7 Volunteer Ships: SOT The JCOMM Ship Observations Team (SOT) coordinates: The Voluntary Observing Ships (VOS) Scheme, which uses every month ~2000 mostly commercial ships to gather and distribute meteorological observations in near-real-time to shore, for immediate use by weather forecasting services. The Automated Shipboard Aerological Programme (ASAP), operating mostly on ships participating in VOS, and using radiosondes tethered to gas-filled balloons to sample the atmosphere from the surface to a height of about 30km. The Ship-of-Opportunity Programme (SOOP), collecting along repeat lines at regular intervals notably thermal data in the top 1000m of the oceans by expendable probes, known commonly as XBTs, mostly from VOS ships. Without ships, and particularly volunteer ships, no ocean observing system could exist. It s a win-win situation: The emerging products make navigation safer and faster, or more economic.
8 Problems with Volunteer Ships Recurrent issues with volunteer ships: Difficulties to get more countries involved. Partnerships are organized uncoordinated and bottom up, at very low levels. Decreasing budgets force institutes to reduce the number of recruited ships. Installation of seawater inlets and outlets for underway systems (Ferryboxes). Lack of motivation/understanding by the crew. Shipping lines do not cover many crucial ocean areas.

10 Top-Down Company Recruitment Recent achievement of a cross-program cooperation with HH Süd fleet (100 ships):
11 Self-equipment and QC Provide volunteer ships with tools to contribute without involvement of a NMS. Ships are in general equipped with instruments for standard parameters. Data are now submitted by , and airtime is no cost problem anymore. An intuitive, free software allows to code observations easily. QC tools are available on-line.
12 Involvement of Ship Yards In cooperation with STX, the yard will: Install sea-valves before commissioning Propose instrumentation to clients as standard equipment on new ships Quality pressure sensors, underway systems Promote activities as touristic attraction on cruise ships, in particular in remote areas Deployments Underway data
13 How to motivate Seafarers Without observations, no forecasting: Safety Speed CSR Observations should be mandatory, and submission procedures be taught at the academy, and be part of company policies.
