3 Noise Feasibility Study, Proposed 6-srey Seniors Condominium Page Derry Road West, Miln, Ontario August 30, Introduction & Summary HGC Engineering was retained by FGL Derry Inc. conduct a noise feasibility study for a proposed 6-srey seniors condominium located at 7480 Derry Road West in the Town of Miln, Ontario. Lands surrounding the subject site are a mixture of existing residential lands, some existing institutional lands and future commercial uses. The study is required by the Municipality as part of the planning and approvals process. The primary noise source impacting the site is road traffic on Derry Road West. A Canadian National (CN) railway is located more than 500 m the west of the site and has not been considered further in this study. Road traffic data was obtained from the Region of Haln and was used predict future traffic sound levels at the locations of the proposed building façades. The predicted sound levels were compared the guidelines of the Ministry of Environment and Climate Change (MOECC) and the Municipality. The sound level predictions indicate that the future road traffic sound levels will exceed MOECC guidelines at the building façades with exposure Derry Road. Central air-conditioning systems will be required for the building. Upgraded building constructions will be required for the dwelling units closest Derry Road. Associated acoustical requirements are specified in this report. Warning clauses are recommended inform future residents of the road traffic noise impacts, address the proximity of the existing institutional lands, future commercial uses and that sounds may at times be audible.

4 Noise Feasibility Study, Proposed 6-srey Seniors Condominium Page Derry Road West, Miln, Ontario August 30, Site Description & Noise Sources The proposed residential development is located at 7480 Derry Road West in the Town of Miln, Ontario. Figure 1 shows a key plan of the site. A proposed site plan prepared by KNYMH Architecture Solutions dated August 23, 2017 is shown in Figure 2. Figure 2 also indicates prediction locations and a project north for reference purposes. The proposed development will consist of one 6-srey seniors condominium building, shielded landscape courtyard and associated parking spaces the west and south of the proposed building. Appendix A includes preliminary floor plans. HGC Engineering personnel visited the site in July The acoustical environment surrounding the site is urban in nature. The primary sources of sound impacting the site is vehicular traffic on Derry Road which is currently four lanes (two lanes in each direction). The site is dominated by road traffic noise from Derry Road. The surrounding area the north, south and west are existing residential lands. The Miln District Hospital is located approximately 400 m west of the site. To the northeast of the site is Our Lady of Vicry Catholic School and on the east side of Santa Maria Boulevard is the Miln Sports Centre. The lands the east of the subject site are proposed include commercial uses. A site plan is attached in Appendix A for reference. HGC Engineering has reviewed a draft noise report (found on the Town of Miln website) entitled, Noise Impact Assessment, Feasibility Study, Miln Sports Centre Plaza, S/W Corner of Derry Road West and Santa Maria Blvd., Miln, Ontario prepared by J.E. Coulter Associates Limited dated April 20, Immediately the east of the subject site, a Tim Horn s restaurant with a double lane drive-through is proposed. The April 20, 2016 draft report did not assess the proposed 6-srey seniors building or the existing church on the property. Specific recommendations for review of roofp mechanical units on the roof of the Tim Horn s and detailed review of the other buildings were recommended in the April 20, 2016 noise report. As the report is in draft, there is an opportunity assess the sound levels from the drive-through at the proposed 6-srey senior s building and provide appropriate noise control recommendations such as a property line acoustic barrier of sufficient height shield the ground floor residential units. There may be sufficient background sound levels from road traffic on Derry Road which may provide elevated criteria at the upper floor of the senior s

It is recommended that at the detailed stage of the commercial plaza planning review process, the proposed senior s building also be included in the analysis recommend appropriate noise mitigation measures. Nonetheless, a warning clause is included in Section 5.4 inform occupants of the proposed building on the subject site of the surrounding institutional uses and future commercial uses. 3 Noise Level Criteria Guidelines for acceptable levels of road traffic noise impacting residential developments are given in the MOECC publication NPC-300, Environmental Noise Guideline Stationary and Transportation Sources Approval and Planning, Part C release date Ocber 21, 2013 and are listed in Table 1 below. The values in Table 1 are energy equivalent (average) sound levels [LEQ] in units of A weighted decibels [dba]. The term "Outdoor Living Area" (OLA) is used in reference an outdoor patio, a backyard, a terrace or other area where passive recreation is expected occur. Balconies that are less than 4 m in depth are not considered be outdoor living areas under MOECC guidelines. The guidelines in the MOECC publication allow the sound level in an OLA be exceeded by up 5 dba, without mitigation, if warning clauses are placed in the purchase and rental agreements the property. Where OLA sound levels exceed 60 dba, physical mitigation is required reduce the OLA sound level below 60 dba and as close 55 dba as technically, economically and administratively feasible. The Town of Miln has a maximum fence height of 2.4 m along major

The remainder of the required barrier height can be made up with an earth berm. A central air conditioning system as an alternative means of ventilation open windows is required for dwellings where nighttime sound levels outside bedroom windows exceed 60 dba or daytime sound levels outside living room windows exceed 65 dba. Forced-air ventilation with ducts sized accommodate the future installation of air conditioning is required when nighttime sound levels at bedroom windows are in the range of dba or when daytime sound levels at living/dining room windows are in the range of dba. Building components such as walls, windows and doors must be designed achieve indoor sound level criteria when the plane of bedroom window sound level is greater than 60 dba or the daytime sound level is greater than 65 dba due road traffic noise. 4 Traffic Noise Predictions 4.1 Road Traffic Road traffic data for Derry Road West was obtained from the Region of Haln in the form of ultimate Average Annual Daily Traffic (AADT) and is provided in Appendix B. An ultimate AADT of vehicles per day was applied along with a speed limit of 60 km/h. A commercial vehicle percentage of 8.5% was used in the analysis and was further split in 3.5% medium trucks and 5% and heavy trucks. 7 Noise Feasibility Study, Proposed 6-srey Seniors Condominium Page Derry Road West, Miln, Ontario August 30, Road Traffic Noise Predictions To assess the levels of traffic noise which will impact the site in the future, predictions were made using STAMSON version 5.04, a computer algorithm developed by the MOECC. Sample STAMSON output is included in Appendix C. Prediction locations were chosen around the proposed residential building, as shown in Figure 2, obtain a good representation of the future sound levels at various facades with exposure the roadway. The results of these predictions are summarized in Table 3. The acoustic requirements may be subject modifications if the site plan is changed significantly. The following discussion outlines recommendations for ventilation, upgraded building façade constructions and warning clauses achieve the noise criteria stated in Table Outdoor Living Areas The dwelling units in the residential building have balconies that are less than 4 m in depth. These balconies are not considered be outdoor living areas under MOECC guidelines, and therefore are exempt from traffic noise assessment. There is a landscape courtyard on the shielded side of the building away from road traffic. The predicted sound level in courtyard will be less than 55 dba and physical mitigation is not required. There are no other common outdoor amenity areas indicated on the site plan.

8 Noise Feasibility Study, Proposed 6-srey Seniors Condominium Page Derry Road West, Miln, Ontario August 30, Indoor Living Areas and Ventilation Requirements Central Air Conditioning The predicted future nighttime sound levels outside the plane of the bedroom windows of the proposed building are greater than 60 dba and greater than 65 dba during the daytime hours at some of the façades. Central air conditioning systems are required so that windows may remain closed. The location, installation and sound ratings of the outdoor air conditioning devices should minimize noise impacts and comply with criteria of MOECC publication NPC-300, as applicable. 5.3 Building Facade Constructions Future sound levels at the facades of the dwellings with exposure Derry Road (locations A and B) will exceed 65 and 60 dba during daytime and nighttime hours. MOECC guidelines recommend that the windows, walls and doors be designed so that the indoor sound levels comply with MOECC noise criteria. The required building components are selected based on the Acoustical Insulation Facr (AIF) value for road traffic. To do so, calculations were performed determine the acoustical insulation facrs maintain indoor sound levels within MOECC guidelines. The calculation methods were developed by the National Research Council (NRC). They are based on the predicted future sound levels at the building facades, and the area ratios of the facade components (windows and walls) and the floor area of the adjacent room. The preliminary floor plans prepared by KNYMH Architecture Solutions were reviewed. The minimum necessary specification for the north façade is Acoustical Insulation Facr, AIF-30 for living/dining/family rooms and AIF-28 for bedrooms along the north façade, based on the possibility of sound entering the buildings through the windows and walls. Living rooms have window floor area ratios up 15% and bedrooms have window floor area ratios up 31%. As a general guideline, a glazing construction with two panes of 3 mm glass and a 20 mm airspace (STC32) will be sufficient for the dwelling units with exposure Derry Road. If patio doors are be used in the dwellings, they must be included in the window area.

These exterior walls are expected provide sufficient acoustical insulation for the indoor spaces. Any insulated metal exterior door meeting OBC requirements will be sufficient provide noise insulation. If sliding patio doors are be used in the dwellings, they must be included in the window area. If the floor plans and building elevations are changed significantly, especially for those dwelling units with exposure Derry Road (prediction locations [A] and [B]), a detailed noise study should be performed specify wall and window requirements with sufficient acoustical insulation for the dwelling units based on actual window floor area ratios. The remaining façades of the building will have daytime and nighttime sound levels at the p srey façade that are less than 65 and 60 dba respectively. For these units, any exterior wall, and double glazed window construction meeting the minimum requirements of the Ontario Building Code (OBC) will provide adequate sound insulation for the dwelling units. 5.4 Warning Clauses The MOECC guidelines recommend that warning clauses be included in the property and tenancy agreements for all dwelling units with anticipated traffic sound level excesses. The following noise warning clauses are required for specific units as indicated in Table 4. Suggested wording for future dwellings with sound level excesses of the MOECC criteria but do not require physical mitigation measures is given below. Type A: Purchasers/tenants are advised that sound levels due increasing road traffic may occasionally interfere with some activities of the dwelling occupants as the sound levels exceed the sound level limits of the Municipality and the Ministry of the Environment and Climate Change. Suggested wording for future dwellings requiring central air conditioning systems is given below. Type B: This dwelling unit has been supplied with a central air conditioning system which will allow windows and exterior doors remain closed, thereby ensuring that the indoor sound

10 Noise Feasibility Study, Proposed 6-srey Seniors Condominium Page Derry Road West, Miln, Ontario August 30, 2017 levels are within the sound level limits of the Municipality and the Ministry of Environment and Climate Change. Suggested wording for future dwelling units adjacent the institutional buildings is given below. Type C: Purchasers are advised that due proximity of the existing institutional facilities, and future commercial uses including a drive-through, sound levels from the facilities may be at times be audible. These sample clauses are provided by the MOECC as examples and can be modified by the Municipality as required. 6 Impact of the Development on Itself Section of the Ontario Building Code (OBC) specifies the minimum required sound insulation characteristics for demising partitions, in terms of Sound Transmission Class (STC) values. In order maintain adequate acoustical privacy between separate suites in a multi-tenant building, inter-suite walls should meet or exceed STC-50. Walls separating a suite from a noisy space such as a refuse chute, or elevar shaft, should meet or exceed STC-55. In addition, it is recommended that the floor/ceiling constructions separating suites from any amenity or commercial spaces also meet or exceed STC-55. Tables 1 and 2 in Section SB-3 of the Supplementary Guideline the OBC provide a comprehensive list of constructions that will meet the above requirements. Tarion s Builder Bulletin B19R requires the internal design of condominium projects integrate suitable acoustic features insulate the suites from noise from each other and amenities in accordance with the OBC, and limit the potential intrusions of mechanical and electrical services of the buildings on its residents. If B19R certification is needed, an acoustical consultant is required review the mechanical and electrical drawings and details of demising constructions and mechanical/electrical equipment, when available, help ensure that the noise impact of the development on itself is maintained within acceptable levels.

11 Noise Feasibility Study, Proposed 6-srey Seniors Condominium Page Derry Road West, Miln, Ontario August 30, Impact of the Development on the Environment Sound levels from noise sources such as roofp air-conditioners, cooling wers, exhaust fans, etc. should not exceed the minimum one-hour LEQ ambient (background) sound level from road traffic, at any potentially impacted residential point of reception. Based on the levels observed during our site visit, the typical minimum ambient sound levels in the area are expected be in the range of 50 dba or more during the day and 45 dba or more at night. Thus, any electro-mechanical equipment associated with this development (e.g. emergency generar testing, fresh-air handling equipment, etc.) should be designed such that they do not result in noise impact beyond these ranges. 7.1 Road Traffic Noise Reflections As requested by the Town of Miln, HGC Engineering has conducted a noise study assess the potential effects of road noise reflections from the planned 6-srey building at 7480 Derry Road. To assess the impact that the development will have on background sound levels from road traffic, predictions were made using a 3-D numerical computer modelling package (Cadna-A version 2017). The model is based on the methods from ISO Standard , Acoustics - Attenuation of Sound During Propagation Outdoors, which accounts for reduction in sound level with distance due geometrical spreading, air absorption, ground attenuation and acoustical shielding by intervening structures. For the purposes of the analysis, the façades of the planned 6-srey building were conservatively assumed be 100% reflective on the opposite side of Derry Road West (i.e., no sound absorption). Derry Road West was included in the model based on recent traffic volumes obtained from Haln Region. Derry Road West as a road traffic noise source was included in the model based on recent traffic volume data obtained from Haln Region. Ultimate road traffic volumes were used for Derry Road West. Predictions made using the conservative model indicate that the planned 6-srey building will result in only minor increases in traffic noise levels at certain shielded façades of some homes across the street (i.e., up 1 db between two houses), and no appreciable sound level increases in the backyards. These results are illustrated in Figures 3 and 4. Generally, sound level increases of

Thus, it is concluded that reflections from the planned building at 7480 Derry Road will not significantly affect the road traffic noise levels at the homes on the opposite side of Derry Road West. 8 Summary of Recommendations The following list as well as Table 4 summarize the recommendations made in this report. The reader is referred previous sections of the report where these recommendations are applied and discussed in more detail. 1. Central air conditioning is required for the building. 2. Upgraded building constructions are required for the façades with exposure Derry Road. 3. Noise warning clauses inform the occupants of the sound level excesses should be placed in the property and tenancy agreements and offers of purchase and sale. The affected facades and appropriate warning clauses are shown in Table 4. Prior the issuance of building permits for this development, the Municipality s building inspecr or a Professional Engineer qualified perform acoustical engineering services in the Province of Ontario should certify that the noise control measures have been properly incorporated. 2.
