1 REQUEST FOR INFORMATION (RFI) FOR PROCUREMENT OF BATTERY POWERED ARTICULATED FORKLIFT TRUCK 1. The Ministry of Defence, Government of India, intends to procure approximately 100 Nos of Battery Powered Articulated Forklift from Indian vendors. 2. This Request for Information (RFI) consists of two parts as indicated below:- (a) Part I. The first part of the RFI incorporates operational characteristics and features that should be met by the equipment. A few important technical parameters of the proposed equipment are also mentioned. (b) Part II. The second part of the RFI states the methodology of seeking response of vendors. Submission of incomplete response format will render the vendor liable for rejection. PART I 3. The Intended Use of Equipment (Operational Requirements). The equipment is to be used to access the items kept in shelves or beams at ground to 5500 mm for order picking, periodic checking, in-situ preservation, cleaning of racks/items etc. 4. Important Parameters. Detailed specifications will be given in the Request for Proposal (RFP) which will be issued to the vendors after verifying their credentials and capabilities. (a) Equipment Description. Battery Powered Articulated Forklift Truck of minimum 1.5 Ton lifting capacity. (b) Operational/Technical Parameters. Broadly elucidated at Appendix A. (c) The indicative costing of the equipment should include long term spares supportability along with all aspects of training, annual maintenance contract, any future upgradability and any other aspects. (d) Indicate whether this equipment is in use by any other Service. (e) Whether Option Clause as per DPP-2016 is acceptable and for what period. (f) The vendor is required to comply with all provisions of DPP If not, which Para/Clause of DPP would not be agreed to with reasons. (g) The tentative delivery schedule for supply of the equipment after conclusion of contract. (h) Acceptability to the terms of Payment as per DPP-2016.

2 2 (j) The vendor is required to provide the quantum of indigenous content in accordance with Appendix A to Chapter I of DPP (k) Has the equipment been designed, developed and manufactured in India. If yes, necessary supporting documents to establish indigenous design, development and manufacture may be attached with the response. (l) Man power required to operate and maintain the equipment. 5. Vendors should confirm that following conditions are acceptable:- (a) The solicitation of offers will be as per Single-Stage-Two-Bid-System. It would imply that a Request for Proposal would be issued soliciting the technical and commercial offers together, but in two separate sealed envelopes. The validity of commercial offer would be at-least 18 months from the date of submission of offers. (b) The technical offers would be evaluated by a Technical Evaluation Committee (TEC) to check its compliance with RFP. (c) The equipment of all TEC cleared vendors would be put through a trial evaluation in India on a No Cost No Commitment basis. A staff evaluation would be carried out by SHQ to analyse the result of field evaluation and shortlist the equipment for introduction into service. (d) Among the vendors cleared by Staff Evaluation, a Commercial Negotiation Committee would decide the lowest cost bidder (L1) and conclude the appropriate contract. (e) The In Service Life of the equipment shall be stipulated in the offer. (f) The manufacturer/supplier should support each of the equipment supplied, for the period of its life span and the firm should also indicate their willingness to undertake AMC/ periodic maintenance (under a separate contract on expiry of the warranty period) either directly or through their authorised reps in India. (g) The vendor would be required to accept the general conditions of contract given in the Standard Contract Document at Chapter VII of DPP-2016 placed on (h) Integrity pact: An integrity pact along with appropriate Bank Guarantee is a mandatory requirement as per Annexure I to Appendix M of Schedule I to Chapter II of DPP (j) Performance/ Warranty Bonds: A performance-cum-warranty Bond both equal to 5% value of the Contract is required to be submitted after signing of contract.

3 3 PART II 6. Procedure for Response. (a) Vendors must fill the form of response as given in Appendix B to Chapter II DPP Apart from filling details about company, details about the exact product meeting our generic technical specifications should also be carefully filled. Additional literature on the product can also be attached with the form. The Government of India invites responses to this request only from Original Equipment Manufacturers (OEM) in accordance with DPP The end user of the equipment is the Indian Armed Forces (Indian Navy). 8. This information is being issued with nil commitment and the Ministry of Defence reserves the right to change or vary any part thereof at any stage. The Government of India also reserves the right to withdraw it should it be so necessary at any stage. The acquisition process would be carried out under the provisions of DPP Submission of incomplete response format will render the vendor liable for rejection.

4 4 Appendix A OPERATIONAL / TECHNICAL CHARACTERISTICS AND FEATURES OF BATTERY POWERED ARTICULATED FORKLIFT TRUCK 1. The forklift shall be able to lift and shift a minimum load of 1500 kg. The loads are normally kept on pallets (made of wooden / Plastic). 2. The battery powered articulated Forklift Truck shall be inclusive of drive, traction, and lifting motors of adequate rating for lifting and shifting of rated capacity load, battery of adequate capacity for eight hours of continuous operation on one full charge and with standard accessories. 3. The Articulated forklift truck should have the following operational characteristics :- (a) Minimum Lift Height : 6000 mm. (b) Minimum Lifting Capacity : 1500 Kg. (c) Minimum De-rated Capacity at 6000 mm : 1050 Kg. (d) Chassis width : mm. (e) No. of Mast Stages : 03. (f) Mast tilt Range : Forward (min). Backward (min). (g) Front chassis articulation angle : ± 110 degree (min). (h) Load centre : mm. (j) Minimum Ground clearance : 80 mm. (k) Battery Capacity : Atleast 8 Hours of Continuous Operation on rated capacity. 4. The Forklift shall be provided with the following safety features :- (a) Load Back Rest, Parking brakes, Overhead Guard, Hydraulic Power steering. (b) Camera with Digital display facility for easy operation and clear visibility of Loading / Unloading at heights.

5 5 (c) (d) Hose Burst Safety valve for preventing sudden lowering of load. Hill Start Facility for safe operation on slopes. (e) Headlights, tail lights and Reverse spot lights, Adjustable cushioned driver s seat, Rear View Mirror, Battery discharge indicator, Electric Horn, Fork pockets in battery compartment for easy removal of battery. (f) Standard Tool kit. *****
