8 RTTAC TSM&O Subcommittee Meeting June 23, 2015 Planning for Operations 1 What is a CMP? A congestion management process (CMP) presents a systematic process for managing traffic congestion and provides information on transportation system performance. A CMP must: Measure multi-modal transportation system performance. Identify the causes of congestion. Assess alternative actions. Implement cost-effective actions. Evaluate the effectiveness of implemented actions. 2 1
9 }TSM&O 3 What is TSM&O? Stands for: Transportation Systems Management and Operations (TSM&O) Integrated program to optimize the performance of the existing infrastructure though implementation of multimodal, cross-jurisdictional systems, services, and projects Systems, services, and projects are designed to preserve capacity and improve security, safety, and reliability Helps link planning and operations 4 2
10 Example Benefits If an MPO leads an operations-oriented project, for example, MPO planners often work closely with operations agencies, and develop a better understanding of operations in the process. The involvement of planners helps to ensure that regional TSM&O projects are adequately supported in the long-range planning and programming process. As long-range plans focus more on maximizing the efficiency of a mature system using regional TSM&O projects, planners will require the involvement and expertise of operations practitioners. 12 9 State Activities In District Four, advanced traffic management systems (ATMS) are being installed on six corridors in Broward County and six in Palm Beach County that allow traffic engineers to mitigate causes of congestion in real time. These pilot projects are expected to pave the way to the future of TSM&O in the District. In District Six, a TSM&O network has been created focusing on the highways in the District. The performance measures that will be used to evaluate TSM&O include travel time, speed, throughput, miles traveled, duration of congestion, incident duration, and others. 10 5
13 State Activities Express lane network Ramp metering Adaptive Traffic Control System Each district has a Transportation Management Center (TMC) that is jointly operated by FDOT and the respective County that coordinates with various regional and statewide partners to determine incident and congestion locations. Real time traffic information Traffic incident management 11 State Activities Florida s Turnpike Enterprise (FTE) also supports a TMC that has two facilities to control, monitor, operate, and manage traffic along Florida s Turnpike System. FTE also works in partnership with State Farm Insurance to promote highway safety through the State Farm Safety Patrol. The Patrol provides free roadway assistance and services to motorists along Florida s Turnpike and the SawgrassExpressway. 12 6
14 13 MPO CMPs Each MPO prepared a congestion management process in conjunction with its respective 2040 Long Range Transportation Plan (LRTP). Strong coordination with operations related agencies Projects vary between MPO Example strategies include: Intelligent Transportation Systems (ITS) Transportation Demand Management (TDM) Parking Transit capacity and O&M Freeway and arterial management (managed lanes) Bicycle and Pedestrian systems Access Management Individual projects include ramp metering, highway information systems, increases in transit routes and amenities, roadway pricing, and others County Activities Miami Dade County has supported several TSM&O programs. Traffic Control Center (TCC) is one of the country s largest centralized traffic signal control systems and allows for the control and monitoring of traffic signals in the county. The People s Transportation Plan (PTP), a half-penny transportation surtax approved by voters in 2002 has been used to fund a state of the art Advanced Traffic Management System (ATMS). The County has realized a number of benefits from the implementation the ATMS, resulting in more efficient and effective responses to issues throughout the County. 14 7
15 County Activities Broward County s Traffic Engineering Division controls the County s TSM&O programs Maintain a computer controlled traffic signal system Maintain a Green Lights Program to improve traffic flow through the coordination of traffic signals along major corridors The majority of Palm Beach County s TSM&O work is done through the TMC that is jointly operated by FDOT and the County. Includes the control and monitoring of traffic signals and ITS devices throughout the county 15 County Activities Transit Agencies are another essential part of traffic management. Each county s transit system has plans for frequency and span improvements and is in the planning process for premium transit improvements. These services are intended, among other reasons, to attract choice riders who may otherwise drive. Agencies involved include the SFRTA, Palm Tran, BCT, MDT and South Florida Commuter Services (SFCS) 16 8

Federal and State funds can be used for Operations and Maintenance but need to be prioritized by the MPO Operations : Planning: Concept of Operation Design: Capital improvements reflect ConOps Implementation: Project requirements prove concept through testing requirements 1. In addition, the subcommittee establishes measures to help reduce congestion and improve air quality in Central Florida. Pinellas County MPO Transportation Mobility Management Advisory Committee(TMMAC) (a.k.a. ITS Subcommittee) -composed of public and private sector transportation planners, engineers, MPO members and representatives from a variety of transportation-related specialties including traffic management, emergency management (includes fire and rescue), law enforcement, transit, communications and tourism. 10 5
