1 JOB DESCRIPTION Job title: Field Logistics Manager Location: Aweil, South Sudan Department: Operations Length of contract: 12 months Role type: Logistics Grade: 8 Travel involved: Yes, 10% travel to field locations Child safeguarding level: TBC Reporting to: Field Coordinator Direct reports: 3 Organisational background Established in 2003, Malaria Consortium is one of the world s leading non-profit organisations specialising in the comprehensive prevention, control and treatment of malaria and other communicable diseases among vulnerable and under privileged populations. We increasingly find our work on malaria can be effectively integrated with other similar public health interventions for greater impact and therefore expanded our remit to include child health and neglected tropical disease interventions. The organisation works to improve not only the health of the individual, but also the capacity of national health systems, which relieves poverty and improves economic prosperity. We work in Africa and Asia with communities, governments, academic institutions, and local and International organisations, to ensure effective delivery of services, which are supported by strong evidence. Our areas of expertise include: disease prevention, diagnosis and treatment disease control and elimination systems strengthening research, monitoring and evaluation leading to best practice behaviour change communication national and international advocacy and policy development Country and project background In addition to our malaria control work our five core programmes in South Sudan are; the provision of

2 community level treatment for childhood diseases for diarrhoea, pneumonia and malaria through integrated Community Case Management (iccm); nutrition for Children Under Five, including emergency nutrition and SMART surveys; Health Systems Strengthening including HMIS and IECHC training at County Health Department level; LLIN continuous distribution pilot study and the recently concluded operational research and support for mass drug administration on Neglected Tropical Diseases. We also work with the MoH on policy and guideline development. We have an office in Juba and a large sub office in Aweil, Northern Bar el Ghazal. We have additional programs in Central Equatoria that are run out from the Juba office with frequent travel to Yei. Currently the South Sudan office runs four grants with approximately 88 staff and has a projected income of 3m for the 2015/16 financial year. Job purpose The Field Logistics Manager will oversee the procurement of goods and services, manage the vehicle fleet, organise staff trainings and manage security information and planning. Scope of work The Field Logistics Manager holder provides support to the budget holders and the field coordinator on day to day basis, but is not a budget holder for any of the projects. S/he does not approve any resources but plays a supportive role by making sure that the assets and logistics resources are followed up and used properly by coordinating closely with budget holders and the field office coordinator. Key working relationships ICCM Programme Manager, Nutrition programme Manager, LLIN Programme Manager, Coordinating with the Regional Logistics Officer, other INGO representatives and UN agencies Key accountabilities Oversee procurement of goods and services: (35%) Develop, monitor and report on performance assessments of the Operations staff to the Field Coordinator. Provide guidance to the Operations Officer concerning procurement, security and asset management. On a monthly basis prepare and submit the following reports to the Regional office: i. Asser register ii. Stock report iii. Vehicle report iv. Procurement tracker v. Generator consumption report Manage the vehicle fleet: (30%) Responsible for overseeing the transport of materials and ensuring that proper documentation is completed. Responsible for overseeing the Drivers to ensure that records are organised, accurate and recorded regularly.

3 Responsible for maintaining MC vehicles. Organise trainings: (15%) Ensure that staff are trained in necessary safety procedures, organising trainings as-needed. Organise Driver trainings as-needed. Manage security information: (20%) Ensure the dissemination of security information and updates to staff. Maintain updated contact information for all staff. Support the Operations Manager in drafting emergency action plans. Person specification Qualifications and experience: Essential: Bachelor in Logistics and supply chain Management or Business Administration Minimum of 3 years of experience in operations or logistics, preferably with an INGO Demonstrated experience in procurement of various types of goods/services (experience with international procurement an asset) and donor procurement requirements Experience in managing the transport of goods in various conditions and contexts Desirable: Diploma in supply chain management, logistics or a related discipline preferred Work-based skills: Essential: Excellent written and spoken English Proficiency in MS Office Leadership skills Service mentality Ability to work under pressure in a challenging environment Strong numeracy and analysis skills Pro-active approach to addressing problems Strong interpersonal communication skills Desirable: Ability to adapt well in South Sudan working environment Interpersonal abilities Flexibility ( to manage multiple assignments and tasks)
