Mr. Massimiliano Angelotti opens the works and communicates that FB4 (Dubrovnik Neretva Region) will not participate to the two days meeting and that FB6 and FB7 will arrive later due to flights delays. WP2 COMMUNICATION AND DISSEMINATION - Presentation is made by Mr. Angelotti on behalf of Dubrovnik Neretva County representatives that couldn t attend the meeting but sent a presentation regarding the state of art of the WP2 and points to be discussed by the partners

Deadlines are already passed Press conference / articles A form "press release template" to publish news has been sent by FB4 that asks to review and complete the template for press release and return it to them by in order to publish news on project website Promotional materials and project publication Promotional materials in National language have been published on the website in the section media gallery/promotional materials (missing leaflet in Albanian language, Serbian language translated text not on project template). Social networks Facebook Partners are invited to put like on project profile, share posts, promote them also through the social profiles of their organization. Youtube FB04 created a Video on project partners and published it on Youtube channel Lead partner made a tender to realize two promotional video in English (2 minutes and 5 minutes) to be presented during open days and final conference and to be used for dissemination and stresses the important to give higher visibility to the project and promote the concrete results reached and to be reached. LP has already signed the contract with the videomaker that will also collect the most representative photos to insert in a specific brochure dedicated to the Pilot projects. The videomaker has to interview all the WP responsible partners and make different photos and videos of the partner area. LP scheduled possible dates and kindly ask to partners to agree to the proposed agenda. Since the project area is big and the videomaker has not too much time to arrange all the visits, partners are asked to do their best to find the time in the proposed day and to insert in the table the exact location in which they want the photos/videos/interviews will take place and the contact of the person that will be at disposition to arrange the work with the videomaker.

6 Ms. Bertino (FB1) explains that the tender published by Informest in order to boost promotion and monitoring the impact of communication didn t received any offer, probably because of the low budget so Partners are invited to work also in media monitoring and collecting articles to measure results of WP2. Guidelines for road transport Modernization of road connections in the port area (especially completion of the modernization of road connections in the TEN-T network according to their functionality). Increasing the sustainability of the road network by: reorganizing the sector, increasing the efficiency of network maintenance, reducing the impact on the environment (particularly by

9 reducing greenhouse gases) and the implementation of measures to increase traffic safety and reduce seasonal obstacles. Improving access to ports, with regard to local and regional needs for transport services. Establishment of integrated transport systems in major ports and their suburban and/or regional areas. Establishment of adequate alternative of public transport service in smaller ports. Development of measures to increase the share of public transport subsystems with zero emission rate of air pollution and GH gases, "Park and Ride" facilities, limits for individual transport (passenger cars) in the narrow area of the ports, giving the priority to public transportation including the establishment of intelligent transport systems. Increasing the sustainability of the urban transport system by reorganizing the sector in the organization and legislative terms (in particular, implementation of public service contracts in accordance with Regulation (EC) No. 1370/2007, by improving the efficiency of system maintenance, reducing the impact on the environment and the use of measures to increase the safety in the system. Changing the structure of traffic flows by eliminating bottlenecks in other transport modes, especially in waterway and railway sector (legislative, regulatory and administrative bottlenecks, organizational bottlenecks, technical and technological bottlenecks, bottlenecks of monitoring and data collection, bottlenecks caused by inappropriate state of transport infrastructure, bottlenecks caused by lack of adequate personnel staff). Implementation of the measures and activities that are based on an approach to solving transport problems to the EU documents (EU strategies, policies and programs) among which the most important are: White Paper 2011 Roadmap to a Single European Transport Area-Towards a competitive and resource efficient transport system-transport 2020; Maritime Transport Strategic goals until 2018; Europe 2020: A Digital Agenda for Europe: Intelligent Transport Systems for efficient transport and better mobility etc. 2. Guidelines for air transport Enhancing cooperation between air traffic stakeholders in order to prepare a plan to implement shorter plane routes. Better coordination between the Functional Airspace Blocks can ensure a needed transition from domestic air traffic management arrangements to a more integrated European dimension. Developing further nodal planning for multimodality. The overlap of different freight and person transport leads in many nodes to congestion and loss of productivity. Terminal infrastructure is also missing or little developed to combine the different modes. In this context air transport can play a key role in allowing access to remote regions. This would at the same time improve the conditions for location development on the spot and for shifting transport volumes to more energy efficient and environmentally friendly transport modes like rail and water. Networks between relevant stakeholders should be set up in order to improve the quality of the transport system and logistic chains between the nodes and within the nodes with a focus on sustainable transport modes such as railways and waterways. New air connections within the Adriatic region could considerably improve mobility and accelerate economic integrations and touristic potential of regional development. Small aircraft transport system in Europe/Adriatic region is a solution to improve transport infrastructure (accessibility). GA revitalization in Europe needs cooperation and support from ACARE, SESAR, FP7/Horizon 2020 funding.

10 Heliports development (for SAR on sea and passenger traffic within the ports). Traffic with hydroplanes improvements (due to the easiest of infrastructure utilization). Airport connections with other transport modes and with city centers. Identification of highest priority airport capacity limitations. See the presentations attached (Annex 7) Azra Ferizovic, Faculty of transport and communications, University of Sarajevo focuses the presentation on some questions Could the railways be sustainable ports connection with the hinterlands? ECONOMIC: Reducing costs and arising competitiveness by increasing accessibility for the passengers providing the more reliable and efficient service ENVIROMENTAL: Reducing negative externalities But, what is wrong with the railways in the Adriatic-Ionian region? In general, one of the main obstacles facing the majority railways in the Adriatic-Ionian railways is the low quality of rail infrastructure. Pessimistic scenario - Worst Decline of railways networks maintenance due to the limited public funds Realistic scenario - Modest Existing dynamics of railway sector reforms and maintenance funding Optimistic scenario Best Modernization and harmonization of railways and better connection with the Adriatic-Ionian ports Steps further Harmonized renewals and modernization of A-I railways - supported by EU instruments Higher level of harmonisation of the access prices system - in order to prevent border-crossing barriers and to improve the efficiency of the railways Providing new services with attractive fares and better information systems - in order to attract more passengers from the Adriatic-Ionian region Promoting the better connection of railways with other transport modes and hinterland connections with Adriatic ports - in order to offer seamless cross-border and cross-modal transport connections on a local, national and regional level to allow end-to-end journeys within and across modes higher satisfaction levels See the presentations attached (Annex 8)

11 WP1 - FINANCIAL AND ADMINISTRATIVE ISSUES Informest & Friuli Venezia Giulia Region Mrs. Andreea Sava (FB1) informs that she will not more involved in the project, so the partners have to refer to Cinzia Bertino for WP1 issues and remove the address andreea.sava@informest.it from their mailing lists. Mr. Angelotti informs that the third budget change request is ready to be sent to MA, but excel file to be filled and submit has not yet been sent by Mr.Kuzmic (Project manager) since MIS system was still not updated. Once again Mrs. Andreea Sava (FB1) explains that the project has to improve financial reporting and that there are a lot of partners under 20-30% of the forecasted expenditures and that only 6 partners are in line. Port of Split explains that JTS sent the password for MIS and it has been received just two days before the meeting and will start finally to upload the expenses. Money from 2 nd and 3 rd Application for reimbursement have been received. It is important to know that if a partner doesn t spend the 30% it has to give it back to LP and that this is an issues to be arranged between LP &PP. Partners are asked to detail the situation when producing the activity report that is important to complete the Project Progress Report. Also the delays has to be listed to request a prolongation. Mr. Angelotti proposes that if there will be the prolongation an additional CM and SCM has to be organized in the second half of January (for example in Ravenna) and also a WP leader meeting will be useful in the second part of November. See the presentation attached (Annex 9) nd September afternoon session WP6 Pilot Actions: Improvement of Adriatic port system, its integration with hinterland and strengthening of intra-adriatic connections Ravenna Province Ms. Simona Melchiorri points out the underspending really high in the WP Spending forecast cumulated up to 31/06/2015: ,19 Reported amount: ,19 GAP: ,49 She explains the importance of Position papers with lessons learnt and aspects that are transferred to partnership/cbboard/agreementsposition papers (PP) and goes through the state of art of PP. Many parts of Position Paper are not fulfilled, in particular

15 WP5 Development of sustainable passenger transport models for the Adriatic basin and capacity building - Informest The WP5 coordinator, Mr. Goruppi, introduces to the Partnership the state of art of WP activities. He reminds to PPs that the Project is approaching the end. As the Project Steering Committee is due to discuss the possibility of Project prolongation, it is advanced the proposal to separate last CBB meeting (the third one) and the Project Final Conference, confirming the date for the CBB3 in end-january Possible online conferences will be organised to better tune the activities. 5.2 activities saw the completion of LWG works, while some delays are registered in the outlining Road Map & Action Plan at Local/Regional level by FB4, FB6, FB8, FB16 and FB17 Partners (a list of received contributions is presented). These are invited to proceed to fill up the sent template and return them; at the same time, to some other PP will be asked for some integrations of their contributions. It is highlighted that the contributions have to be coherent with previous activities (LWGs, TWGs, Survey), a circumstance not always confirmed in the received works. Partners are invited to respect the indicated deadlines for their contributions, as the WP coordinator is in charge of redacting the Action Plan at CB level emerging from local Road Maps & Action Plans. Already some delay is announced, as the draft should have been prepared in September. Mr. Goruppi reminds to the Partners that CB Road Map and Action Plans together with Sustainability Plans (WP3) and Guidelines for a more sustainable passenger mobility (WP4) are fundamental outputs for the draft of the Adriatic Sustainable Passenger Transport Strategy. Mr. Goruppi explains that today s TWG is the fourth and last meeting; now it is the WP5 coordinator duty to collect all the elements and summarise TWG results to be presented to PP. Possible online conferences will be organised to better tune the activity. The WP5 coordinator informs that WP deliverables are in progress and starting with October they will be progressively uploaded on Project Intranet (documents page) for validation. He reminds that first outputs are in fact the proceedings of already held CBBs, LWGs and TWGs plus member/participant lists. These outputs already have been sent to project Partners and validated shortly after the project meetings and now they attend the final validation. CBA issues on drafting and adopting Cross-border Agreements for the optimization and the sustainability of passenger transport are to be treated during next TWG4. 16 4. 23 rd September Coordination Meeting (morning session) 4 th Cross Fertilization Workshop The meeting starts at 9.00 Mr. Petropoulos welcomes the participants and illustrates the agenda. The invited participants illustrated past, ongoing and future planned project and activities trying to explain which are the possible connections with EA SEA-WAY. Andrea Condotta Venice Port Authority explains that Port of Venice didn t manage many projects related to passengers in last years. Venice has 1 harbour and 2 ports: 1. Marittima (passengers), Marghera (cargo) LogIS is Venice Port Authority Community System AIS: automatic Identification System to optimize operations. APC: one of the first to face the maritime single window, not national but transnational an aims to extension of single window. Training: improvement of social dialogue, health and security.
