3 EXECUTIVE SUMMARY This document describes an environmental noise assessment for the Association des Enseignant(e)s Franco-Ontariens (AEFO) office development located at 250 Montreal Road in Ottawa, Ontario, between Dupuis Street on the west and Begin Street on the east. The proposed development comprises a seven-storey building with retail occupancy on the main level and office occupancy on the remaining six levels. The building will rise approximately 30.5 meters (m) above local grade. The assessment is based on: (i) theoretical noise prediction methods that conform to the Ministry of the Environment (MOE) and City of Ottawa requirements; (ii) noise level criteria as specified by the City Of Ottawa s Environmental Noise Control Guidelines (ENCG); (iii) future vehicular traffic volumes as outlined in the City of Ottawa s Official Plan; and (iv) architectural drawings received from Smith Carter dated December 6, The results of the current study indicate that noise levels due to roadway traffic will range from 48 to 73 dba daytime. Nighttime noise levels have been reported but are not relevant for this study. The highest traffic noise levels will occur along the north elevation of the development, where office units overlook Montreal Road. The following paragraphs summarize the noise mitigation features required to ensure compliance with City of Ottawa noise guidelines (ENCG). The predicted noise levels along the north façade will approach 73 dba. Since this value exceeds the outdoor plane of window (POW) limit of 65 dba daytime, building components must be designed to achieve acceptable indoor noise levels according to the following requirements. i) The building envelope shall be constructed according to Ontario Building Code Requirements (OBC 2006). ii) North facing ground level windows require a minimum STC rating of 26. iii) North facing windows on the floors 2 to 7 that correspond to open office areas shall have a minimum STC rating of 31. 4 iv) North facing windows on floors 2 to 7 that correspond to private offices or conference rooms shall have a minimum STC rating of 36. v) East and west facing windows that service open office areas shall have a minimum STC rating of 28. vi) East and west facing windows that service private offices and conference rooms shall have a minimum STC rating of 33. vii) Windows on the south elevation will be adequate when they satisfy OBC requirements. viii) These STC requirements are based on achieving indoor noise levels consistent with industry standards which are defined in the main body of the report. A review of window supplier literature indicates that the specified STC ratings can be achieved by a variety of window systems having a combination of glass thickness and inter-pane spacing. We have not specified any specific window configurations, as there are several manufacturers and various combinations of window components that will offer the necessary sound attenuation rating. However, it is the responsibility of the manufacturer to ensure that the specified window achieves the required STC. This can only be assured by using window configurations that have been certified by laboratory testing. The requirements for STC ratings assume that the remaining components of the building are constructed and installed according to the minimum standards of the Ontario Building Code. The specified STC requirements also apply to exterior doors. For all remaining units where traffic noise at the POW falls below 65 dba the minimum OBC envelope construction is adequate to ensure comfortable indoor environment. It is understood that all exterior windows are inoperable and the interior spaces are air conditioned and heated with a forced air system. Under these circumstances, it is unnecessary to apply Warning Clauses to the interior spaces which, according to the ENCG, are applicable to dwelling units only. 6 1. INTRODUCTION Gradient Microclimate Engineering Inc. (GmE ) was retained by Martineau Architecture Inc., and Smith Carter Architects & Engineers Inc. to undertake traffic noise studies for the Association des Enseignant(e)s Franco-Ontariens (AEFO) development on 250 Montreal Road, in Ottawa, Ontario. This report summarizes the methodology, results and recommendations related to the traffic noise assessment. The assessment was performed on the basis of theoretical noise calculation methods conforming to both the City of Ottawa 1 and Ministry of the Environment 2 guidelines. Noise calculations were based on architectural drawings, received from Smith Carter dated December 6, 2011, and future traffic volumes corresponding to the Official Plan (OP) for the City Of Ottawa. 2. TERMS OF REFERENCE The focus of this traffic noise assessment is the proposed seven-storey AEFO office development located at 250 Montreal Road between Begin Street on the east and Dupuis Street on the west (Figure 1). The only major source of traffic noise is Montreal Road. The surrounding streets of Dupuis, Begin and Levis are not expected to be major sources of noise and were omitted from the analysis. The development is surrounded mostly by low-rise residential and commercial developments. Local surroundings include the Vanier Co-Operative School Age building to the immediate south. Upon completion, the proposed development will consist of a seven-storey building which will rise approximately 30.5 meters (m) above local grade. OBJECTIVES The main goals of this work are to: (i) calculate the future noise levels on the facades of the study building produced by local roadway traffic; and (ii) ensure that interior noise levels do not exceed the allowable limits specified by the City of Ottawa s Environmental Noise Control Guidelines as outlined in Sections 4.2 and 4.3 of this report. 4. METHODOLOGY 4.1 Background Noise can be defined as any obtrusive sound. It is created at a source, transmitted through a medium, such as air, and intercepted by a receiver. Noise may be characterized in terms of the power of the source or the sound pressure at a specific distance. While the power of a source is characteristic of that source, the sound pressure depends on the location of the receiver and the path that the noise takes to reach the receiver. Measurement of noise is based on the decibel unit, dba, which is a logarithmic ratio referenced to a standard noise level ( Pascals). The A suffix refers to a weighting scale, which better represents how the noise is perceived by the human ear. With this scale, a doubling of power results in a 3 dba increase in measured noise levels and is just perceptible to most people. An increase of 10 dba is often perceived to be twice as loud. 8 4.2 Criteria for Roadway Traffic Noise For vehicle traffic, the equivalent sound energy level, L EQ, provides a measure of the time varying noise levels, which is well correlated with the annoyance of sound. It is defined as the continuous sound level, which has the same energy as a time varying noise level over a period of time. For roadways, the L EQ is commonly calculated on the basis of a 16-hour (L EQ16 ) daytime (07:00-23:00) / 8-hour (L EQ8 ) nighttime (23:00-07:00) split to assess its impact on residential buildings. The City of Ottawa s Environmental Noise Control Guidelines (ENCG) specify that the recommended indoor noise limit ranges, relevant to this study, are 45 dba for semi-private offices and conference rooms and 50 dba for general offices and reception areas. These correspond to noise criteria (NC) curves as a function of frequency of 53 and 58 respectively. However, in order to better reflect industry requirements for other spaces and experience, more stringent values are recommended as summarized in Table 1 below. Mitigation of noise levels is required when the POW noise levels; (i) exceed 65 dba daytime, or (ii) fall in the range between 55 and 65 dba daytime. Nighttime noise levels are not considered important for office buildings as they are generally assumed to be unoccupied during the nighttime period. In the first case a review of building envelope components is required. As windows are most often the weakest point in sound transmission through a façade, when the values are close to meeting the criteria, windows with adequate Sound Transmission Class (STC) ratings must be selected to provide the required noise attenuation. 9 conditioning. For case (ii), units must be fitted with forced air ventilation systems with provisions for the future installation of air conditioning systems. 4.3 Roadway Traffic Volumes For future traffic noise predictions, the MOE document LU-131 requires the use of the Annual Average Daily Traffic (AADT) volumes, projected to exist ten years into the future, with an average annual growth rate of 2% per year. In contrast, the City of Ottawa s Official Plan (OP) requires that the AADT volumes should be based on roadway allowances, which are defined by the Right of Way (ROW) protection values identified in the OP for specific roadways. To ensure compliance with the reasonable worst case situation, the following steps were taken; Recent counted traffic data was acquired from the City of Ottawa, upon which a growth rate of 2% per year was applied and extrapolated to the City s OP horizon year of Traffic volumes based on roadway ROW values were obtained from the City of Ottawa Official Plan 3 (Annex 1 Road Classification and Rights of Way). For roadways where the ROW information was unavailable, the designation was assumed based on the size of the existing road and available traffic information. In all cases, the higher of the OP versus projected values were used to calculate future noise levels. Table 1 (below) summarizes the AADT values used for each roadway included in this assessment. 10 4.4 Theoretical Roadway Noise Predictions Noise predictions were performed with the aid of the Ministry of the Environment (MOE) computerized noise assessment program, STAMSON 5.04, for road and rail analysis. Appendix A includes the STAMSON 5.04 input and output data. Roadway noise calculations were performed by treating Montreal Road as a single line source, with each road segment as separate line sources of noise, and by using existing building locations as noise barriers. The surrounding building massing and roadway layout geometry was acquired from the City of Ottawa Survey and Mapping Department, while site plan information was received from Smith Carter dated December 6, In addition to the traffic volumes summarized in Table 2, theoretical noise predictions were based on the following parameters: Truck traffic on all roadways was taken to comprise 5% heavy trucks and 7% medium trucks, as per ENCG requirements for noise level predictions; The day/night split was taken to be 92% / 8% respectively for all streets; Absorptive and reflective intermediate ground surfaces based on specific sourcereceiver path ground characteristics; The study site was treated as having flat topography. Noise receptors were strategically placed at seven (7) locations over the study building, (see Figures 2, 3 and 4). The initial calculations revealed that outdoor noise levels would be sufficiently high as to require investigation of indoor noise levels. As such, calculations were performed to verify the STC requirements for areas described in Section Indoor Noise Calculations The difference between outdoor and indoor noise levels is the noise attenuation provided by the building envelope in decibel units (dba). According to common industry practice, complete walls and individual wall elements are rated according to the STC. The STC ratings of common commercial walls built in conformance to the Ontario Building Code (2006) typically exceed STC 45 for standard curtain wall systems, depending on exterior cladding, thickness and AEFO 250 Montreal Road, Ottawa: Traffic Noise Assessment Page 5

11 interior finish details. Standard good quality double-glazed non-operable windows can have STC ratings ranging from 25 to 40 dba depending on the window manufacturer, pane thickness and inter-pane spacing. According to the ENCG when daytime noise levels at the plane of the window exceed 65 dba, calculations must be performed to evaluate the sound transmission quality of the building components to ensure acceptable indoor noise levels. Due to the lack of information at this stage in the design, STC calculations were made on the following assumptions: The building envelope is constructed entirely from glazing elements (i.e. windows and curtain wall system). Required STC is the difference between outdoor sound levels, and indoor sound criteria, plus an added safety factor of 3 dba to account for reflection and flanking transmission paths. 12 5. RESULTS AND DISCUSSION 5.1 Roadway Noise Levels The results of the noise calculations are summarized in Table 2 below. The attached CD in Appendix A contains the complete set of input and output data from the STAMSON 5.04 calculations. The highest noise levels (i.e. 73 dba) occur on the northern most receptors, which are closest to Montreal Road. Based on these measured values, the ENCG requires that interior noise levels be investigated to ensure that the indoor criteria for residential spaces (described in Section 5.2) are met. 5.2 STC Requirements The predicted noise levels along the north façade will approach 73 dba. Since this value exceeds the outdoor POW limit of 65 dba daytime, additional calculations were performed to determine the window STC ratings required to achieve acceptable indoor noise levels for office, private office and conference room spaces. Since detailed floor plans have not yet been determined multiple calculations were performed using the following noise level criteria based on industry standards and good engineering practice, which exceed the minimum requirements outlined in the ENCG. 13 i) NC 30 - (equivalent to approximately 38 dba) for private offices and conference rooms ii) NC 38 - (equivalent to approximately 45 dba) for open offices iii) NC 40 - (equivalent to approximately 48 dba) for ground level mercantile / retail units Table 4 summarizes the results of these calculations indicating the following STC requirements for the various units of the development.
