1 Project Evaluation Criteria Goals and Objectives were developed to guide Envision 35 Long Range Transportation Plan (LRTP) Update. These guiding principles were based on the requirements included in the SAFETEA-LU planning factors, previous goals and objectives, and key mobility issues facing the region today. The LRTP s goals and objectives are further supported by developing evaluation criteria or measures of effectiveness. Evaluation criteria are prepared to assist in the developing and evaluating of transportation system alternatives. Typically more projects are needed to meet the future mobility demands than financial resources available to implement them. This creates the need for a methodology to evaluate the effectiveness and ultimately rank all projects on common ground. The first step in developing the evaluation criteria was an analysis of the SAFETEA-LU transportation planning factors. In addition to those factors, a review of the local government comprehensive plan goals, objectives and policies was completed as was a review of the previous 3 Plan Update evaluation criteria. Below are the proposed evaluation criteria and scores which are grouped under the corresponding LRTP Goal. Each indicator is set to the lowest number, zero () when the evaluation is least desirable, and the highest score, two () is given to the most desirable solutions. From the criteria below, a matrix will be developed containing all projects and indicators resulting in a score for each. These results will then be used to rank each of the projects. GOAL B: TO KEEP PEOPLE AND GOODS MOVING AND HELP OUR REGION S ECONOMY GROW Promote Intermodal Access Project will not enhance or create access to a port, airport, rail or other intermodal facility. Project provides for enhanced transit capacity and transit-friendly design. GOAL D: PROMOTE CONSISTENCY WITH THE PLANS OF EACH CITY AND COUNTY, OTHER REGIONAL AGENCIES, AND THE STATE AND RECOGNIZE THE INTER-RELATIONSHIP BETWEEN LAND USE, TRANSPORTATION, AND ECONOMIC DEVELOPMENT. Congestion Management Strategies (ITS, signal coordination, intersection modification, queue jumping, bus only lanes) Congestion management strategies have not been considered. Congestion management strategies have been analyzed. Congestion management strategies have been included. Existing Capacity Deficiency Give priority to facilities that are currently deficient or projects that relieve congestion. Presently LOS A-D or less than 9% of capacity Presently LOS E or 9-99% of capacity Presently LOS F, % or higher 3

4 Add Travel Lanes only when Congestion Management Strategies are insufficient Year 35 V/C Ratio without additional improvements GOAL F: TO IMPROVE THE CONNECTIVITY OF OUR TRANSPORTATION SYSTEM BY BETTER CONNECTING TRAVEL MODES Multi-Modal or Intermodal Connectivity The project does not improve options for multi-modal travel (for example, a transfer point from one mode to another such as a park-andride or an intermodal rail yard). The project enhances opportunities for connections between modes. The project is designed to create an opportunity for connections between modes. GOAL G: TO PROTECT OUR ENVIRONMENT, CONSERVE ENERGY AND ENHANCE OUR QUALITY OF LIFE. Promote Sustainable Development Project could promote urban sprawl. Project could promote urban infill or Transit-oriented development. 4

5 Community Impacts Project likely to have a severe impact on residential, commercial, environmental or cultural features. Project will have a moderate negative impact. Project not likely to have a negative impact. Title VI Area Impacts Project has no positive impact to/from/within Title VI areas. Project may improve accessibility to/from/within Title VI areas.
