONLY" must be placed on each such page. 7.9 Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. RITES will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable regulations RITES do not intend to publish the results of this RFI; however, information contained RFI -Page 8 of 11

9 in consolidated responses may be subject to the provisions of the Right to Information Act RITES reserves the right to accept as it shall deem fit in future stages information and/or any commercial proposals from entities which did not participate in this RFI process RITES reserves the right, as a result of this RFI, at its sole consideration to conduct an additional procedure, including, inter alia, tender procedure, and may use, at its sole consideration, any of the information provided in this RFI RITES reserve the right, at any time and at its sole discretion, to amend this RFI or any aspect thereof, as well as to extend the date for submittal of the Responses. Max operation speed vis-à-vis track interface, compliance information to safety rules e.g. fire standard protection etc. 7. Specific Technologies and characteristics of relevant DMU Rolling Stock: a. Rolling Stock Assessment indices for operation, safety and sustainability b. Engine and Vehicle characteristics c. Carbody and Bogie technologies d. On-board trainset management systems e.
