The Office continues to advocate for the voluntary repatriation of Mauritanian refugees. With regard to IDPs, UNHCR maintains its lead role in the protection and shelter/ NFI clusters. Through participation in the Humanitarian Country Team, UNHCR coordinates all assistance-related activities and foster inter-agency cooperation in areas related to the return of refugees and IDPs, including collaboration with MINUSMA on the protection of civilian and human rights. Regional coordination mechanisms are established among UNHCR offices and partners in countries of asylum to ensure a coherent and effective strategy for the return of Malian refugees in a safe and dignified manner. The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country ( Duties and Responsibilities Under the direct supervision of Head of Sub-Office the UN Volunteer will undertake the following tasks: Supply:

2 Assist in all activities pertaining to the Supply Chain function within his/her area of responsibility as defined in Chapter 8 of the UNHCR Manual. These activities included Planning, Sourcing, Delivery, Asset Management and Support Implementation; Assist in the planning for supplies of goods and services required by the office including the preparation of reports; Maintain specific internal control and develop self-evaluating criteria/procedures with the office to ensure adherence to standards of the supply function; Assist in carrying out customs clearances of internationally procures items and liaises with other organizations to obtain all necessary authorizations and clearances. Sourcing: Contribute to the development and implementation of an overall procurement strategy; Assist in the evaluation of purchase requisitions to ensure that specifications, budgetary data and all other requirement are correct; Assist in the consolidation of local procurement and contracting requirements, ensuring that UN financial rules and procedures, standards and services are applied; Draft and dispatch quotation requests and/or tenders; Support the Head of Sub-Office in the evaluation of offers, bids tabulations and the selection of suitable suppliers; Maintain and update the roster of UNHCR suppliers. Delivery: Support the Head of Sub-Office in the assessment and organization of an efficient system for the transport, storage and distribution of goods including proper recording and accounting systems; Assist in liaising with relevant authorities for import and export clearances, tax exemptions, port clearances etc... and the timely delivery of relief items; Provide up to pipeline information on goodies and services; Support the Head of Sub-Office with the monitor activities of Implementing Partners and/or commercial contractors tasked with supporting supply functions such as warehousing, fleet operations, maintenance, goods delivery and the movement of staff or refugees; Assist in quality control of relief material. Asset Management: Assist in tracking and reporting on the deployment and use of capital assets; Monitor asset use and disposal; Maintain proper standards of receipt and accounting for assets and other relief material; Participate in the disposal or redeployment of assets to the Local Asset Management Boards; Carry out other duties as required. Promotion of the UN volunteer Programme mandate: UN volunteers are expected to integrate the UN volunteers Programme mandate1 within their

3 assignment as well as promote voluntary action through engagement with communities (urban &rural) during the course of their work. As such UN volunteers should dedicate a proportion of their working week to the following in support of and in synergy with their primary roles as UN Volunteer is: Strengthen their knowledge and understanding of the influence of voluntary action by the communities serviced directly or indirectly by the UNV programme at UNHCR by doing the following: Research of the subject matter, Develop knowledge of non-profit community based organizations and promote major issues of these organizations through publications and dissemination of information, that will influence development and peace-building initiatives, Undertake awareness-raising (promotion) activities in communities that will increase knowledge of issues of interest to the UNV programme s mandate and its role in supporting UNHCR. Encourage communities to volunteer thoughts and actions to the development of their communities on the basis of core issues discussed in or for publications; Be acquainted with and building on traditional and/or local forms of volunteerism in the host country; Contributing articles/write-ups on field experiences and submitting them for UNV publications/websites, newsletters, press releases, etc.; initiating and/or participating in local volunteer groups, including assisting them in submitting stories and experiences to the World Volunteer Web site; Promoting or advising local groups in the use of online volunteering, or encouraging relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible; Encouraging, mobilizing and supportingco-workers, fellow UN Volunteers to better understand the connections between the UNV programme s engagement within UNHCR and volunteerism; Discussing with supervisors on how volunteerism for peace and development can be mainstreamed through the assignment and integrate activities that promote volunteerism for peace and development into work plan; Assisting with the UNV buddy programme for newly-arrived UN Volunteers. Results/Expected Output: UNHCR delivers timely and quality goods and services to persons of concern in compliance with supply chain rules and procedures. The local supply chain function is optimized and aligned with the operations' evolving needs and management systems and has an infrastructure that is robust and flexible enough to accommodate operational requirements. Supply chain activities are supported by effective partners. A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed. Required Skills and Experience Education: University Degree in business Administration, marketing, Engineering, Logistics or a related field. Experience: 2 years of relevant experience. Language: Fluent in French and working knowledge of English. Living Conditions: Gao is a recovering from a conflict and the insecurity in the region is high (phase level 5, as per UN security classification). Therefore, living and working conditions are difficult and subject to strict compliance with safety measures and recommendations of the security officers of the United Nations common system; The selected UN Volunteer must attend, from the beginning of the assignment, all security-related trainings, which are compulsory for all UN personnel. Gao is also known for having extreme weather conditions; Around 20 UN Volunteers are currently serving in the region; Solid precaution measures are being taken by the Malian authorities and the United

6 Nations common system, in order to stop the spread of the Ebola virus disease in Mali; These ones include the protection of all United Nations personnel. Conditions of Service: A contract whose duration is up to December, 31st 2015; Monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to F CFA (please complete the required information); Settling-in-grant (if applicable); Life, health, and permanent disability insurance; Return airfares (if applicable); Resettlement allowance for satisfactory service.
